I’m excited to support the first IT Leadership Forum in Massachusetts. I’ve attended and participated in many Digital Government Summits in the past, and see great value in creating a space like this for current and future leaders. Katrina Jagroop-Gomes has served as the MGC’s Chief Information Officer since 2018, managing information technology services and gaming technical compliance. Her team aims to leverage the power of technology by providing a secure and reliable computing environment, creative solutions, responsive services, and access to a current and robust infrastructure, and is also responsible for planning, organizing, managing, and implementing the regulations, policies, procedures, and testing needed to ensure the integrity of electronic gaming devices and associated software and equipment.
She has more than 20 years of experience in both the public and private sectors, previously holding IT positions in organizations like WGBH, Suffolk University and the Executive Office of Energy and Environmental Affairs. She has expertise in operations, finance, compliance, and technology, and has worked with business heads to help create strategies to leverage technology in their organizations.
She holds both an MBA in Information Technology from Southern New Hampshire University and a Bachelor’s degree in Management from Suffolk University. She was inducted into the National Society of Leadership and Success, and was one of the recipients of the Massachusetts Excellence in Technology, Leader in Digital Government Award in 2017.
She is an active volunteer in her community with a special focus on teenage girls and women at risk and was named to the Essex County Commission on the Status of Women in December of 2020.

Craig Levis has been a leader in the public, municipal, and non-profit sectors for close to four decades. He has held numerous high-ranking positions, including Superintendent, Director of Special Education, and Non-Profit Board Member. Recently, he has served as superintendent of a public school system in Rhode Island with an $80 million budget and over 800 employees. He co-founded the nationally regarded think tank Educational Resources Consortium. He has facilitated numerous seminars and workshops devoted to developing and sustaining high performing teams. He has extensive experience working with and providing candid advice to educators, collective bargaining units, elected officials, and non-profit leaders. Currently, Craig is completing his doctorate in Educational Leadership and applying his skills as a strategic advisor on behalf of the Public Sector Division of Envision Technology Advisors.

Greg Martin is the Chief Information Officer for the Commonwealth of Massachusetts Executive Office of Energy and Environmental Affairs. Greg’s large IT team is responsible for all technology investments and operations for EOEEA and its agencies, including the Departments of Conservation & Recreation, Energy Resources, Agricultural Resources, Fish and Game, Public Utilities, and Environmental Protection, plus the Massachusetts Environmental Police and offices managing environmental policy, water resources & infrastructure, toxics use, coastal zones, and more. Greg’s 16-year career with the Commonwealth also includes extensive work at the Executive Office of Health and Human Services where he managed EOHHS’s voice and data networks, enterprise mobility, collaboration technologies, server projects, e-discovery, and a variety of other operations and infrastructure technologies. As a former Captain in the United States Air Force, Greg learned to lead, collaborate, and manage multifunctional teams and projects in locations all around the world.

Christine McCarthy is the Director of Customer Engagement at the Executive Office for Services and Securities (EOTSS). She has 16 years of experience in state and local government. She is a self-motivated, innovative leader with a successful track record in managing large scale organizations and projects.
Christine works with senior management to develop long-term strategic and operational strategies to meet organizational objectives related to the delivery of products and services offered by EOTSS. Working with all support agency, Christine and the Centralized Intake Group (CIG) focus on understanding the needs of the customer, providing consistency and transparency regarding EOTSS’s service catalog and pricing, and delivering IT services that meet customers’ needs. This includes ongoing review and improvements to the Service Catalog based on Enterprise customer needs and current technology. Christine previously held the role of Director of Operations at the Executive Office of Administration and Finance (A&F).
Christine is a graduate of Northeastern University. She completed the Suffolk University Moakley Center for Public Administration and Massachusetts Municipal Associations Certificate Program where she received a Certificate in Local Government Leadership and Management and a 2021 recipient of the Manuel Carballo Governor’s Award for Excellence in Public Service for her work on the Future of Work Initiative.

