Theresa Frommel is the Enterprise Cyber Risk Manager for the Office of Administration, Information Technology Services Division, State of Missouri. Her primary duties involve overseeing cyber risk, audits, project and regulatory compliance, security awareness, and vulnerability management.  Theresa has a background in the security operations center, access controls, policy development, and end user education.  Her prior work experience includes the Missouri Research and Education Network and Missouri’s Office of State Courts Administrator.  Theresa has been in the information security field since 2002.

Zach Lewis

CIO and CISO, University of Health & Pharmacy in St. Louis

Zach Lewis currently serves as the CIO and CISO for the University of Health Sciences and Pharmacy and chairs the Enterprise Risk Management committee. Zach has over 13 years’ experience working in Tech Start-ups, Energy, Higher Education, and Consulting. He is an officer in the St. Louis Chapter of InfraGard, which is a partnership between the FBI and private sector for the protection of U.S. Critical Infrastructure.
With a focus on aligning IT strategies with organizational goals, Zach has led successful cloud migrations, implemented robust cybersecurity measures, and established a culture of transparency and collaboration. His expertise extends to compliance with GLBA and FERPA regulations, managing cybersecurity training programs, and optimizing network infrastructure. Zach's passion for innovation, user-centric approach, and ability to build cross-functional teams have been instrumental in driving organizational success, enhancing cybersecurity defenses, and positioning the institution as a leader in health education and operational excellence.
Zach is a 3X recipient of Cyber Defense Magazine’s Top Global CISOs and was St. Louis Non-Profit CISO of the Year. He’s a recent graduate of the FBI CISO Academy. His first published book, Locked Up: Cybersecurity Threat Mitigation Lessons from A Real-World LockBit Ransomware Response will be released in January 2026. Zach provides his industry expertise to others by speaking at conferences, webinars, and universities throughout the country.

Deepti Manglik has almost 30 years of extensive experience in the Information Technology field including application development, database management, project management, business analysis, process improvement, budget planning, and implement forward-thinking technology solutions.
Currently leading the Missouri Department of Conservation's Data and Applications section, she is instrumental in the planning and execution of the department's Data, Application, GIS, and Analytics strategy.
Prior to this role, Deepti served in Application Development, Database Administration, and other Project Management positions, which collectively have provided her with a well-rounded and unique IT perspective.  
Deepti holds a Bachelor of Science Degree in Math from Meerut University, a Masters of Computer Applications from SNDT University, India and an MBA from William Woods University, Fulton MO.  She also holds the Project Management Professional certification from the Project Management Institute and a Green Belt in Process Improvement.

Tim Marczewski is the Head of AI at the State of Missouri's Office of Administration. With a distinguished career as an Engineer and Space Operations Officer in the U.S. Army, he brings a unique blend of military and technological expertise to the public sector. His diverse career spans over almost two decades, with significant experience in intelligence, technical operations, remote sensing, and multi modal behavior recognition. This expertise was developed in roles including Group Chief at the National Reconnaissance Office (NRO), where he led a large applied research group. He is a recipient of multiple distinguished awards for his service in the intelligence and military communities and is the co-author of a publication on time transfer using high-definition television signals. Tim is passionate about demystifying complex technologies and leveraging them to build innovative, ethical, and effective solutions that drive government modernization and improve public service.

Jason Volkart currently serves as the Director of Information Systems for the Missouri Department of Transportation. Prior to becoming Director and Assistant Director, he was hired in 2020 to start the Cyber Security team at MoDOT. Jason also has 20 years with the Office of Administration, Information Technology Services Division (OA-ITSD). While at OA-ITSD he served as Enterprise Architect, IT Director, and Statewide Network Director. Through the journey of his State career, Jason took part in mitigating a DDoS attack (2014) and a fully exploited ransomware event (2024).
