Governor Charlie Baker was sworn in for a second term as the 72nd Governor of the Commonwealth of Massachusetts on January 3, 2019, after a first term focused on moving Massachusetts forward through bipartisan, results-driven leadership.
Since taking office, Governor Baker and Lt. Governor Karyn Polito have assembled a diverse team and put forth a ‘get stuff done’ approach to build a state government that is as thrifty, hard-working and creative as the people of Massachusetts.
Governor Baker has used public private partnerships to spur downtown and regional economic development, allowed small businesses to become more competitive in a dynamic economy through regulatory reform, and delivered critical tax relief to more than 400,000 hardworking individuals and their families through a doubling of the Earned Income Tax Credit. These efforts have helped the Massachusetts economy create more than 200,000 jobs since 2015 and led to more people working now than at any time in state history.
Also under Governor Baker's leadership, Massachusetts’ structural budget deficit has been eliminated without raising taxes, and significant deposits have been made into the Commonwealth’s Stabilization Fund.\
Ensuring Massachusetts continues to be a national leader in education, Governor Baker has signed four budgets featuring historic investments in K-12 education, increasing local Chapter 70 education aid by over $500 million, added 4,000 seats and supported $50 million in equipment upgrades to the state's vocational and technical schools, and expanded early college opportunities for high school students. Governor Baker also recognizes the difficulties the high costs of college create for students and families, and has taken steps to make it more affordable to attend the state’s public colleges and universities including the Commonwealth Commitment program and expanded community college scholarship funding.
Working with partners in the Legislature and in local communities, Governor Baker has put Massachusetts at the forefront of finding solutions to the opioid and heroin epidemic. Two major bills signed into law by Governor Baker have helped serve as models for other states fighting the epidemic and other important updates to drug laws have been made to help police officers crack down on fentanyl traffickers. While there is still much work left to do, Governor Baker has doubled spending on prevention, education, treatment, and recovery, and since 2017, the Commonwealth has seen overdose deaths drop and families given hope.
Confronted with the challenges of rising energy costs and a changing climate, Governor Baker has taken critical and nation-leading steps to diversify the Commonwealth’s energy portfolio, safeguard residents, municipalities and businesses from the impacts of climate change, and secure progress toward greenhouse gas reduction targets. State procurements of offshore wind and hydroelectric power will lead to half of Massachusetts' electricity being generated by clean resources, while the first ever State Hazard Mitigation and Climate Adaptation Plan stands as a blueprint to prepare for natural hazards and adapt to the impacts of climate change over the next five years.
Governor Baker signed the largest housing bond bill in state history, enhanced the Housing Development Incentive Program to boost housing production in Gateway Cities and put forth proposals to improve zoning and generate more housing production by equipping municipalities with a technical assistance toolbox.
Governor Baker has spearheaded long overdue reforms at the MBTA that have led to significant improvements to operations and finances, and put the T on track to spend more than $8 billion on infrastructure over the next five years to improve riders’ experience. Recommendations from a commission created by Governor Baker to study the future of transportation in Massachusetts will help inform future investments to achieve the goals of moving more people while reducing emissions in the Commonwealth’s transportation system.
From day one, Governor Baker has implemented essential reforms and continues to tackle difficult and persistent challenges in agencies across state government to streamline government, protect the vulnerable, and respect taxpayers’ time and money. Working with frontline social workers, Governor Baker has made tremendous progress at the Department of Children and Families to better serve some of the Commonwealth's most at risk children and families by focusing on lower caseloads and increased oversight. In the last four years, Governor Baker has reduced the number of homeless families being housed in hotels and motels by ninety-five percent. As a result of improvements to customer service operations at the Registry of Motor Vehicles, more than 90% of customers are being served in under 30 minutes.
Over the course of his career, Governor Baker has been a highly successful leader of complex business and government organizations. As a cabinet secretary under Governors William Weld and Paul Cellucci, Governor Baker helped lead efforts to reform and modernize state government, turn a billion-dollar deficit into a surplus, create a half million jobs, and enact an ambitious education reform agenda.
During his time as Chief Executive Officer of Harvard Pilgrim Health Care, Governor Baker turned a company on the brink of bankruptcy into the nation's highest ranked health care provider for member satisfaction and clinical effectiveness for six straight years.
Raised in Needham, Governor Baker attended Massachusetts public schools and is a graduate of Harvard College. He went on to earn a Master's of Business Administration from the Kellogg Graduate School of Management at Northwestern University, where he met his wife Lauren. The Bakers reside in Swampscott, have been heavily involved in numerous civic and charitable endeavors, and are the proud parents of their three children, Charlie, AJ, and Caroline.
Lauren Baker has dedicated her tenure as First Lady to her passion for children by expanding the impact of the Wonderfund, a nonprofit supporting positive experiences for the Commonwealth's most vulnerable kids under the care of the state's Department of Children and Families.

