Governor Charlie Baker is the 72nd Governor of the Commonwealth of Massachusetts. He was sworn in for a first term in January 2015 and a second term in January 2019. Throughout his tenure, Governor Baker has focused on moving Massachusetts forward through bipartisan, results-driven leadership.
Since taking office, Governor Baker and Lt. Governor Karyn Polito have assembled a diverse team and put forth a ‘get stuff done’ approach to build a state government that is as thrifty, hard-working and creative as the people of Massachusetts.
Governor Baker has prioritized downtown and regional economic development, allowed small businesses to become more competitive in a dynamic economy through regulatory reform, and delivered critical tax relief to more than 400,000 hardworking individuals and their families through a doubling of the Earned Income Tax Credit.
Over the course of his career, Governor Baker has been a highly successful leader of complex business and government organizations. As a cabinet secretary under Governors William Weld and Paul Cellucci, Governor Baker helped lead efforts to reform and modernize state government, turn a billion-dollar deficit into a surplus, create a half million jobs, and enact an ambitious education reform agenda.
Raised in Needham, Governor Baker attended Massachusetts public schools and is a graduate of Harvard College. He went on to earn a Master's of Business Administration from the Kellogg Graduate School of Management at Northwestern University, where he met his wife Lauren. The Bakers reside in Swampscott, have been heavily involved in numerous civic and charitable endeavors, and are the proud parents of their three children, Charlie, AJ, and Caroline.

Former Commander, US Navy

Mary Kelly is a graduate of the United States Naval Academy and spent over twenty years on active duty in intelligence and logistics. She retired from the Navy as a commander. She has master’s degrees in history and economics, and a PhD in economics. Mary has more than twenty years combined teaching experience at the Naval Academy, Air Force Academy, and Hawaii Pacific University. She has extensive experience in business coaching, management, economics, government, organizational leadership, communication, organizational growth, teamwork, strategic planning, human resources, customer service, time management, and project development. Mary has written thirteen books on leadership, productivity, business planning, and personal finance to help people and organizations at all levels. Mary Kelly has published more than 500 articles and is a frequent guest on media programs. She was inducted into the Speaker Hall of Fame in 2020.

Former Executive Vice President at Walt Disney World Resort

Lee Cockerell is the former Executive Vice President of Operations for the Walt Disney World® Resort. As the Senior Operating Executive for ten years Lee led a team of 40,000 Cast Members and was responsible for the operations of 20 resort hotels, 4 theme parks, 2 water parks, a shopping and entertainment village and the ESPN sports and recreation complex in addition to the ancillary operations which supported the number one vacation destination in the world. One of Lee’s major and lasting legacies was the creation of Disney Great Leader Strategies which was used to train and develop the 7000 leaders at Walt Disney World. Lee has held various executive positions in the hospitality and entertainment business with Hilton Hotels for 8 years and the Marriott Corporation for 17 years before joining Disney in 1990 to open the Disneyland Paris project. Lee has served as Chairman of the Board of Heart of Florida United Way, the Board of Trustees for The Culinary Institute of America (CIA), and the board of the Production and Operations Management Society. In 2005, Governor Bush appointed Lee to the Governor’s Commission on Volunteerism and Public Service for the state of Florida, and he served as Chairman of the Board. Lee has written multiple books and numerous articles. He regularly delivers leadership and service excellence workshops and consults for organizations around the world as well as for the Disney Institute.

David has 20+ years’ experience across a broad range of industries in both private and public sectors including retail, construction, technology start-ups, internet commerce and transportation. He has been with the MassDOT management team since 2016 and took on the Chief Information Officer position in 2020. Prior to joining MassDOT, he was with Monster Worldwide for 12 years and lead the Global Business Technologies and Operations team as Vice President. David has a background in finance, project management and technology and holds an MBA from Salem State University.

