Morgan is an internationally recognized expert on cybersecurity strategy, cyberterrorism, identity theft and privacy. Morgan's landmark testimony before Congress on Healthcare.gov changed how the government collected personally identifiable information. He’s made hundreds of appearances on national news, radio, print and web, and has spoken to audiences around the world. He has appeared regularly on CNN, PBS, ABC, CBS, Fox News and CNBC. Previously, Morgan was a Senior Advisor in the US State Department Antiterrorism Assistance Program. Morgan is a highly decorated former state trooper, police officer and detective. In addition to 18 years in state and local law enforcement, Morgan has developed solutions in defense, justice and intelligence for the largest technology companies in the world. Michael Hakkarinen specializes in helping teachers engage students in the classroom with technology such as Mac Tools, Google Apps for Educators, iPads and more. He earned a Bachelor’s in English from the University of Maryland at College Park and a Master’s in Elementary Education at Mount Saint Mary’s University, where he also taught Instructional Technology at the undergraduate and graduate levels. He was a Technology Resource Teacher in Frederick County, Maryland, where he taught elementary school, and an EdTech for Canyons School District in Utah before joining the UEN PD team in 2014. He currently serves as an elected member of the UCET Board.

Dr. Cedric Alexander has spent nearly four decades in search of a better way to police our nation. He’s the author of The New Guardians, and he has served as a law enforcement analyst on ABC, CBS, NBC and CNN. In 2015 he was appointed to the President’s Task Force on 21st Century Policing. He has served at every level of government: as a Federal Security Director in the US Department of Homeland Security, as a Deputy Commissioner for Criminal Justice in New York State, as Public Safety Director in a major county, and as a City Chief of Police and Deputy Mayor.

Cybersecurity Advanced Solutions Leader, Guidehouse

Marianne Bailey leads Guidehouse’s Advanced Solutions Cybersecurity practice. Leveraging Guidehouse’s expertise in artificial intelligence, open source solutions, advanced analytics, enterprise risk management, and digital & emerging technologies, she partners with clients to develop and sustain cyber resilience to mitigate cybersecurity risks against current and emerging threats.
Marianne brings over 30 years of experience across the Department of Defense (DoD), intelligence community, and civil government sectors. She served as Deputy National Manager for National Security Systems (NSS) and Senior Cybersecurity Executive for the National Security Agency where she was directly responsible for systems across the government containing classified and/or sensitive information. She also served as both Principal Deputy for Cybersecurity and Deputy Chief Information Security Officer (DCISO), DoD CIO. She received the Distinguished Executive Presidential Rank Award, the highest government civilian recognition, for her contributions to national security. Ms. Bailey earned a Bachelors degree from the University of Maryland, College Park, and a Masters degree from Industrial College of the Armed Forces, National Defense University.

Hayley Cohen is a member of X-Force Command at IBM Security, where she leads companies, intelligence agencies and governments through simulated cyber attacks. Hayley builds one-of-a-kind threat and attack scenarios for custom client experiences. Aside from sharing best practices from a business perspective, Hayley also demonstrates hacking techniques and tools to provide insight into how cyber criminals conduct attacks.
Prior to joining X-Force Command, Hayley was a software engineer for various IBM Security teams, where she worked with leading technologists to develop world class security products. Hayley holds a B.A. in Computer Science from the Tufts University School of Engineering where she focused her studies on cybersecurity and international policy.
Hayley has run simulations and demonstrations for business and technical leaders from around the world.

Mr. Anthony (Tony) Cossa has been Director, Product Strategy for OCI Global Public Sector at Oracle since August 6th, 2018. Mr. Cossa served as Chief Technology Officer/Cloud Strategy Director at United States Department of Agriculture since August 2015. Mr. Cossa has held several positions with the General Services Administration (FAS CTO, E-Gov Travel Exec Program Director) and the Department of Homeland Security under the Chief Financial Officer driving transformation initiatives. He brings his 15 years of Public Sector service having significant modernization/transformation successes. Before joining federal service, he worked as a Management Consultant for various system integrators. Mr. Cossa brings significant expertise in transformation, modernization, program management, customer experience and cloud technologies to help drive value to Oracles Public Sector community of customers.

