Heather McGowan is an internationally known speaker, writer, and advisor. She prepares leaders to effectively react to rapid and disruptive changes in education, work, and society. In 2017, LinkedIn ranked Heather as its number one global voice for education. Heather’s sessions help employees and leaders alike prepare for and adapt to jobs that do not yet exist. She is often quoted in the media, notably in the New York Times. Pulitzer Prize–winning NYT columnist Thomas Friedman frequently quotes Heather in his books and columns and describes her as “the oasis” when it comes to insights into the future of work. As a passionate instructional technology advocate & innovation strategist and especially a proud Father, Husband and Son of brilliant Educators, the intersection of improving instructional strategies through the impact of right technologies is in his DNA.
Mike has dedicated his career to helping schools leverage technology and innovative instructional strategies to revolutionize their teaching and learning strategies and help move from Teacher-centric to Student-centered learning. Launching these new “Student-Centered, Personalized Learning” solutions included product management and market development of new education solutions including HP Classroom Manager. Mike helped develop HP Education solutions messaging for the HP K12 Education site and for Higher Education and is currently focused on Industry 4.0 Technologies, like A.I. XR and Additive Manufacturing, impact on building CaTE and STEAM programs to ensure US Students are prepared for the job and skill growth demanded. During the pandemic Mike spearheaded programs like HP’s Learn From Home with resources to help with the challenging tasks of Virtual and Hybrid teaching and learning.
In 2012, Mike helped formulate the HP Education Strategy team for the Americas, as K12 and HiED Subject Matter Expert and advocate for innovative education needs with-in HP. In addition, Mike works regularly with State Legislature, Offices of Education, University and School District Leadership to solve the complex challenges facing our schools to deliver sustainable, but effective Instructional outcomes through the use of technology. For the ten years prior to HP, Mike was the Sr. Learning Product Manager for Gateway, Inc, one of the nation’s largest technology companies. He was responsible for planning, developing and delivering Gateways technology-based learning solutions. He worked regularly with leaders in the Instructional technology field, to help create synergistic solutions to educational and learning problems
Raised in California with stints in Texas, Mike now resides in Reno, NV and is a member of CoSN, ASTD and ISTE, sits on several Educational & Workforce Readiness Boards and is involved in Ed Tech Learning initiatives as well as a speaker and panelist for multiple State and National events for the education market.

Phil Bertolini is vice president of the Center for Digital Government, a national research and advisory institute on information technology policies and best practices in state and local government. Previously, he served as deputy county executive and CIO for Oakland County, Michigan. During his 31-year tenure, Phil built a world-class IT organization in the second-largest county in Michigan, just north of Detroit. As Oakland County CIO, he oversaw more than 150 employees serving over 1.2 million residents. In 2005, he was also promoted to deputy county executive, holding dual positions until his retirement. Phil’s efforts earned the county national attention, winning numerous awards for technology innovation and excellence. He was named Governing Magazine’s Public Official of the Year and Government Technology Magazine’s Top 25 Doers, Dreamers & Drivers. He was also honored by the President Obama White House as a Champion of Change.

She played a vital role for developing strategies around the City’s pandemic response and led a cross-departmental team (Working in a New Normal – WiNN) that is responsible for identifying areas for improvement and making recommendations to ensure a productive, safe, and thriving environment for City of Bloomington employees as we continue working in a new normal. The WiNN team tackled such issues as tracking employee productivity; refining employment policies including teleworking/flex, sick leave donation, and health club reimbursement; and returning to work at City facilities. Alan is Executive Vice President of e.Republic and Publisher of Government Technology magazine and Techwire. In this role, Alan is involved in the annual production of dozens of events as well as the strategic direction for Governing, Government Technology, Emergency Management, the Center for Digital Government and the Center for Digital Education. Alan is also the senior executive that has overall charge of e.Republic’s research organization which includes, custom research, the Digital Government and Digital Education Navigator tool and the Content Studio (webinars and custom content).
Alan has been a guest lecturer at universities and a frequent speaker for key government and industry organizations. For over 35 years, Alan has worked with industry, education and government officials to help them better understand the importance and use of information technology. Alan received his Bachelor of Science degree in Business Administration at California State University, Sacramento.