Senior Fellow, Center for Digital Government

Brian Cohen is the Vice President of the Center for Digital Government and Center Digital Education, a national research and advisory institute on information technology policies and best practices in state and local government and education. Prior to joining the Center, Brian was Vice Chancellor and University CIO for the City University of New York (CUNY).
As the Vice-Chancellor and University CIO at CUNY, Brian directed the Office of Computing and Information Services (CIS), developed, and managed the enterprise IT vision, strategy and day-to-day technology operations of the University. His areas of focus included academic and business systems, cloud strategies, IT policies and procedures, Cybersecurity, project management, IT resiliency and disaster recovery, and network and telecommunications.
Brain also served in leadership roles with the City of New York. Among his many accomplishments, Brian developed the City of New York’s E-Government strategy, implemented the City’s award-winning nyc.gov website, and managed the City’s effort to address the Y2K technology challenge.

He is an early adopter of many foundational technologies including blockchain and graph and believes that Web3 is just the latest part of that foundation.
Among his many roles, he advises world renowned artists, creatives, and organizations on smart contract technology and the Web3 ecosystem.

Chuck Grindle, Ph.D. (Colonel, retired, U.S. Army) is an Information Scientist who joined Amazon Web Services in March of 2020 as an Executive Government Advisor and has since transitioned to lead the AWS Professional Services in the East. Chuck specializes in information security, policy and strategy. He previously served as Kentucky’s Chief Information Officer. Chuck graduated from Washington and Jefferson College and was commissioned into the Army as a Field Artillery Officer and then transitioned his career to Information Technology. In addition to holding key military positions in IT, he has taught academic courses on a variety of subjects including security issues and cyber operations. He has co-published numerous papers on advanced optimization mathematics, holds a patent in numerical analyses methods, and was the winner of the Northern Virginia Technology Council CTO Innovator of the Year award for his pioneering work in deploying cloud solutions for the federal government.
Rob holds a BS in Electrical Engineering, a BS in Computer Engineering, and several professional certifications across AWS, Google, and Microsoft.

Chris Guido is an experienced technology leader for the Commonwealth of Massachusetts with knowledge of cybersecurity, cloud architecture, digital services, and software engineering. Early in his career Chris worked as IT Consultant leading large scale software implementations. In 2014 Chris joined the Office of the Comptroller as CIO where he oversaw the department’s computer operations and the Commonwealth’s enterprise financial applications. As CIO other responsibilities included high level IT strategy; identifying areas of cyber risk; as well as implementing risk strategy applications to mitigate those risks. In 2020 Chris joined the Business Enterprise System Transformation (BEST) team as a program and technology leader. The BEST Program sets out to implement a new Financial ERP software solution that will support a wide range of business functions used by all 150+ state agencies.

Todd Gustafson is President of HP Federal LLC and Head of U.S. Public Sector at HP Inc. With a 30+ year tenure at HP, Gustafson has held a variety of leadership positions in Channel Sales, Direct Sales, and ISV Marketing. Most recently, Gustafson took on the role of Vice President of U.S. End User Sales, which included the Commercial customer segment. From 2006 to 2012, he was Vice President for the Personal Systems Group (PSG) Commercial Solutions organization. Prior to that, Gustafson was the Vice President of U.S. Workstation sales.
Gustafson graduated from Bryant University in Smithfield, Rhode Island. He currently resides in Massachusetts, where he continues to be an avid road cyclist and remains actively involved as leader in various community organizations.

Julia Gutiérrez is the Chief Digital Officer for the City of Boston. She is a technologist with a background in public policy and digital service delivery. Julia is passionate about using technology, data, and design to increase access to services and improve interactions between government and the people it serves. Her goal is to reimagine and deliver exceptional government services that are accessible, inclusive, and equitable.
Previously, Julia was at Massachusetts Digital Service where she worked with partner organizations across state government on the delivery of their services to constituents, most recently partnering with the new Department of Family and Medical Leave to launch Paid Family and Medical Leave for Massachusetts workers. Prior to her time at Mass Digital, Julia worked at Fundación IDEA, a Mexican public policy think tank on social development and youth development policy projects.
Born and raised on the Mexico-US border in South Texas, Julia holds a Masters in Public Policy from the Harvard Kennedy School of Government and a B.A. in Public and International Affairs from Princeton University.