Howard has a diversified leadership background encompassing many aspects of information technology, including product management, product engineering, sales, marketing and delivery. Howard is currently vice president for CGI’s state and local government solutions practice, where he is responsible for strategic operations across the sector. Howard is accountable for developing and executing strategic business programs that open new channels and drive growth while bridging the gap between business and technology. Howard graduated with an MBA from the University of Chicago Booth School of Business and with a BBA from the University of Texas at Austin. He resides in the northern suburbs of Chicago with his wife and two children.

Greg Martin is a government Unified Communications leader focused on innovation, efficiency, and strategy. At EOHHS-IT, he sets the network, telecom, and collaboration vision for almost half of the Massachusetts executive branch enterprise: over 23,000 users at hundreds of locations statewide, including 12 state-owned critical care hospitals, four data centers, and dozens of human services area offices serving children, seniors, veterans, Medicaid patients, low-income families, and people with disabilities. Orchestrating over $20 million in annual network and telecom costs and over $10 million in network, telecom, videoconferencing, and collaboration hardware, Greg’s team provides a wealth of modern communication and collaboration tools -- empowering government services, seeking cost efficiencies, and driving constituent value.
Greg is a graduate of the United States Air Force Academy and is a former active duty Air Force captain, serving in various locations stateside and overseas as a Communications and Information Officer. He also has an MBA from the Carroll School of Management at Boston College.

Brad Steele is the senior director of unified communications for the Executive Office of Technology Services and Security (EOTSS) at the commonwealth of Massachusetts. Since joining state government in 2009, Brad has worked to meet the EOTSS plan of providing secure and quality digital information, services and tools to constituents and service providers when and where they need them. He is responsible for the ongoing planning and operation of communications systems for Massachusetts. Brad has concentrated on ensuring that the services offered by EOTSS for network, telecommunications and messaging provide for a consistent and efficient experience across the executive branch, as well as participating entities.
In addition, Brad serves on the procurement team for three of the commonwealth’s major statewide contracts. He has managed to well position the commonwealth for future technologies and ongoing consolidation.
Brad is a proud father of two boys, Andrew and Dillon. He and his wife Rosemary love to travel and tackle home improvement projects together. An Air Force veteran and an avid sports fan (partial to all teams Boston), Brad has a special love for the New England Patriots for whom he supervises in-game electronic signage. In his spare time, Brad enjoys singing and playing the guitar.

Mike Vozas brings over 20 years of Information Technology, Channel, Sales and Marketing experience to Amazon Web Services. Mr. Vozas provides architectural vision and strategy for AWS Collaboration technologies for the US Public Sector market. Mike also is responsible for leading the Amazon Connect and Chime solution sales for US State/Local Government and Education customers.
Prior to leading AWS Public Sector Collaboration business, Mike served in various roles in Sales, Operations and Systems Engineering at Cisco and provided technology consulting with International Network Services, INS Inc.
Mr. Vozas graduated from Marquette University with a Bachelor‘s degree in Computer Science. In addition Mike earned a Master’s degree in Business Administration in Management and Marketing from Kellogg School of Management at Northwestern University.

Fighting Cyber Crime – An Inside View

We read about hacks and breaches everyday – attacks conducted by cybercriminals that result in millions of compromised credentials, loss of millions of dollars or denial of service attacks that can almost bring the internet to a halt. But how do these underground groups conduct these attacks, where do they communicate and coordinate and what products and services do they buy and sell? In this session, we will dive into the world of organized cybercrime and get into the mind of a cybercriminal. We will learn basic hacking techniques, see how easy it is to gain information on a target, and visit underground and dark web websites.