Sandi is focused on working with state government to develop an enterprise approach to digital government while enhancing the citizen experience. Prior to working on strategy, Sandi led the Tyler Outdoors division for federal and state outdoor recreation projects, started up the Tyler Wisconsin subsidiary, and also served as the General Manager for Tyler’s Montana subsidiary. Sandi has worked with federal, state and local governments for over 15 years and launched some of the first of their kind services in the nation.

Most of Peter’s career has been in the Office of the Comptroller in Boston, where he has responsibility for high level IT strategy; identifying areas of cyber risk; as well as implementing risk strategy applications to mitigate those risks. Peter was a member of the original CTR Team responsible for implementing the CTHRU application into the Commonwealth’s website allowing the public to view for the first time how its dollars are spent and resources are allocated.

Bill is a State and Local Government Strategist for Dell Technologies, assisting peers and colleagues with leading SLG agencies in IT and business transformations. We apply Dell Technologies solutions and knowledge of State and Local Governments to help move the dial on innovation. Prior to coming to Dell Technologies, Bill served as Executive Director of Infrastructure and Operations for the NYC Department of Sanitation. He was responsible for the I&O side of the house, including as a liaison between the IT department and executive management, as well as internal relationships across the organization. Prior to Sanitation, Bill served 14 years at the NYC Department of Correction, as Director of IT Field Operations, and in various financial firms at the beginning of his career.

Massachusetts Commission Against Discrimination, Commonwealth of Technology

On September 27, 2017, Monserrate “Monsi” Rodríguez Colón, was appointed to serve as a Commissioner of the Massachusetts Commission Against Discrimination (MCAD), based in part on her over 20 years in leadership roles in state government with a focus on civil rights, inclusion and equal access.
In July 2000, Monsi was serving as a Probation Officer within the Worcester County Juvenile Probation System. From there she spent seven years as the Executive Director of the Commonwealth Affirmative Market Program (now State Supplier Diversity Program) in the Operational Services Division (OSD) of the Executive Office for Administration and Finance. Then, prior to joining the Commission, Monsi served for nine years as the Director of the Massachusetts Department of Corrections’ Office of Diversity and Equal Opportunity, where she promoted equal opportunity and discriminatory-free work environment for department employees, while developing and implementing a strategic and operational diversity and inclusion model.
Commissioner Rodríguez Colón obtained her Bachelor of Science in Education with a concentration in Human Services from the University of Massachusetts Amherst and a Master of Science in Non-Profit Management from Worcester State University. She is a licensed Social Worker, a certified Mediator, an HRCI Licensed Human Resources Professional, and completed the Harvard Kennedy School of Government Certificate program “Strategies for Leading and Building Diverse Organizations,” part of the Public Leadership and Public Policy Executive Certificate series.

Alex Rose is the Director of Governmental Partnerships for Securworks. In that role, she is the lead for advancing public and private relationships which has led to Secureworks becoming a CISA Joint Cyber Defense Collaborative (JCDC) strategic partner. In addition to her role at Secureworks, Rose serves as the primary contact with Dell Federal and regularly provides them with global cyber threat insights.
Rose’s career has centered around providing leadership, technical insight, and guidance on the global threat landscape to bridge expertise between private sector and government organizations. She previously established and led a U.S. government inter-agency team of 50+ data scientists, technologists, and domain experts delivering advanced capabilities for countering foreign influence and adversarial propaganda. She has also served in a variety of roles within the National Security Agency – Chief Operations Officer, Technical Leader, Analyst, & Linguist throughout her time in the U.S. Air Force and as a Federal Civilian. Rose is recognized as a subject matter expert in the field and is consistently engaged by law enforcement and intelligence community.

Sam (she/her/hers) currently serves as the Director of IT Administration in the City of Worcester’s Department of Innovation & Technology. In this role she oversees the day-to-day administration, finance, policy strategy and processes for the department. She is passionate about enabling people to be more productive and collaborative through technology. Before joining the City, Sam worked in multiple industries in the private sector with a focus on engagement and adoption, and strategic planning. Sam earned a Masters in Corporate and Organizational Communications, and a B.A. in Business Administration with concentrations in Management Information Systems and Marketing from Northeastern University.