Prior to her time at Administration and Finance, Robin was the Chief Information Officer for the Massachusetts State Treasury. Robin also spent many years in the private sector, serving as manager and software engineer in MathWorks, MIT Lincoln Laboratory, and Hewlett Packard, as well as adjunct faculty member at Northeastern University, teaching Computer Science classes.

Director, MassCyberCenter at Massachusetts Technology Collaborative

Stephanie Helm joined the MassCyberCenter at MassTech Collaborative in September 2018. A career U.S. Navy officer, she brings to the role deep expertise developed during her career. In her role as Director of the MassCyberCenter, she is focused on enhancing conditions for economic growth through outreach to the cybersecurity ecosystem in Massachusetts while fostering cybersecurity resiliency within the Commonwealth. Stephanie has guided the efforts of the Center through the establishment of resiliency working groups, a higher education training and education working group, statewide cybersecurity awareness campaigns and outreach to key stakeholders.
Prior to joining MassCyberCenter, Stephanie served as a consultant with the Naval War College, providing subject matter expertise in the area of cyberspace, space, and information operations. Her work focused on supporting war gaming efforts in the new warfare domain of cyberspace operations.
During her 29 year Navy career, Stephanie held numerous leadership roles including as the Commanding Officer of the Naval Security Group Activity, Norfolk, VA. Additionally, she had assignments with the Chief of Naval Operations; Commander, Second Fleet/Striking Fleet Atlantic, U.S. Central Command; National Security Agency; Naval War College; and Naval Security Group commands in California, Italy, and Maine. She retired with the rank of Captain.
She received her B.A. from the University of California and her Masters from the Naval War College.

Dan Johnson

Customer Engineering Manager, Google Cloud

Dan Johnson heads State and Local Government customer engineering for Google, a position he has held since January of 2020. Dan and his team are responsible for working with a range of government customers to apply advances in big data and machine learning to their business problems. Prior to his current role, Dan led Financial Services customer engineering for Google working in Global Banking and Financial Markets.
Dan started his career 19 years ago at NLV Financial Corporation as a Systems Programmer. His path leading to Google in 2013 includes leadership and engineering roles at Cisco Systems, ATT and the University of Oregon.
"Through ML and AI, cloud computing will provide both the data storage and the processing power necessary to train new models tackling new problems that were previously incalculable."
Mr. Johnson holds a BA in Economics from the University of Washington and a MS in Organizational Leadership from Colorado State University.

Christine McCarthy is the Director of Operations for the Executive Office for Administration and Finance (A&F). She has 15 years of experience in state and local government. She is a self-motivated, innovative leader with a successful track record in managing large scale organizations and projects.
Christine works with senior management to develop long-term strategic and operational strategies to meet organizational objectives. Christine continues to work with A&F supported agencies in developing cost-effective solutions and communicating with internal and external stakeholders. Christine managed an IT infrastructure rollout and a cloud migration of email and data. This project was in response to the COVID pandemic to allow remote work by Commonwealth employees.
Christine is a graduate of Northeastern University. She completed the Suffolk University Moakley Center for Public Administration and Massachusetts Municipal Associations Certificate Program where she received a Certificate in Local Government Leadership and Management and a 2021 recipient of the Manuel Carballo Governor’s Award for Excellence in Public Service for her work on the Future of Work Initiative.

