Government Technology’s passion is helping spread best practices and spurring innovation in the public sector. The Missouri Digital Government Summit is designed to do just that. The summit has an advisory board that gathers public- and private-sector leaders to create an agenda designed to make that passion relevant and actionable to the state and local government organizations attending the summit. Participants tell us they use the inspirational keynotes, leadership discussions, networking breaks, and the timely topics discussed in the numerous breakout sessions to help advance the goals of their organizations.

Dr. Cristina Álvarez-Peregrina

Dr. Cristina Álvarez-Peregrina

Institution Relations Manager, Biomedical School, Europe University of Madrid (on behalf of Reticare)

Cristina Álvarez-Peregrina has a degree in Optometry from Complutense University of Madrid. She also has a degree in Chemistry from Universidad Nacional de Educación a Distancia, Spain. She has an MBA, as well as a PhD in Vision Sciences from Europe University of Madrid. Her current research areas include tear film and ocular surface, lens care products, contact lens materials and blue-light blocking filters. She worked as optometrist for 5 years and in 2002 she was appointed Professional Relation Manager for Avizor. In 2010 she began working in the academia sector as a supervisor in Optometry. Currently, Dr. Álvarez-Peregrina is working as an Institution Relations Manager in the Biomedical School at Europe University of Madrid. She has served as an international guest speaker in various seminars around the world in her area of expertise.

Senior Incident Response Consultant, Cisco Systems/Sourcefire

Brad has performed Information Security and Reverse Engineering for over 10 years. He is focused on increasing technical capabilities of Security Operations Centers to improve Enterprise Security Posture and to detect advanced cyber-attacks. By focusing on effective metrics, he has enabled security operations to concentrate on high fidelity signals. He has also collaborated on projects with the US Government and partners to successfully identify and disrupt foreign and domestic advanced cyber-attacks. Brad leverages his technical expertise to develop custom tailored solutions to protect organizations from the most advanced threat actors.

Todd Biebel

Todd Biebel

Manager, Business Continuity/Disaster Recover, Verizon Wireless

Mr. Biebel represents Verizon Wireless as a Manager of Business Continuity / Disaster Recovery for the northeast and mid west sections of the United States, conducting communications outreach and response initiatives for all levels of emergency response organizations. Prior to joining the Verizon team, he served 26 years with the New Jersey State Police. During his¬ State Police career, Mr. Biebel held various positions from general duty road Trooper, to investigator and, as an in-service instructor.
He secured a position as a member of the Technical Emergency and Mission Specialist (TEAMS) Unit, an elite tactical response unit responsible for conducting High Risk Building Entries, Sniper /Counter Sniper Operations, Dignitary Protection, Firearms and Self Defense Instruction, High Angle Rescue & Rappel operations and Underwater Recovery operations.
He transitioned his TEAMS experience into the Emergency Management Section where he served as a Field Representative, coordinating emergency response between the State Office of Emergency Management and County and Municipal emergency management officials, rising to the position of Assistant Bureau Chief of the Emergency Management Bureau.
Before retiring in 2009 at the rank of Acting Captain, Bureau Chief, Communications Bureau, Mr. Biebel commanded over 300 personnel in seven separate Units including 5 communications / 911 call centers serving 26 state agencies.
Mr. Biebel holds a Bachelor and Masters degree in Public Administration and Emergency Management, is a graduate of the prestigious Federal Bureau of Investigation National Academy, 218th Session, Quantico, Virginia, and currently serves on the Executive Board of the N.J. Chapter of the FBI National Academy Associates.

Rick Dudeck

Rick Dudeck

Practice Manager, Advanced Security Technologies, World Wide Technology

Rick has 20+ years of experience in the networking and information technology world providing technical support across a diverse range of technologies. He is a 10+ year CCIE in Route/Switch and has focused over the years on the cyber-security. Prior to entering the IT field, Rick proudly served in the United States Navy attached to an attack squadron deployed on an aircraft carrier in the Pacific and as the Avionics branch chief in Pensacola Fl.
Rick joined Worldwide Technology in November 2005 as a member of the Professional Services group supporting the Federal Midwest team in a Consulting Systems Engineer role. During this time he was responsible for supporting accounts within the Air Force, Army, Army National Guard, Department of Energy and the Veterans Administration. Rick later took on the role of the CSE lead for the Air Force Engineering team helping to build a team of incredibly talented, knowledgeable and customer dedicated engineers.  Rick’s current position takes me back to some of his roots as part of the National Security Team as the manager for the Advanced Security Technologies discipline.  
Previous to joining WWT, Rick worked at Symantec responsible for representing the complete line of security products to an account base in several states as part of the SLED (State and local government and Healthcare). During this time Rick’s role was that of a Systems Engineer responsible for presenting, designing and demonstrating complex security solutions.  Products included Anti-virus, Intrusion Detection, Firewalls, Compliance management and Host based Security systems.
Rick’s expertise centers specifically around Federal DoD networking and security infrastructure. Specific projects include Network Admission Control and 802.1x, Content security (proxy and Email) and large scale, multi enclave designs.

