Governor Gretchen Whitmer is a lifelong Michigander who is focused on getting things done that will make a difference in people’s lives. She’s an attorney, an educator, former prosecutor, State Representative, and Senator. But the most important title she boasts is MOM. Inspired by her family, she’s devoted her life to building a stronger Michigan for all and governed through unprecedented, colliding crises.  
As Governor Whitmer has led Michigan through this extraordinary time, she’s remained focused on doing the right things: acting decisively, following the science, and listening to the experts. Her leadership helped get the once in a century pandemic under control and laid the groundwork to rebuild Michigan’s economy back stronger than ever.
The Governor ran on fixing the damn roads, cleaning up drinking water, and expanding opportunity for all. In two years, the Whitmer’s administration has created 11,000 new auto jobs while working to diversify the economy, made the largest investment in K-12 schools in state history without raising taxes, established the Michigan Reconnect and Futures for Frontliners programs to create a more dynamic, educated workforce, and is fixing crumbling roads and water infrastructure while creating 7,500 jobs in the process.
She remains dedicated to investing in small businesses, the lifeblood of our communities, making sure they have the support they need to stay afloat and help rebuild our economy. The Governor is also taking bold steps to improve schools, build a more skilled workforce, and create better jobs for Michiganders. She’s made historic investments in education and is offering free community college and job training to adults over 25 and essential workers, making education accessible to those who can’t afford it.
Governor Whitmer achieved this progress alongside the most diverse cabinet in state history and three dynamic elected leaders: Lieutenant Governor Garlin Gilchrist, Attorney General Dana Nessel, and Secretary of State Jocelyn Benson.
The Whitmer administration will continue working to ensure that every Michigander has a great public education and a path to a good-paying job, every community has clean, safe drinking water, and everyone can drive to work or drop their kids at school safely, without blowing a tire or cracking a windshield. She will keep fighting for Michiganders every day and tackling the big challenges Michigan faces with bold solutions and decisive leadership.
Governor Whitmer and her husband Marc Mallory live in Lansing with Kevin and Doug, the First Dogs of Michigan. Her older daughter, Sherry, is a student at the University of Michigan, and her younger daughter, Sydney, will be joining her sister in the fall. Her three stepsons, Alex, Mason, and Winston all live in Michigan as well. Governor Whitmer earned a bachelor’s degree and law degree from Michigan State University. A lifelong Michigander, Gretchen Whitmer is honored to serve as Governor of Michigan.

Jim has guest-starred on many television programs: Friends, The Marvelous Mrs. Maisel, This is Us, SWAT, Whose Line Is It, Anyway?, NCIS, Parks & Recreation, and others. His character voices and impressions can be heard in innumerable video games and animated TV shows and films. His YouTube video Shakespeare in Celebrity Voices brought him global attention and led to many opportunities, including America’s Got Talent, where he did his celebrity impressions at Radio City Music Hall. Jim lives in Los Angeles with wife Tamra Meskimen, also an actress and one of the founders of The Acting Center, an acting school in LA which delivers online training. His daughter Taylor Meskimen is an award-winning narrator and actress. His mother is Emmy and Golden Globe award nominee Marion Ross, the iconic “Mrs. C” of Happy Days fame.

Chief Information Security Officer, Executive Director of Information Assurance, Clinical Assistant Professor, School of Information, University of Michigan

Sol Bermann is the Chief Information Security Officer at the University of Michigan, leading and partnering across the university on strategic and operational IT security, privacy, compliance and IT policy matters. He also has an appointment as a Research Faculty member of the University of Michigan School of Information.
Previously, he was Director of International Privacy at Walmart, and prior to that was Chief Privacy Officer for the State of Ohio. He is former Associate Director of the Center for Interdisciplinary Law and Policy Studies at the Ohio State University College of Law, and was adjunct in OSU's International Studies Program, focusing on privacy, law, and civil liberties.
Sol is a frequent presenter on privacy and information security issues, and co-authored “Information Privacy: Official Reference for the Certified Information Privacy Professional.” He actively participates in a number of industry working groups. Sol holds a B.A from Beloit College; M.A. from the University of Virginia, and a J.D. from Ohio State University Moritz College of Law.

Phil Bertolini is vice president of the Center for Digital Government, a national research and advisory institute on information technology policies and best practices in state and local government. Previously, he served as deputy county executive and CIO for Oakland County, Michigan. During his 31-year tenure, Phil built a world-class IT organization in the second-largest county in Michigan, just north of Detroit. As Oakland County CIO, he oversaw more than 150 employees serving over 1.2 million residents. In 2005, he was also promoted to deputy county executive, holding dual positions until his retirement. Phil’s efforts earned the county national attention, winning numerous awards for technology innovation and excellence. He was named Governing Magazine’s Public Official of the Year and Government Technology Magazine’s Top 25 Doers, Dreamers & Drivers. He was also honored by the President Obama White House as a Champion of Change.

Joe's key strengths are in assessing, implementing, and building information security programs within multiple industries, many of which required and maintained Sarbanes-Oxley and Payment Card Industry (PCI) compliance.
Joe holds a Bachelor of Computer Science from the University of Akron and maintains numerous certifications including Certified Information Systems Security Professional (CISSP), Certified Cloud Security Professional (CCSP) and Certified Information Privacy Manager (CIPM), as well as being a founder and active board member for the local Cleveland, OH International Information Systems Security Certification Consortium (ISC2) chapter program.
Joe and his wife Maria are empty nesters, as their two sons are out of the house and embarking on their own careers. Joe likes to read biographies of prominent historic figures, enjoys Thai food, and uses every opportunity to go on hiking trails in the many metro-parks in the Cleveland, OH area. He and his wife also enjoy seeing concerts of old and new artists at a local outdoor amphitheater.