Assistant Secretary and Chief Human Resource Officer, Human Resource Division, Commonwealth of Massachusetts

Jeff McCue was appointed to the position of Assistant Secretary for Human Resources and Chief Human Resources Officer for the Commonwealth on October 21, 2019.
Jeff’s role as leader of the Human Resources Division (HRD) includes overseeing a wide range of Human Resource functions to 42,000 Executive Branch employees. Working with the HRD team, his responsibilities include administering collective bargaining contracts with thirteen unions; recruiting, development and retention for new employees; facilitating an inclusive work environment; administering workers compensation for over 100,000 Commonwealth employees; and many other integral functions. Jeff is committed to transforming how HRD can better enable agencies and employees to serve the constituents of Massachusetts.
Prior to joining HRD, Jeff served as the Commissioner at the Department of Transitional Assistance (DTA) where he guided the integration of DTA’s public assistance programs with the Federal Workforce Innovation and Opportunity Act. In doing so, the DTA has expanded employment and training services for adults, dislocated workers and youth.
Over the course of 39 years, Jeff has held a multitude of senior level positions in state government, including leading HR for the Executive Office of Health and Human Services and UMass Boston. Jeff has shown a passion for innovative approaches for culture change in each of the leadership positions he’s held.

Vince Pastore is the Director for the State, Local and Education division at VMware. During the Pandemic, Vince worked directly with the New York State Governor’s Chamber responsible for delivering vital services by transforming the customer experience for unemployment, tax, Covid response, motor vehicles, health and human services, and first responders.
While working with NY State and New York City, Vince led a VMware team that assisted NYC to rapidly deploy remote mobile workspace solutions that were leveraged to enable The City employees to continue to provide critical services, during the pandemic. Vince has been leading customer experience and engagement transformation within the technology segment for over 30 years, spanning BBN Technologies, Microsoft, Infosys, Verizon, and VMware. Notably, Vince was instrumental in helping launch the first online trading, banking, and billing fulfillment services, while at BBN Technologies and Microsoft. During his 15 years at Microsoft, Vince was part of the commercial response taskforce helping NYC respond to Y2K. He also mobilized teams to help assist NYC remediate and restore critical network and technology services during 9/11/2001. Vince was born and raised in Brooklyn, NY. Vince has served as a presenter and participant at the NY State and City Digital summit.

Deborah A. Snyder

Senior Fellow, Center for Digital Government

Deborah is an accomplished C-level influencer, with a broad range of experience in government, policy, cybersecurity, privacy and information technology. She is an experienced and highly respected thought leader who has held executive roles for over two decades. She recently retired from her position as New York state’s chief information security officer (CISO) after over 35 years of public service.
In that role, as part of New York state’s information technology transformation and consolidation initiative, she helped redesign how the state protects its data. As state CISO, she directed the state’s comprehensive cybersecurity governance, risk management and compliance program, providing strategic leadership and vision and assuring business-aligned, risk-based investments that maximized business opportunity and minimized cybersecurity risk. She also directed the NYS Cyber Command Center, hotline, procedures for reporting and response to cyberthreats and digital forensics.
She holds multiple industry certifications, including Certified Information Systems Security Professional (CISSP); Certified in Risk and Information Systems Control (CRISC); SANS Strategic Planning, Policy and Leadership (GSTRT) Global Information Assurance Certification; and Project Management Institute certified Project Management Professional (PMP).

He is a ten-year veteran of the United States Air Force and a dedicated technologist.

Ashley Stolba

Undersecretary of Community Development, Executive Office of Housing and Economic Development, Commonwealth of Massachusetts

