Chief Information Officer, State of Montana

Kevin Gilbertson was appointed as the State CIO in March 2021. Gilbertson brings almost 30 years of high-tech and business consulting experience to the position. He has focused on helping organizations transform their customer experience (CX) for the past 20 years.
Gilbertson had also worked for a number of SaaS vendor and/or consulting organizations providing CX software and expertise to both public and private sector clients as well as consulting with SaaS companies to transform internal teams and business functions prior to joining SITSD. His most recent roles included VP of Product & Engineering at Helix Business Solutions, and Founder and Principal Consultant at Forstara, LLC.
He has a Master’s Degree in Psychology specializing in Organizational Leader Development from Capella University.

Cassi Chandler

Motivational Leadership Expert, FBI’s First African American Female Special Agent Assistant Director

Cassi Chandler is an innovator, strategist, investigator, and leader who has broken barriers, led diverse teams, and built cultures of motivational leadership and inclusivity at some of the world’s most important organizations, including Bank of America and the FBI. In a career that has included many “firsts” across the U.S. government and financial services industries, she served as the FBI’s first African American female special agent assistant director as well as the Bureau’s first female national spokesperson and director of public and community affairs. The founder, president, and CEO of Vigeo Alliance – a leadership and talent risk management partner helping organizations elevate their cultures through diversity and inclusion – Chandler is dedicated to helping organizations position themselves for success by building more diverse and inclusive cultures that thrive.
Chandler draws from her personal experiences leading diverse teams as a change agent in a broad range of fields to facilitate honest conversations on what can be achieved when organizations go “all in” on diversity. In addition to defining the tools motivational leaders need to mindfully build more high-performing cultures, Chandler provides actionable insights on how to move the needle while leading with empathy. An engaging storyteller, she immerses audiences as she retraces her journey reinvigorating the world’s leading intelligence organizations in the post-9/11 landscape, managing risk, and driving global equity at one of the world’s top multi-national banks. Her exploration of the influences that impact perceptions of diversity is integral for any organization focused on establishing a more inclusive vision.
Prior to Vigeo Alliance, Chandler was senior vice president for business operations at Bank of America, where she led enterprise-wide teams and developed integrated frameworks for identifying and addressing cybercrimes, fraud trends, and consumer risks. She also served on the corporation’s Global Diversity and Inclusion Advisory Council and led the bank’s compliance relationships with the Consumer Financial Protection Bureau (CFPB). Before Bank of America, she spent 23 years with the FBI, where she directed white collar crimes, financial crimes, terrorism, and cybercrimes investigations and foreign intelligence activities, while also leading the evolution of its healthcare fraud and criminal and domestic terrorism intelligence programs.
Chandler continues to drive organizational change as the CEO of Chandler Consulting and a former adjunct professor on intelligence and terrorism at Pace University’s master’s in public safety and homeland security graduate program. As part of her commitment to impacting progress, Chandler served as an independent federal monitor with the NYPD, is an instructor at the Pacific Coast Banking School, and a member of the League of Women Voters and Rotary Club International. She also served on the U.S. Marine Corps Red Team, which monitored the Corps’ assessment of expanding infantry officer roles to women, and on numerous charitable and diversity boards. She is currently a member of the Board of Directors of Leafly Holdings, Inc.
Chandler’s groundbreaking accomplishments have been recognized through numerous awards, including the Senior Executive Service Presidential Rank Award of Meritorious Executive under President George W. Bush, the National Center for Women & Policing’s “Breaking the Glass Ceiling” award, and the Norfolk NAACP Trailblazer Award. She earned her B.A. from Louisiana State University, where she serves on the board of the alumni association, and her J.D. from Loyola University School of Law, where she is a member of the board of trustees.