Jason Snyder is the Secretary of the Executive Office of Technology Services and Security. He was previously the Chief Technology Officer at Harvard University. He has more than 30 years of information technology experience in government, higher education and the private sector. He has worked at Harvard for almost ten years, as a Program Director for Identity & Access Management, as Managing Director of Architecture and Engineering, and as Chief Technology Officer since 2015. He served as Chief Technology Officer of the Commonwealth of Massachusetts for the duration of Governor Patrick’s tenure, and prior to that spent 13 years in the private sector at CSC Consulting Group. He's a graduate of Rensselaer Polytechnic Institute and lives in Reading.

Director of Communications & Civic Innovation, Town of Amherst

Brianna Sunryd serves as the Director of Communications and Civic Innovation and a Community Participation Officer for the Town of Amherst, Massachusetts. She completed her undergraduate studies at the University of Massachusetts Amherst and recently completed a Master's in Public Policy at their School of Public Policy focusing on digital governance. Brianna has worked in municipal government communications and technology for nearly 15 years and previously worked for the City of Worcester, the second largest city in New England.
She is the vice chair of the ICMA Digital Strategies Committee and the founding president and current advisor of the ICMA Student Chapter at UMass Amherst. She chairs the Program Committee and is a member of the Civic Education and the Women Leading Government Committees for the Massachusetts Municipal Association. Brianna graduated from the Leadership Institute for Political and Public Impact and received a certificate in Leading Smart Communities from the Davenport Institute for Public Engagement and Civic Leadership.
In 2020 she received an Excellence in Technology award from the Commonwealth of Massachusetts for business process improvements in the Town of Amherst. Recently featured in the Mass Town Careers campaign, she is also a frequent presenter on topics of civic technology and community engagement to academic groups and professional organizations. For the last two years, she has collaborated with a team of public interest technology researchers in academia to build, test, and implement technology to increase and diversify public participation in local government. In 2022 she was named a top 25 local government influencer by Engaging Local Government Leaders and one of five 'Women to Know in Local Government' by the ICMA and featured in their Public Management Magazine.
Brianna is a lecturer at Suffolk University's Sawyer Business School and teaches a certificate program at their National Center for Public Performance.

Matt has spent more than a decade working in the public and private sectors to promote privacy-enhancing, secure, interoperable, and user-friendly ways to give individuals and organizations confidence in their online interactions, which garnered him recognition by One World Identity as one of the “Top 100 Leaders in Identity” in 2017 and 2018.
Graduating as the Top Cadet from the Virginia Military Institute, Honor Graduate from Army Ranger School and with an MBA from Harvard Business School, Matt is a proven business leader, successful entrepreneur, Ironman triathlete, and decorated combat veteran. He served as an Army Special Operations Officer, completing four deployments to Iraq and Afghanistan with multiple awards for his service in combat. Matt’s civilian experience includes positions at McKinsey & Company, Goldman Sachs, Capital One and IDEMIA.

Patricia has worked for the Commonwealth primarily as the Project Manager for new Information Technology Implementations for three Secretariats: the Executive Office of Administration and Finance, the Executive Office of Transportation, and the Executive Office of Human Services, and Five Agencies: Department of Children and Families, Human Resources Division, Registry of Motor Vehicles, Mass Health, and the Department of Revenue. Many of these projects benefited from the experience and lessons learned from other state implementations of similar initiatives.
Prior to working exclusively as a Project Manager, Patricia worked at EOTSS, HRD, and DCF in Agency positions which provided important background on Information Technology Competitive Procurements and Contracts, HR hiring, Change Management and Collective Bargaining, the Commonwealth’s annual budget process, the IT Capital Planning Process, and working with the House and Senate Budget Offices and Information Technology Committees.
Patricia lives in Cambridge. She enjoys gardening, cooking, and knitting.