Jane Davison is a supervisor for Minnesota IT Services (MNIT) partnering with the Department of Human Services (DHS). She is a former freelance designer, UX and communications professional with a 25-year background in print, web, and identity systems. Her clients and projects have run the gamut from small, mom and pop shops to non-profits and healthcare to packaging, licensed products and logo design for corporations like Target, Best Buy, Lincoln Electric and American Greetings. Before coming to work and settle in Minnesota, she worked as an adjunct faculty member teaching courses in art, design and English at Truman State University in Missouri as well as Kent State and Youngstown State in Ohio. She also spent four years as a teaching assistant in the Minnesota Correctional Facility in Stillwater and wouldn’t trade that experience for anything. She currently resides in the Twin Cities with her two daughters and is working with amazing colleagues at the state to build a MNIT UX team to support DHS modernization.

Senior Fellow, Center for Digital Government

As the Minneapolis CIO for seven-plus years, Otto Doll was responsible for all city IT services. He also served as South Dakota’s CIO for 15 years with responsibility for all state government computing, telecommunications, radio and public broadcasting. While with IT research firms, Otto has advised Fortune 1000, federal, state and local government CIOs on information technology assessment and alignment to business needs. He has served as a director with the United States General Services Administration, developing information technology strategic plans and oversight policy.
Otto received his computer science degree from Virginia Tech and is a senior executive fellow of the Kennedy School of Government, Harvard University. He is a past president of NASCIO – a national organization of state CIOs. He also is a past president of the Metropolitan Information Exchange (MIX) – a national organization of city and county CIOs. Otto was named to Government Technology's 2004 Top 25 Doers, Dreamers and Drivers.

Joan previously served as Chief Business Technology Officer (CBTO) at the Minnesota Department of Public Safety. Prior to joining MNIT, Joan worked as Associate Vice President for Atlanta Federal Reserve Bank, Vice President of Technology at Wells Fargo, and Vice President of Technology at Citigroup. Joan was a Senior Programmer at Burlington Northern Railroad where she developed award winning train traffic control software.
Joan is also committed to and engaged in STEM and early education technology mentoring. Beginning in 2004, Joan became a Reading Coach at Eden Prairie Elementary School where she mentored and read-aloud with several students for consecutive years as they matured their skills enough to eventually read chapter books with ease. In April of 2017, Joan was elected to the Board of Directors for the Boy's and Girl's Club of Minneapolis.

She worked for Ford Motor Company for 30 years in global application development and information technology strategic planning. From Ford, she moved to EDS in support of General Motors. A long-time interest in public service led her to the government sector, first as CIO of the State of Michigan, then as CIO of the State of California and, subsequently, the CIO of the U.S. Department of Defense, the first woman appointed to this role. She then served as the CIO for Meridian Health Plan.

Mark Weatherford is a globally recognized information security professional with experience at some of the world’s largest public- and private-sector organizations. He was appointed as the first deputy undersecretary for cybersecurity at DHS in the Obama administration and was chief information security officer for the state of Colorado and for the state of California under Gov. Arnold Schwarzenegger. In the energy industry, he was VP and chief security officer at the North American Electric Reliability Corporation, where he worked daily with Congress and electric utilities across North America on cybersecurity standards, regulations, and policy issues. He also served as a principal at The Chertoff Group and was VP and chief cybersecurity strategist at vArmour. Most recently, he was the VP and global information security strategist at Booking Holdings, the world’s largest online travel business with offices and employees in almost every country in the world and whose major companies include Booking, Priceline, Kayak, OpenTable and Agoda.