Lieutenant Governor Karyn Polito

Lieutenant Governor Karyn Polito

Lieutenant Governor Karyn Polito was sworn in for a second term as the 72nd Lieutenant Governor of the Commonwealth of Massachusetts on January 3, 2019, after a first term focused on moving Massachusetts forward through bipartisan, results-driven leadership.
Since taking office with Governor Charlie Baker, Lt. Governor Karyn Polito has visited and partnered with leadership in all 351 of the Commonwealth's cities and towns, signing Community Compact agreements with every municipality on more than 800 smarter ways to deliver services. Additionally, under her leadership, the Seaport Economic Council has directed more focus and support to helping coastal communities address their unique challenges and economic opportunities.
Lt. Governor Polito has worked closely with local officials to encourage housing production through the Housing Choice Initiative, improve roadways, sidewalks, bicycle lanes, pathways, and intersections through the Complete Streets program, and invest in on-the-ground, proactive projects to address climate change impacts through the Municipal Vulnerability Preparedness program.
As co-chair of the STEM Advisory Council, Lt. Governor Polito has encouraged further opportunities in STEM education to inspire more students to get involved in these important fields and better connect them to good careers.
As chair of the Governor's Council to Address Sexual Assault and Domestic Violence, Lt. Governor Polito and a diverse team of professionals have brought innovative approaches to combating domestic violence.
Lt. Governor Polito is a lifelong resident of Shrewsbury where she owns and operates a commercial real estate development firm and lives with her husband, Stephan M. Rodolakis, and their two children.

Secretary, Executive Office of Technology Services and Security, Commonwealth of Massachusetts

Curt Wood serves as the Cabinet Secretary and Commonwealth’s Chief Information Officer, overseeing the Executive Office of Technology Services and Security (EOTSS), whose mission is to provide secure and quality digital information, services, and tools  to constituents and service providers when and where they need them. Governor Baker created EOTSS, formerly MassIT, in 2017 to standardize, centralize, and secure infrastructure and core services.
Before joining EOTSS, Secretary Wood served in the Massachusetts Executive Office of Public Safety and Security (EOPSS) as the Undersecretary for Forensic Science and Technology and as Chief Information Officer. At EOPSS, Mr. Wood was responsible for providing strategic leadership and oversight to various EOPSS departments, including the Office of the Chief Medical Examiner, the State Crime Laboratory, the Office of Technology and Information Services, the Department of Criminal Justice Information Services, and the State 911 Department.
Secretary Wood has an established track record of public sector innovation, especially in using technology to improve service delivery. During his tenure at EOPSS, he directed the successful transition from the Commonwealth’s legacy E-9-1-1 system to the more advanced and robust Next Generation 9-1-1 platform, which enhanced public safety’s response to emergency calls for service. He also oversaw the multi-million dollar modernization of the state’s mission critical criminal justice information systems and services.
Prior to his public safety role, Secretary Wood worked in the private sector as a senior business and technology consultant, where he led large public safety and justice information technology engagements across the United States. He has held several national Justice Information Sharing leadership roles, including sitting on the Board of Directors of the National Law Enforcement Telecommunications System (NLETS).
Secretary Wood received his master’s in Criminal Justice Administration from Anna Maria College and a bachelor’s in Communications from Salem State College.

Previously, he served as deputy county executive and CIO for Oakland County, Michigan. During his 31-year tenure, Phil built a world-class IT organization in the second-largest county in Michigan, just north of Detroit. As Oakland County CIO, he oversaw more than 150 employees serving over 1.2 million residents. In 2005, he was also promoted to deputy county executive, holding dual positions until his retirement. Phil’s efforts earned the county national attention, winning numerous awards for technology innovation and excellence. He was named Governing Magazine’s Public Official of the Year and Government Technology Magazine’s Top 25 Doers, Dreamers & Drivers. He was also honored by the President Obama White House as a Champion of Change.