Otto Doll

Senior Fellow, Center for Digital Government

As the Minneapolis CIO for seven-plus years, Otto Doll was responsible for all city IT services. He also served as South Dakota’s CIO for 15 years with responsibility for all state government computing, telecommunications, radio and public broadcasting. While with IT research firms, Otto has advised Fortune 1000, federal, state and local government CIOs on information technology assessment and alignment to business needs. He has served as a director with the United States General Services Administration, developing information technology strategic plans and oversight policy.
Otto received his computer science degree from Virginia Tech and is a senior executive fellow of the Kennedy School of Government, Harvard University. He is a past president of NASCIO – a national organization of state CIOs. He also is a past president of the Metropolitan Information Exchange (MIX) – a national organization of city and county CIOs. Otto was named to Government Technology's 2004 Top 25 Doers, Dreamers and Drivers.

As General Manager for the Michigan Department of Technology, Management and Budget (DTMB), Ms. Galeazzi is accountable for all Information Technology services provided to the Attorney General, the Executive Office of the Governor, the Department of Labor and Economic Opportunity, and the Department of Transportation. She oversees IT strategic planning and governance of IT investments, with a focus on innovation and customer service to achieve strategic business objectives.
She previously served as the chief of staff in DTMB, working as liaison between the state Chief Information Officer/DTMB Director and the senior executive team, leading efforts to manage consolidated IT services for all state agencies. She led the planning and implementation of various strategic initiatives; significant accomplishments include the implementation of the first State of Michigan Digital Strategy, the Mobile-First Strategy, the Bring Your Own Device (BYOD) Program, the Michigan Cyber Range, and Michigan Cyber Civilian Corps. With more than 23 years’ experience in IT, Ms. Galeazzi has held several IT management and IT program management positions, including president of a start-up web design company.
Under her leadership, Michigan received two national IT Recognition Awards from the National Association of State Chief Information Officers (NASCIO) in 2018 and 2019. She is the recipient of the Governor’s Coins for Excellence and Leadership, and State Leadership of the Year award (2018).
Ms. Galeazzi holds a bachelor's degree in Business Administration, Management of Information Systems.

Michelle Lange was named acting director of the Michigan Department of Technology, Management & Budget by Gov. Gretchen Whitmer in October 2021. In this role, Lange sets the strategic direction for the agency and ensures the timely delivery of services and IT support to nearly 50,000 state employees and 10 million Michigan residents. With an annual budget of $1.6 billion, DTMB employs 3,000 staff in IT, procurement, cybersecurity, facilities administration, and other business services.
Lange has extensive experience in government operations and a passion for creating opportunities for all employees to thrive. Prior to the appointment of acting director, she held the role of DTMB chief deputy director. Additionally, she served as the chief of staff to the DTMB director and as the department legislative liaison. Lange also worked for Gov. Whitmer under the chief operating officer, was deputy director of legislative affairs for Gov. Rick Snyder, and served as a judge on the Michigan Tax Tribunal. Outside of her work in the executive branch, she spent 12 years as a staff member in the Michigan Senate.
Lange has both a Bachelor of Arts degree in Political Science and a Juris Doctor from Michigan State University.

Deborah A. Snyder

Deborah A. Snyder

Senior Fellow, Center for Digital Government

Deborah is an accomplished C-level influencer, with a broad range of experience in government, policy, cybersecurity, privacy and information technology. She is an experienced and highly respected thought leader who has held executive roles for over two decades. She recently retired from her position as New York state’s chief information security officer (CISO) after over 35 years of public service.
In that role, as part of New York state’s information technology transformation and consolidation initiative, she helped redesign how the state protects its data. As state CISO, she directed the state’s comprehensive cybersecurity governance, risk management and compliance program, providing strategic leadership and vision and assuring business-aligned, risk-based investments that maximized business opportunity and minimized cybersecurity risk. She also directed the NYS Cyber Command Center, hotline, procedures for reporting and response to cyberthreats and digital forensics.
She holds multiple industry certifications, including Certified Information Systems Security Professional (CISSP); Certified in Risk and Information Systems Control (CRISC); SANS Strategic Planning, Policy and Leadership (GSTRT) Global Information Assurance Certification; and Project Management Institute certified Project Management Professional (PMP).

Doug Start is an experienced IT leader with a passion for technology and empowering people to reach their full potential. Beginning his career as an educator teaching technology topics like hardware repair, computer programming and web design, Doug has sought opportunities to increase his exposure to all facets of the IT landscape and eventually moving into the role as the Director of Instructional Technology for Grand Haven Area Public Schools. There he spearheaded a sustainable 1:1 initiative that sought to increase student and teacher engagement and level the playing field for all learners.
Now as the Director of Technology for the City of Grand Rapids, Doug has turned this user driven focus to driving a sustainable, reliable and best practice aligned IT program to support and empower 30 diverse lines of business. Over the past two years Doug has spent time modernizing the City’s IT security infrastructure, expanding frameworks to support resiliency, and positioning the IT department as an organizational strategic partner by rebranding the department as the department of “Yes If...”.

She worked for Ford Motor Company for 30 years in global application development and information technology strategic planning. From Ford, she moved to EDS in support of General Motors. A long-time interest in public service led her to the government sector, first as CIO of the State of Michigan, then as CIO of the State of California and, subsequently, the CIO of the U.S. Department of Defense, the first woman appointed to this role. She then served as the CIO for Meridian Health Plan.
Teri is a member of several industry advisory boards.
