Government Technology’s passion is helping spread best practices and spurring innovation in the public sector. The Minnesota Digital Government Summit is designed to do just that. The summit has an advisory board that gathers public sector and private sector leaders to create an agenda that is relevant and actionable to the state and local government organizations attending the summit. Participants can take advantage of inspirational keynotes, leadership discussions, networking breaks, and timely topics discussed in the numerous breakout sessions to help advance the goals of their organizations and their own career paths.

Kelly Swanson is an award-winning communication strategist, writer, storyteller, humorist and motivational speaker. She is the author of Who Hijacked My Fairy Tale, The Land of If Only, The Story Formula, and The Gutsy Girls Pocket Guide to Public Speaking. Kelly was a keynote speaker for the International Toastmasters Convention and has keynoted major conferences and corporate events from coast to coast. Kelly’s powerful insights and wacky wit have charmed and inspired audiences for more than two decades. She is also known for her high-energy workshops and boot camps on leadership, team building, employee engagement and customer relationships. Hayley Cohen - Featured Speaker

X-Force Command, Executive Advisor, IBM Security

Hayley Cohen is a member of X-Force Command at IBM Security, where she leads companies, intelligence agencies and governments through simulated cyber attacks. Hayley builds one-of-a-kind threat and attack scenarios for custom client experiences. Aside from sharing best practices from a business perspective, Hayley also demonstrates hacking techniques and tools to provide insight into how cyber criminals conduct attacks.
Prior to joining X-Force Command, Hayley was a software engineer for various IBM Security teams, where she worked with leading technologists to develop world class security products. Hayley holds a B.A. in Computer Science from the Tufts University School of Engineering where she focused her studies on cybersecurity and international policy.
Hayley has run simulations and demonstrations for business and technical leaders from around the world.

Dr. Cedric Alexander has spent nearly four decades in search of a better way to police our nation. He’s the author of The New Guardians, and he has served as a law enforcement analyst on ABC, CBS, NBC and CNN. In 2015 he was appointed to the President’s Task Force on 21st Century Policing. He has served at every level of government: as a Federal Security Director in the US Department of Homeland Security, as a Deputy Commissioner for Criminal Justice in New York State, as Public Safety Director in a major county, and as a City Chief of Police and Deputy Mayor.

Chief Information Security Officer, State of Minnesota

Aaron Call, the State of Minnesota’s Chief Information Security Officer, leads their efforts in leveraging innovative and cost-effective solutions to minimize risks to government data and systems. Aaron began his career while pursuing his undergraduate degree in criminal justice and attending law school at Southern Illinois University. Attending school and working part-time as a police officer and IT consultant, Aaron taught himself the basics of information security. Since then, Aaron has developed and led security teams and programs for the US Department of Defense, an international private corporation, and now the State of Minnesota. Aaron has established himself as a collaborative leader in the management of organizational risk.

Kenny Holmes became the leader of go-to-market strategy for Public Sector at Fortinet in March 2019. The Senior Vice President selected him due to extensive industry experience and expertise in technology and sales analytics. He is the first person to hold this role at Fortinet.
An advocate and speaker for the Public Sector, he has been in Information Technology for more than twenty years and held more than ten technology certifications. He is an expert in public-key cryptography and cybersecurity and has worked with the Federal Government, largest State Governments, and several of the Fortune 100 on some of the largest security projects in the world. Kenny currently resides in the Chicagoland area with his amazing wife Heather and ten-year old daughter. He spends most of his time with them including taking them along whenever possible on his business travels. In his spare time, he enjoys public speaking and training on religion, is a new pilot, avid forex trader, and an influencer for the rights of girls and women with Autism.

In this role he leads Ciena’s initiatives to apply next generation hardware, software and services networking technologies to help these sectors deliver better services to their constituents through digital transformation, optimized cloud strategies, virtualized infrastructure and improved data security.
Daniele has more than 20 years of experience helping customers leverage Information, Communications and Technology solutions provide greater value, improve their operations and generate higher returns on network investments. He has been involved in smart city projects since 2014, he has been a speaker at smart city events, and has published a number of articles and blog posts on network connectivity as a critical foundation of smart cities.

Ryan Mulhall is the Network Services Bureau Chief for the Iowa Communications Network. He manages the Cybersecurity, Sys Admin, Application Development, Outside Plant, and Inside Plant sections within the ICN. He also serves as the Program Manager for the automation and digital transformation initiatives within the ICN, including the agency's transition to ServiceNow. He also spent 9 years in the U.S. Army providing leadership in cybersecurity and information technology.

Chris is a frequent speaker on understanding the evolving citizen mindset and how to build and market relevant digital services. He is also a professional voiceover artist and occasional radio host for the National Public Radio member station in Park City, Utah. He received an MBA from the Thunderbird School of Global Management and a BA from the University of Michigan.
Chris lives in Park City with his wife and two children.

Dr. Annie A. Porbeni, Ph.D. is the Assistant Human Resources Director with MNIT Services. Dr. Porbeni holds a Bachelor of Science degree in Agricultural Economics and Extension from Rivers State University of Science and Technology Portharcourt, Nigeria. A Diploma in Community Based Development specializing in Participatory Learning and Action from St. Francis Xavier University/Coady International Institute Antigonish, Nova Scotia Canada, a Masters of Arts in International Development Studies from Dalhousie University Halifax, Nova Scotia Canada and a Doctorate (Ph.D.) in Organizational Leadership Policy Development from the University of Minnesota with a specialization in Human Resources Development. Dr. Porbeni has three beautiful children and has lived in three different countries namely, Nigeria, Canada and the United States. Dr. Porbeni loves to draw and paint in her spare time but loves to experiment with technical and electrical home repairs. She also teaches her kids soccer and table tennis.

He has an extensive background in State government, serving for 4 years as Deputy Chief of Staff to a Kansas Governor, and 4 years as the Kansas Labor Agency CIO, Operations Chief, and Unemployment Insurance Program Director. William spent the past 14 years as private sector technology project executive and business solution specialist focused on statewide program modernization implementing both rapid application development and big bang project methodologies. Now he focuses on helping government agencies modernize through cloud infrastructure-as-a-service and platform-as-a-service strategies.

Over the last nine years, he’s helped map Proofpoint to the growing security needs of today by participating in industry workgroups, connecting security teams together to leverage each other’s strengths against an ever-growing threat actor community, and evangelizing for changes in how to better secure an organization. Curtis helped build Proofpoint’s Public Sector vertical practice and also serves as one of two Security Solutions Architects for Proofpoint.

We read about hacks and breaches on a daily basis – attacks conducted by cybercriminals that result in millions of compromised credentials, loss of millions of dollars or denial of service attacks that can almost bring the internet to a halt. But how do these underground groups conduct these attacks, where do they communicate and coordinate and what products and services do they buy and sell? In this session, we will dive into the world of organized cybercrime and get into the mind of a cybercriminal. We will learn basic hacking techniques, see how easy it is to gain information on a target, and visit underground and dark web websites. This discussion will include the importance of "cyber drills" and how to train teams across the enterprise to identify and respond to the bad guys.