As the Minneapolis CIO for seven-plus years, Otto Doll was responsible for all city IT services. He also served as South Dakota’s CIO for 15 years with responsibility for all state government computing, telecommunications, radio and public broadcasting. While with IT research firms, Otto has advised Fortune 1000, federal, state and local government CIOs on information technology assessment and alignment to business needs. He has served as a director with the United States General Services Administration, developing information technology strategic plans and oversight policy.
Otto received his computer science degree from Virginia Tech and is a senior executive fellow of the Kennedy School of Government, Harvard University. He is a past president of NASCIO – a national organization of state CIOs. He also is a past president of the Metropolitan Information Exchange (MIX) – a national organization of city and county CIOs. Otto was named to Government Technology's 2004 Top 25 Doers, Dreamers and Drivers.

Cooper Award by the Mayor’s Office of Boston in 2007; Judge for FIRST Robotics for six years; Advisory board for 2 vocational graphic communications programs in the Commonwealth; 3-time Mentor for the U.S. State Department Global Women’s Mentoring Partnership; Ambassador for Live Green Connecticut for 5 years. In 2019 Yvonne was appointed to the board of the Massachusetts Genealogical Counsel (MGC) a not for profit, all volunteer organization. In 2021 she was inducted into the Evans Society for Horizons at SHU. She proudly serves New England & New York for Xerox.

Jason is a graduate of the University of Wisconsin and has over 25 years’ experience in IT. He has worked in every space of IT operations from infrastructure hardware and executive customer support. The last 15 years of his career has been within the IT Enterprise Mobility space. He has led the mobility program for Kimberly-Clark Corporation, a global manufacturer of paper products such as Kleenex and Huggies. Jason came to work for the commonwealth in January of 2021 from American Airlines where he led initiatives which transformed their mobility space while providing support for over 100,000 mobile devices critical to flight operations.
As the Director of Enterprise Mobility for EOHHS, Jason and his team is closely engaged with all the EOHHS departments to offer world class “mobile first” experiences and solutions.
Jason has recently relocated to the New England area with his wife and three German Shepherds. Working for an airline, and being able to travel has made him appreciate new places and cultures and is eager to explore all that Massachusetts and all of New England has to offer.

Deborah A. Snyder

Senior Fellow, Center for Digital Government

Deborah is an accomplished C-level influencer, with a broad range of experience in government, policy, cybersecurity, privacy and information technology. She is an experienced and highly respected thought leader who has held executive roles for over two decades. She recently retired from her position as New York state’s chief information security officer (CISO) after over 35 years of public service.
In that role, as part of New York state’s information technology transformation and consolidation initiative, she helped redesign how the state protects its data. As state CISO, she directed the state’s comprehensive cybersecurity governance, risk management and compliance program, providing strategic leadership and vision and assuring business-aligned, risk-based investments that maximized business opportunity and minimized cybersecurity risk. She also directed the NYS Cyber Command Center, hotline, procedures for reporting and response to cyberthreats and digital forensics.
She holds multiple industry certifications, including Certified Information Systems Security Professional (CISSP); Certified in Risk and Information Systems Control (CRISC); SANS Strategic Planning, Policy and Leadership (GSTRT) Global Information Assurance Certification; and Project Management Institute certified Project Management Professional (PMP).

Teri Takai is vice president of the Center for Digital Government, a national research and advisory institute on information technology policies and best practices in state and local government. She worked for Ford Motor Company for 30 years in global application development and information technology strategic planning. From Ford, she moved to EDS in support of General Motors. A long-time interest in public service led her to the government sector, first as CIO of the State of Michigan, then as CIO of the State of California and, subsequently, the CIO of the U.S. Department of Defense, the first woman appointed to this role. She then served as the CIO for Meridian Health Plan.
Teri is a member of several industry advisory boards. She has won numerous awards including Governing magazine’s Public Official of the Year, CIO Magazine’s CIO Hall of Fame, Government Technology magazine’s Top 25 Doers, Dreamers & Drivers, the Women in Defense Excellence in Leadership Award and the Department of Defense Medal for Distinguished Public Service.
