Government Technology's passion is helping spread best practices and spurring innovation in the public sector. The Nevada Digital Government Summit is designed to do just that. The summit has an advisory board that gathers public sector and private sector leaders to create an agenda that is relevant and actionable to the state and local government organizations attending the summit. Michael Hakkarinen - Keynote

Instructional Technology Specialist, Utah Education Network

Michael Hakkarinen specializes in helping teachers engage students in the classroom with technology such as Mac Tools, Google Apps for Educators, iPads and more. He earned a Bachelor’s in English from the University of Maryland at College Park and a Master’s in Elementary Education at Mount Saint Mary’s University, where he also taught Instructional Technology at the undergraduate and graduate levels. He was a Technology Resource Teacher in Frederick County, Maryland, where he taught elementary school, and an EdTech for Canyons School District in Utah before joining the UEN PD team in 2014. He currently serves as an elected member of the UCET Board.

Dustin Haisler - Featured Speaker

Chief Innovation Officer, e.Republic

Dustin Haisler is the Chief Innovation Officer for e.Republic, a role that helps shape the company’s products, services, and future direction. Primarily he leads e.Republic Labs, a market connector created as an ecosystem to educate, accelerate and ultimately scale technology innovation within the public sector. Dustin got his start in government as the finance director and later CIO for Manor, TX, a small city outside Austin, where he quickly built a track record and reputation as an early innovator in civic technology. A member of Code for America’s original steering committee, Dustin pioneered government use of commercial technologies not previously used in the public sector — including Quick-Response (QR) barcodes, crowdsourcing and gamification. In 2010, Dustin launched Manor Labs, a website that let residents submit their own ideas and vote other peoples’ ideas up or down. Subsequently, he joined the private sector to help create crowd-sourcing and innovation management software for New York City; Bogota, Columbia; and even part of the space program (through NASA’s Langley Research Center). Named a Government Technology Top 25 Doer, Dreamer and Driver in 2009, his work has been featured in Wired, Fast Company, the Wall Street Journal, Inc. and the Today Show on NBC. An in-demand speaker, he has given two TEDx speeches — one on Disrupting Government (TEDxAustin) and the other on Disrupting Education (TEDxLivermore).

Shellie Brattain

Shellie Brattain

Data Integration Supervisor, University of Nevada, Las Vegas

Shellie Brattain is the Data Integrations Supervisor for the Office of Information Technology at the University of Nevada, Las Vegas. She received her degree in Management Information Systems from UNLV in 1999. She worked as an application developer/consultant for several years during the dot com boom. She returned to UNLV in 2001 as a software engineer and has spent the last 20 years in technology in various capacities from software engineering to database development and everything in between. Shellie created a collaborative effort between OIT and the MIS department and has mentored students in that program; giving the next generation workforce real-world insight into software development. She serves on the UNLV Women’s Council Steering Committee, serves as co-chair of the Family Advocacy Committee, and is a past President of
the Administrative Faculty Committee. Shellie has always had an interest in helping people answer questions with data. She is one of the founding co Chairs of the Data Delivery Architecture Committee that is leading a collaborative effort to advance a cohesive long-term strategy for Data Delivery at UNLV. She is a Las Vegas native and currently resides in Henderson, NV.

Brett Burnes

Brett Burnes

Manager of Data Services, University of Nevada, Las Vegas

Brett Burnes is the Manager of Data Services at UNLV and has been working professionally in IT since 1996. Before his professional career, Brett was the co-sysop for one of the first electronic bulletin board systems in the Bay Area to offer internet routable email. He began working in Higher Education in 2000 working at UNLV for the University Libraries Department. There he authored the Lied Network Authentication System which permitted the library to register and maintain a log of BYOD patrons using internet drops in the public areas of the various Libraries on Campus. During this time, he earned his Master of Public Administration, Emphasis on Education Policy. For fourteen years, he has called UNLV's Office of Information technology his home, starting as the subject matter expert for the database that supported the University's Learning Management solution. He has successfully lead countless system and data migrations, and in his capacity as Founding co-Chair of the Data Delivery Architecture Committee has led a collaborative effort to advance a cohesive long-term strategy for Data Delivery at UNLV. Brett was an Adjunct Professor for Public Administration, teaching Graduate and upper division courses on Technology in Government. He enjoys helping people find ways to use technology to attain their goals and improve productivity. Brett is a native resident of the Las Vegas Valley, and lives in Henderson with his wife and two sons.

Jad Muntasser is Verizon’s Asymmetric Solutions Manager working in Product for Public Sector. Mr. Muntasser leverages his experiences as a combat veteran, Navy Seal and Special Operations medic, to provide Verizon the end user’s perspective as they look to partner with technology companies to bring the best technologies to first responders. With his knowledge of operational requirements in austere environments, he understands technology should be reliable, and make the first responders more effective, efficient, and most importantly, safer as they go into harm’s way.

Maria Sexton

Director of Information Technology and Information Security Officer, Department of Information Technology, University Medical Center of Southern Nevada

Maria Sexton has more than 22 years of experience in the information security, information technology and audit/compliance industries. She is the Director of Information Technology and Information Security Officer at University Medical Center of Southern Nevada (UMC), Nevada's only Level I Trauma Center, only Designated Pediatric Trauma Center, only Burn Care Center and only Center for Transplantation. In addition to the main hospital campus on West Charleston, UMC provides ambulatory services with nine Quick Care/Primary Care clinics around the valley. In her current role, Maria oversees the delivery of all technology services for UMC as well as leads the Information Security Program charged with protection of patient data and UMC systems. Prior to joining UMC, Maria directed the IT Compliance Program at MGM Resorts International, and led security operations programs at both Walgreen’s and Kellogg’s. She received her undergraduate degree in Management Information Systems from UNLV, and holds CISSP, CCSP, CRISC, CISM and CISA certifications.
