Overview

Government Technology’s passion is helping spread best practices and spurring innovation in the public sector. The Michigan Digital Government Summit is designed to do just that. The summit has an advisory board that gathers public sector and private sector leaders to create an agenda designed to make that passion relevant and actionable to the state and local government organizations attending the summit. Oakland County Executive L. Brooks Patterson appointed Phil Bertolini as Deputy County Executive/CIO for Oakland County in January 2005. Bertolini is a vocal advocate for cloud and enterprise solutions in government, cross-boundary resource sharing, and inter-jurisdictional cooperation. He has overseen the development of unique government technology programs such as the G2G Cloud Solutions Initiative, the G2G Marketplace, the Cyber Security Assessment for Everyone (CySAFE) initiative, the GeoVision Assessment, and the TechDebtCheck Assessment. Bertolini promotes his philosophy of “Build it once, pay for it once, and everybody benefits” to government agencies across the nation and globally. Bertolini received his Bachelor of Arts degree in Telecommunications from Michigan State University. He resides in Oakland County with his wife and two children.

Chris Christensen

Director of Infrastructure Protection, DTMB Cybersecurity and Infrastructure Protection, State of Michigan

Chris Christensen serves as a director within Cyber Security and Infrastructure Protection Division at the State of Michigan. He is instrumental in helping Michigan to become the first state to consolidate security functions, both cyber and physical, into one organizational unit of government. In this capacity, he is responsible for operational security and emergency management for state government facilities.
Christensen chairs the Capital Regional Security Group, he also serves on the Homeland Security Advisory Council and the Homeland Security Preparedness Committee. In addition, he oversees the Cyber Disruption Response Plan for the State of Michigan. He specializes in ongoing IT-based physical security, development of cybersecurity risk assessments and optimizing the security posture, policies, procedures and processes for the state. He has a Bachelor Degree in Phycology from the University of Utah and a Juris Doctorate from Thomas M. Colley Law School.

Rod Davenport is an I.T. professional with 25 years of experience across a variety of industries including publishing, automotive, health care, and energy with skills developed across a broad array of computer technology disciplines. He is currently serving as the Chief Technology Officer for the State of Michigan, responsible for IT Strategy, Vendor Management and Innovation, Infrastructure & Operations and Enterprise Architecture & Solution Design. Prior to joining the State, he was most recently employed with DTE Energy where he focused on innovation and emerging technologies as well as taking a lead role in Department of Energy research grants conducting an analysis of Smart Grid communication protocols.

Patrick Gossman

Deputy Chief Information Officer, Research and Special Projects Executive Director, Community Telecommunications Network, Wayne State University

Patrick is currently Deputy CIO for Wayne State University, headquartered in Detroit, MI. In this role, he serves as a liaison and catalyst between central IT, university researchers and the business community with an emphasis on high performance computing, advanced networks and big data.
He also serves as Executive Director of the Community Telecommunications Network (CTN) which manages the EBS licenses and associated services for its six member institutions -- WSU, Detroit Public Schools, Detroit Public Television and the intermediate school districts of Wayne, Oakland and Macomb counties. CTN is a not-for-profit 501 c. (3) organization. It provides grants for basic access to the Internet and for innovative use of technology to improve education, health, and public safety. CTN was a key donor and member of a Detroit consortium which aggregated $5 million in grants and in-kind contributions to train more than 6,500 low-income residents and help them get free or low-cost computers and Internet access. CTN continues to seek ways and partnerships to bridge the digital divide.
Patrick has more than 45 years of experience in computing and networking going back to the days of minicomputers and mainframe computers. He started working at WSU in 1975 as a consultant assisting faculty and staff with statistical analyses on the university’s computer. In subsequent years he helped market the university’s timesharing services (which would now be considered cloud services.) He served in multiple management roles including director of university television where he took on responsibility for the university’s FCC license for instructional television (ITFS). His work in ITFS (now EBS) spectrum began in 1989 and led to his role as chair of the National ITFS Association from 1999 to 2007, a time of tremendous development and change in technology and FCC regulations. He continues to serve on the board of directors for what is now the National EBS Association.
He holds a doctorate in Psychology with minors in Computer Science, Statistics and Measurement.

Jon Grewe currently serves as the Senior Systems Engineer supporting Government and Education in Michigan for VMware. His 22 years of experience in IT has spanned multiple disciplines, including application development, release management, and data center operations. Prior to joining VMware, Jon served in a senior global operations management role with responsibility for building and managing both teams and facilities in multiple countries. He also was responsible for defining and implementing processes, operational standards, and conducting site consolidation globally. In building a global cloud system Jon also managed budgets, including rate models and forecasting. His work to define and implement managed services that met the needs of customers in multiple industries has given him a broad knowledgebase to draw from to help VMware’s Public Sector customers here in Michigan.

Dr. Srinivas Mukkamala is co-founder and CEO of RiskSense. Mukkamala was one of the lead researchers for Computational Analysis of Cyber Terrorism against the U.S. (CACTUS). He has a patent on Intelligent Agents for Distributed Intrusion Detection System and Method of Practicing. Suzanne Pauley serves as the director of eMichigan, the state office responsible for the vision, development and design of Michigan’s digital imprint. eMichigan brings citizen-centric government to the state’s residents and businesses, providing mobile and web technology resources and ensuring a secure portal to connect residents with a host of online services. She leads development for the MiPage application, Michigan’s mobile portal to government resources. She also oversees the team that earned Michigan placement among the nation’s top 10 state websites in 2015 and 2016 and a top 5 placement in 2017. In 2017, StateScoop editors chose Suzanne as one of the "Top 50 Women in Technology”. Pauley has worked for the State of Michigan since 2000. Over the course of her career, she has been an application developer and project and program manager.

After Graduating from Michigan State University with a BA in Political Science, Dexter worked as a Community Planner for the City of Lansing’s Planning and Development Department working with residents to acquire, demolish and reuse property in the city’s floodplain. In 2012 Dexter began pursuing a Masters of Urban Planning at Wayne State with a focus of Metropolitan Growth Management. In late 2013 Dexter began leading the data team at LOVELAND Technologies, where he worked on projects like Motor City Mapping and helped develop a national parcel database that covers over 140 million parcels. In November of 2016 Dexter joined the Department of Innovation and Technology’s GIS team. Dexter sits on the Board of Directors in his neighborhood North Rosedale Park Where he lives with his girlfriend Chelsea and dog Agnes.

Dongxiao Zhu is currently an Associate Professor at Department of Computer Science, Wayne State University. He received his Ph.D. from University of Michigan. His current primary research interests are machine learning and data science with applications to learning from big data in health informatics, bioinformatics, natural language processing and multimedia. Dr. Zhu has published over 60 peer-reviewed publications and numerous book chapters and he served on several editorial boards of scientific journals. Dr. Zhu’s research has been supported by NIH, NSF and private agencies and he has served on multiple NIH and NSF grant review panels. Dr. Zhu has advised numerous students and undergraduate, graduate and postdoctoral levels and his teaching interest lies in programming language, data structures and algorithms, machine learning and data science.
