The Massachusetts IT Leadership Forum is where tomorrow’s government leaders grow today.

This invitation-only gathering brings together state and local IT executives, emerging leaders, and visionary thinkers for candid conversations on the future of public-sector technology. Focused on leadership development, innovation, and strategy, the Forum goes beyond the tech to address the people, policies, and practices shaping digital government. Through peer exchange and practical sessions, participants gain the insights, relationships, and skills needed to lead their organizations and communities into the future.

Ashlee Bellizia is a dynamic technology leader currently serving as the Assistant Chief Information Officer at the Department of Transitional Assistance. With a proven track record in IT modernization and enterprise operations, she previously served as the GeniSys IT Director at ANF-IT, where she led transformative initiatives that strengthened system performance and service delivery. Ashlee has led two successful AWS cloud migrations and supported more than eight Tax Filing Seasons – experiences that reflect her steady leadership under pressure and her commitment to delivering results that matter. Known for her outgoing personality and authentic leadership style, Ashlee believes wholeheartedly that “you are only as good as the team you lead”.

Tanya Bruno is the IT Chief Strategy and Operations Officer for the Commonwealth of Massachusetts Executive Office of Health and Human Services (EHS), celebrating 20 years of dedicated service to the Commonwealth, beginning her journey in the public sector in the Finance Department at the Department of Revenue (DOR), where she established a solid foundation in government financial management, fiscal accountability and oversight, stewarding over $26B in state tax revenues.
In a pivotal career transition, she shifted to IT during the implementation of DOR's tax system, serving as the finance lead, where she successfully bridged the gap between business and technology. Her experience continued to grow through various IT roles at Administration & Finance IT, ultimately becoming IT Director, leading the technology teams for both DOR’s Tax and Child Support applications portfolios.
Two years ago, Tanya joined the Executive Office of Health and Human Services as the IT Chief Strategy and Operations Officer, leveraging her diverse background to lead the Secretariat’s IT portfolio and capital program, mindfully focused on cost optimization and strategic budgeting. Her commitment to ensuring that technology effectively and efficiently supports EHS and its agencies is driven by a strong alignment with the organization’s business strategies and missions.
Tanya holds a Master of Public Administration (MPA) from Suffolk University and is deeply motivated by a passion for public service. She is dedicated to enhancing the delivery of services to constituents and fostering innovation within the Commonwealth's IT landscape in collaboration with the businesses and programs it supports.

With almost 30 years in the technology sector, more than 20 years with the Commonwealth of Massachusetts (CoMA), 11 of which were with UMass Medical School, Bill brings a broad knowledge and depth of experience in large scale IT management, enterprise architecture, cloud computing, and organizational change management.
Serving as the Commonwealth’s Chief Technology Officer for the past 4 plus years, Bill and his team have led the Commonwealth through transformational change, including the migration of hundreds of government business applications to a cloud hosting environment, establishing a single citizen identity platform, and in leveraging technology to modernize how state agencies deliver services to the residents, businesses, and visitors of the Commonwealth. Bill has served in several capacities at the Executive Office of Technology Services and Security and its predecessor agencies, playing a leading role in emerging technologies, generative AI, and enterprise architecture initiatives.
Bill resides in Massachusetts with his wife, two kids, and his dog Daisy. When he’s not leading the charge of the CoMA’s technical transformation, you can find Bill racing mountain bikes and enjoying time with his family.

Ramon Garcia currently serves as the Chief Information Officer for the City of Chelsea, Massachusetts, where he leads the City’s technology strategy, cybersecurity initiatives, and enterprise infrastructure that supports municipal operations and public safety services. With more than 30 years of experience in information technology, Garcia has built a career spanning state government, municipal government, and the private sector, bringing a comprehensive perspective on technology leadership, digital transformation, and cybersecurity in complex organizations.
As CIO, Garcia oversees the planning, implementation, and management of the City of Chelsea’s technology environment, including enterprise networks, cloud services, cybersecurity programs, telecommunications, and critical systems used by departments such as police, fire, public works, School and City administration. His work focuses on modernizing municipal infrastructure, improving digital services for residents, and strengthening the City’s cybersecurity posture while ensuring compliance with state and federal regulations.
Prior to his municipal leadership role, Garcia held technology positions within Massachusetts state government, where he contributed to enterprise technology initiatives, infrastructure architecture, and systems modernization efforts supporting statewide operations across multiple Executive Branch Agencies. His experience at the state level provided deep insight into large-scale public sector IT governance, regulatory compliance, and cross-agency technology collaboration.
Garcia also brings significant private-sector technology experience, where he worked on enterprise infrastructure, systems engineering, and technology implementation projects for financial business environments. This background gives him a practical understanding of how private-sector innovation and operational efficiency can be applied within the public sector.
Throughout his career, Garcia has focused on bridging technology and public service, helping organizations leverage technology to improve operational efficiency, data security, and service delivery. His areas of expertise include municipal IT leadership, cybersecurity strategy, infrastructure modernization, Legal compliance, cloud adoption, and digital government transformation.