The founder and CEO of Change Agents Training, Brian empowers professionals to rescue broken services and improve inefficient systems. His tailored change management courses make government processes more practical and powerful for employees and the people they serve.
Brian’s teachings have helped transform more than 50 cities and local governments as large as Boston and Miami-Dade County to Pittsburgh and San Rafael, California.
Brian is also the author of Peak Performance, an intensive guide behind the training methods and tools he developed over decades of public service and in his prior role as Director of Denver City and County Government’s Peak Academy. He currently serves as Faculty in Urban Leadership at University of Nevada Las Vegas.

Jason is a 27 year IT veteran who has worked in a variety of industries in both the private and public sector. Jason holds an Associates and Bachelor’s degree in Electronic Engineering and a graduate certificate in Public Administration. He holds numerous industry certifications including GIAC GSEC, GCWN, and Net+ to name a few. He has an extensive background in cyber security, systems engineering, project management, budgeting, and organizational theory. On a personal side, Jason is a 4th generation Montanan with deep roots spanning 100 years in Missoula. He enjoys problem solving with technology by bridging the divide between the business units and IT.

Tommy Gardner

Tommy Gardner

Chief Technology Officer, HP Federal

Tommy Gardner is HP’s Chief Technology Officer for HP Federal, spanning the US Federal Agencies, Higher Education, K-12 Education, State and Local government customer segments, as well as Federal Systems Integrators. His current responsibilities include technology leadership, strategic technology plans, product and technology strategies, sales force technical support, and customer and partner relationships.
Previously, Tommy has served as the Chief Technology Officer for Jacobs Engineering, Scitor, and ManTech. Earlier in his career he was a senior technical executive at Raytheon. In the U.S. Navy he served as the Deputy for Science and Technology for the Chief of Naval Research. He oversaw the Navy’s Deep Submergence Program as well as its Advanced Technology Program. He also commanded the nuclear submarine, USS San Juan (SSN 751).
Tommy’s educational background covers multiple disciplines and fields of interest including: cybersecurity, data science, blockchain, quantum information science, artificial intelligence, high performance computing and systems integration.
Tommy holds a B.S. in Mechanical Engineering from the U.S. Naval Academy, a Masters in Public Administration from Harvard University, an M.S. in Management of Technology from MIT and a Ph. D. in Energy Economics from George Washington University. He is a Professional Engineer, an ASME Fellow, and serves on the ASME Board of Governors, the ANSI Board of Directors and the U. S. Council on Competitiveness as the Co-chair of the Advanced Computer Roundtable.

He believes through growing their individual capacity and skillsets, they can be empowered to help the City navigate necessary changes to technology, practices and services successfully. He has a Master’s Degree in Public Administration from the Alexander Blewett III School of Law.

Matt Reynolds

IT Director, Flathead County

Matt Reynolds is the IT Director for Flathead County, MT. He started professionally working within the technology field in 2005, but has been passionate about all areas of technology since the early 1990’s. Prior to stepping into his current leadership position, he had a long career as a programmer, within the county and previous employers. He has written desktop and web based applications across many industries such as academia, commercial and government entities. As a leader in IT at the county, Matt has matured the county’s cybersecurity posture to better protect against internal and external threats. He leads two teams of 17 professionals and helps his teams navigate the hurdles of protecting a hybrid infrastructure, while continuing to provide outstanding service to internal and external stakeholders.
Matt holds a bachelors in Psychology and Computer Science from the State University of New York at Stony Brook.

His State of Montana experience also includes serving as the Chief Data Officer for the Office of Public Instruction and IT Manager for the Department of Administration. James Zito moved to Montana from Oregon in 2011 to pursue a career in Cybersecurity. He has 12 years of working in various security roles for the State of Montana’s Department of Administration. James is leading the State Information Technology Services Division efforts in the journey to implement Zero Trust architecture. Previous roles include Security Analyst, Digital Forensics and Incident Investigator, and Bureau Chief of the Digital Forensics and Incident Response team. James also holds certifications in GCFE, Security+, Network+, A+, ZTX-I.
