John Laurent is the Acting CIO for the State of Missouri. John is a technology executive with more than 20 years of experience in private industry, serving as Vice President of Application Development for Enterprise Holdings, Inc. In addition, he has spent 10 years in IT consulting, including 5 years at Accenture. John also enjoys being part of civic and charitable organizations such as Compassion International, Youth With A Mission and the SCC Economic Development Council.

Paralympic Games Silver Medalist, Persian Gulf War veteran, TEDx Motivational Speaker

John Register is a two-time Paralympian, Paralympic Games Silver Medalist, Persian Gulf War veteran, and TEDx Motivational Speaker. He embraced a “new normal mindset” in becoming an amputee following a misstep over a hurdle while training for the 1996 Olympic Games, after participation in two consecutive Olympic trials.
An Oak Park, Ill. native, Register discovered how to “amputate his fear of disability” and founded the U.S. Olympic and Paralympic Committee Military Sport Program in the early 2000s. He launched a book titled: 10 Stories to Impact Any Leader: Journal Your Way to Leadership Success, as business leaders return to work with their staff amid stressful circumstances surrounding the Coronavirus pandemic and the recent unrest in our urban cities.
Register teaches business professionals through his “Hurdling Adversity” speeches and podcasts to “amputate fear and embrace their new normal,” as they discover “stories within themselves.”
He finds that “it is the personal stories that inspire teams more profoundly with greater impact.”
Register is a four-time All-American graduate of University of Arkansas. He served six years in the U.S. Army—including in operations Desert Shield and Desert Storm, and in active-duty with the U.S. Army World Class Athlete Program—winning nine gold medals in the Armed Services Competition and two World Military Championships.
Register had his left leg amputated after a misstep over a hurdle changed his life. Register hyperextended his knee and severed the popliteal artery. He started swimming to aid in his recovery, made the U.S. Paralympic Team in 1996, and later won a silver medal in the long jump—as he set an American record—and sprinted to fifth in the 100 meters and 200 meters at the U.S. Paralympic Games in Sydney.
Register resides in Colorado Springs, CO with his wife Alice. The couple have three children - John Jr., Ashley, and Ronald.

Theresa Frommel is the Enterprise Cyber Risk Manager for the Office of Administration, Information Technology Services Division, State of Missouri. Her primary duties involve overseeing risk, audits, compliance and vulnerability management. Theresa has a background in the security operations center, access controls, policy development, and end user education. Her prior work experience includes working as an analyst with the Missouri Research and Education Network and as Systems Security Officer with Missouri’s Office of State Courts Administrator. Theresa received her CISSP in 2008, and has been in the information security field since 2002.

She is currently the Business Relationship Manager in IT supporting DMH as a strategic partner. Cindy spends time outside of work serving as the Vice Chair of the Cole County Extension Council. She also enjoys spending as much time as possible with her daughter, Jenn. Jenn is currently in the Master of Athletic Training program at St. Louis University.

Charles started in the industry in 1993.He has worked in or managed every aspect of infrastructure, operations and security since that time.
Charles has spent over 22 years at Energizer. Serving in and managing multiple roles across the infrastructure and security stack.
He joined St. Louis County in 2017 after taking over the Infrastructure Operations groups. Charles spent two years changing the culture, optimizing the budget, eliminating waste, and improving service capabilities.
In 2019 Charles accept the Chief Information Officer role. Since that time, he has not only been performing the same kind of organizational changes in the rest of IT but has also been heavily involved helping other departments. St. Louis County is now on an ambitious plan of modernization, automation and efficiency that is being enabled by IT.

She enjoys working with diverse teams to realize common goals and solutions through collaborative problem solving and innovation. Deepti Manglik has over 20 years of extensive experience in the Information Technology field including work in application development, database management, project management, business analysis, process improvement, budget planning, and implement forward-thinking technology solutions.
Currently leading the Missouri Department of Conservation's Data and Applications section, she is instrumental in the planning and execution of the department's Data, Application, GIS, and Analytics strategy.

Paula came to work for the State of Missouri in 1995 and has devoted the past 27+ years to excellence in information technology for the State of Missouri. She has a diverse background in executive leadership, project management, contract negotiation, vendor management, technology planning, system procurements, legacy system modernization, business process re-design, and program leadership.
She has spent a lot of time in the areas of public health, mental health and social services leading large scale system modernizations and implementations including serving as the Project Director for the Missouri Eligibility Determination Enrollment System (MEDES). Paula was also instrumental in establishing and setting up the EPMO for the State of Missouri, establishing the Business Relationship Managers in ITSD along with establishment and coordination of the Cabinet Information Technology Governance Council for the State of MO.
Paula is currently the Deputy CIO for Digital Transformation for the State of Missouri where she is leading the statewide Digital Government Transformation that includes establishing a citizen and business portal for all Missourians, acquiring and rolling out Office 365 for state team members, Citizen Journey Mapping of the most popular ways that the citizens interact with state government, and establishing Data Lakes to facilitate data sharing for better citizen outcomes in Missouri. She is also leading the MOVERS project, which is the statewide replacement of the 20-year-old legacy SAM II ERP system to a modern cloud system that will be used for years into the future.

Dr. A.J. Womack is a Tableau Data Specialist for the State of Missouri. In his role, A.J. supports various initiatives across the State of Missouri by cleaning data, developing dashboards, creating administration protocols, and then training the end user on maintaining the established dashboards. A.J. provides technical assistance and training to nearly 500 Missouri’s Tableau User Group (MOTUG) members, which is accomplished through leading bi-monthly office hours, contributing to monthly MOTUG meetings, developing and instructing in-classroom training, and answering emails and phone calls. Currently, A.J. is developing ARPA dashboards alongside the Governor’s Office and creating a training reporting solution surrounding the initiation/implementation of Missouri’s new ERP system, MOVERS. Before working for the Office of Administration, A.J. was the Lead COVID Data Analyst for the Department of Health and Senior Services during most of the pandemic. In this role, he cut his teeth with Tableau by developing and maintaining many of the Statewide COVID dashboards and datasets. A.J. holds his Doctorate of Philosophy from the University of Missouri.