Jeff Elliott

Senior Manager, Enterprise Data Warehouse and Reporting, University of Missouri

Jeff currently serves as the Sr. Manager of Enterprise Data Warehousing and Reporting for the Division of Information Technology at the University of Missouri System.  He has over 16 years of experience designing, developing, and operating data warehouse and business intelligence environments including the past 8 years with the University with a PeopleSoft Higher Education environment and custom enterprise data warehouse.
Prior to working for the University, he spent 17 years with the Missouri Department of Health and Senior Services in various Program and IT roles.  He was the lead architect for the development of the Missouri Health Surveillance Information System and has over 7 years of experience designing and developing standards and standards-based messaging (EDI, XML, HL7) for the Public Health Information Network (PHIN) and National Electronic Disease Surveillance System (NEDSS).

Market Advisory Program Manager, Education and Government, Workday

Raymond M. Elwell is the Markey Advisory Program Manager for Workday, Inc., a provider of enterprise cloud applications for human capital management (HCM), payroll, financial management and analytics. Prior to joining Workday in March of 2015, Mr. Elwell was the Deputy Chief Financial Officer at the City of Orlando, Florida for over ten years. His responsibilities at the City included overseeing accounting, budget, procurement, treasury, fleet and facility, and information technology operations. Mr. Elwell also served as Orlando’s Project Manager for the full suite implementation of Workday HCM and financials, the first such implementation in a local government.Before joining the City Mr. Elwell served Anne Arundel County, Maryland in various financial and budget positions for seventeen years, concluding that service as an Assistant Budget Officer. Mr. Elwell holds a Bachelor of Business Administration in Accounting from Loyola University Maryland and a Master of Public Administration from the University of Baltimore. Mr. Elwell is also a Certified Public Accountant.

John Gillispie

Associate Vice President, Enterprise Application Services, University of Missouri System

John Gillispie leads the Missouri Research and Education Network (MOREnet), one of the nation’s first and largest research and education networks, serving nearly 800 Missouri organizations, including school districts, public libraries, higher-education institutions and government agencies.

In addition to his role at MOREnet, John is leading the Enterprise Applications Services (EAS) group in the Division of IT as Associate Vice President.  EAS maintains the applications that serve the entire UM enterprise such as Human Resource, Payroll, Finance, etc.

Prior to joining MOREnet, Gillispie served as executive director of the Iowa Communications Network. Concurrently, Gillispie held the positions of Chief Operating Officer for the Information Technology Enterprise for the Iowa Department of Administrative Services and Chief Information Officer for Iowa, overseeing daily operations of information technology and shared services throughout state government.

Todd Larivee is the IT Infrastructure & Operations Manager for the Missouri Department of Conservation, overseeing the operations of the network infrastructure, telephony, end user computing, and land mobile radio system. He has worked in the IT industry for 20 years, including positions as a Network Specialist and Desktop Support Manager. Todd has led initiatives in support desk migration, staff reorganization, and mobility.

A professional actor for over thirty years, Jim Ross Meskimen appeared in the films Apollo 13, The Grinch, Frost/Nixon, The Punisher, There Will Be Blood, and many others. Some of Meskimen’s TV credits include recurring roles on Parks & Recreation, Fresh Prince of Bel Air, Friends, Whose Line is it, Anyway?, Lie to Me and Rules of Engagement. In 2011, the Australian Today Show dubbed Meskimen, “The World’s Greatest Impressionist.” His viral Shakespeare in Celebrity Voices has over a million views and subsequent viral videos have cemented him as a major YouTube talent. He can be seen currently in Impress Me, an original half-hour comedy that originated as a successful web series. Meskimen lives in Los Angeles with his actress wife, Tamara. Their daughter Taylor is also a performer. His mother is beloved actress Marion Ross, who played Mrs. C in the long-running ABC comedy Happy Days.

Chief Information Officer, Information Technology Services Division, State of Missouri

Tim Robyn has been employed by the State of Missouri since 2005.  In 2013 he was named Chief Information Officer after serving as Acting CIO for a year.  From 2009-2011he was responsible for leading the State’s effort to develop citizen-centric websites.
Tim attended Stanford University on a golf scholarship and graduated with degrees in Economics and Engineering. 
Tim is married to his wife Angie, and has 4 children.

Information Technology Manager, City of Jefferson City

For the past twelve years Lisa Scheulen has worked for the City of Jefferson City, Missouri in a variety of information technology roles. Recently, Lisa was promoted to Information Technologies Manager where she oversees the daily operations of the department. Prioritizing project implementations and help desk ticket resolutions is key to the success of the department. Lisa and her staff serve a customer base of about 400 users of technology.
Lisa holds an Associate of Applied Science Computer Programming from State Technical College of Missouri (formerly Linn State Technical College) and a Bachelor of Science Computer Information Systems from Lincoln University. She is a Project Management Institute (PMI) certified Project Management Professional (PMP).
Lisa has been actively involved in giving back to her profession by volunteering for the State Technical College of Missouri Advisory Board, Skills USA VICA judge and Lincoln University’s Women’s Leadership Academy. Additionally, she serves on the Technology Committee at St. Francis Xavier School.

Brenda Selman

University Registrar, University of Missouri

Brenda Selman serves as the University Registrar at the University of Missouri where she oversees all the records, registration, degree audit coordination, catalos, transcripts and degrees awarded.  In addition she reports to the University of Missouri System Academic Affairs Office, where she works to coordinate policies, processes and systems related to student records and services for all four-UM campuses.  Prior to coming to MU in 2000 she worked in admissions and the registrar’s office at the University of Kansas. She holds a bachelor’s degree in Communication Studies and a Master’s degree in Journalism from KU.