As Undersecretary of Community Development in the Executive Office of Housing and Economic Development, Ashley Stolba works to advance the Baker-Polito Administration’s agenda to encourage growth and vitality in cities and towns and foster economic opportunities for residents.
Undersecretary Stolba leads the team that manages numerous community grant programs spanning state agencies and quasi-public organizations and awarding funds for public infrastructure projects, local capacity building, and planning for future growth. As the chief liaison between the Executive Office and municipalities, Stolba also focuses on issues such as expanding broadband and internet access to Massachusetts residents, protecting and expanding missions, jobs, and investments at Massachusetts military installations, and, alongside the Lieutenant Governor as Vice Chair of the Seaport Economic Council, helping coastal communities develop and improve local assets to facilitate economic development.
Prior to joining the Baker-Polito Administration, Stolba was Chief of Staff at the Harvard Allston Land Company, the entity charged with managing the development of Harvard University’s 36-acre Enterprise Research Campus. She has also held roles as Deputy Chief of Staff and Legal Counsel at the Massachusetts Port Authority, Associate Counsel at the Massachusetts Association of Realtors and Policy Analyst for House Minority Leader Bradley H. Jones.
A native of Mashpee, MA, she received her bachelor’s degree in business administration from the University of Miami and her juris doctor from Suffolk University Law School.

Renee Tarun is Deputy CISO at Fortinet. She is focused on enterprise security, compliance and governance, and product security. She is also author to the book, Fight Fire with Fire: Proactive Cybersecurity Strategies for Today's Leaders.
Renee joined Fortinet as the Vice President, Information Security in early 2017. Immediately prior to joining Fortinet, she served as Special Assistant to the Director, National Security Agency (NSA), for Cyber and Director of NSA’s Cyber Task Force, in which she advanced NSA’s execution of its cybersecurity and cyber-related missions by acquiring, investing, and overseeing resources; defining and integrating mission capabilities; and shaping agency strategy and national level policy.
As the Assistant to the Chief Operating Officer (COO) of the Information Assurance Directorate at NSA, her focus areas included strategy, planning, integration, and relationship management, in cybersecurity and related disciplines across NSA and the Department of Defense (DoD).
Renee also served as Senior Cyber Strategist in a joint DoD-DHS organization which orchestrated joint efforts in operational planning, policy, and strategy, for cyber issues across the US Government.
She was the Portfolio Lead for the Protect Data and Networks and Operational Resiliency Portfolios for the Deputy Assistant Secretary of Defense for Information and Identity Assurance. Previous assignments include computer scientist, information technologist, and a variety of policy, programs, and resource jobs.
Renee is also a board member for the George Mason University Volgenau School of Engineering, creating synergy between the school and the professional community by addressing workforce development demands, industry expectations, and employment trends.

Curt Wood serves as the Cabinet Secretary and Commonwealth’s Chief Information Officer, overseeing the Executive Office of Technology Services and Security (EOTSS), whose mission is to provide secure and quality digital information, services, and tools  to constituents and service providers when and where they need them. Governor Baker created EOTSS, formerly MassIT, in 2017 to standardize, centralize, and secure infrastructure and core services.
Before joining EOTSS, Secretary Wood served in the Massachusetts Executive Office of Public Safety and Security (EOPSS) as the Undersecretary for Forensic Science and Technology and as Chief Information Officer. At EOPSS, Mr. Wood was responsible for providing strategic leadership and oversight to various EOPSS departments, including the Office of the Chief Medical Examiner, the State Crime Laboratory, the Office of Technology and Information Services, the Department of Criminal Justice Information Services, and the State 911 Department.
Secretary Wood has an established track record of public sector innovation, especially in using technology to improve service delivery. During his tenure at EOPSS, he directed the successful transition from the Commonwealth’s legacy E-9-1-1 system to the more advanced and robust Next Generation 9-1-1 platform, which enhanced public safety’s response to emergency calls for service. He also oversaw the multi-million dollar modernization of the state’s mission critical criminal justice information systems and services.
Prior to his public safety role, Secretary Wood worked in the private sector as a senior business and technology consultant, where he led large public safety and justice information technology engagements across the United States. He has held several national Justice Information Sharing leadership roles, including sitting on the Board of Directors of the National Law Enforcement Telecommunications System (NLETS).
Secretary Wood received his master’s in Criminal Justice Administration from Anna Maria College and a bachelor’s in Communications from Salem State College.
