Government Technology’s passion is helping spread best practices and spurring innovation in the public sector. The Massachusetts Digital Government Summit is designed to do just that. The summit has an advisory board that gathers public sector and private sector leaders to create an agenda designed to make that passion relevant and actionable to the state and local government organizations attending the summit. Participants tell us they use the inspirational keynotes, leadership discussions, networking breaks, and timely topics discussed in the numerous breakout sessions to help advance the goals of their organizations and their own career paths.

For two decades, the MA Digital Government Summit has served as the cornerstone of collaboration and innovation among the Commonwealth’s civic tech community. I look forward to seeing leaders from the private, public, and nonprofit communities come together to tackle some of our state’s most pressing IT problems at this year’s conference. I hope you’ll join us.

Concurrent SessionsBest Practices in Answering “Are We Secure Yet?”GeorgianSecurity and compliance continue to be a top concern for IT leaders, government executives and elected officials. In fact, our recent elections have escalated security breaches to the highest national levels. As hackers continue to innovate, IT organizations will be challenged to keep up. In this session, an expert panel will present their top best practices in the ongoing war against cyber-crime. Craig Bowman, Vice President, Advanced Solutions Division, Verizon Dennis McDermitt, Chief Information Security Officer & Chief Technology Officer, Commonwealth of Massachusetts Steven Schmalz, Chief Technology Officer, RSA Public Sector Solutions (representing Dell EMC) Optimizing the Workforce and Workplace of TomorrowStatlerFor years, government has widely reported the onset of the “silver tsunami.” The looming retirement wave is driving the need to accelerate innovative recruitment and retention practices in government at all levels, particularly in IT. Questions about mobility, flexibility, collaboration tools and collaborative spaces are becoming common during the interview process. Yet government is not always prepared to offer competitive answers in today’s legacy environment. This session offers a look at what some innovative organizations are doing to scrap outmoded practices, address modernization and embrace new paradigms. Katrina Gomes, Director of IT Operations & Technology, Executive Office of Energy and Environmental Affairs, Commonwealth of Massachusetts MaryBeth Martinez, Director of Recruiting, Executive Office of Technology Services and Security, Commonwealth of Massachusetts Robert Zapotocky, Manager, IP Application Strategy, AT&T Global Public Sector – Government & Education Solutions UC, Cloud Collaboration & IP Transformation Strategy, AT&T Smarter Communities and IoTArlingtonIt’s clear that smart technologies and IoT are the future of our communities. Is government ready for billions – soon to be trillions – of sensors and devices connected to one another that will transform our society? This session explores some innovative “Smart Applications” currently being implemented as well as what’s on the horizon, how to cope with what’s coming, and most importantly, how to secure it all. Featured Speaker – How to Shake Things Up and Live to Tell the TaleGrand Ballroom ATeri Takai, Executive Director, Center for Digital Government & Former CIO of U.S. Department of Defense, State of California and State of Michigan (@teritakai) Teri Takai is one of the most respected and influential CIOs in the country. Teri is most well-known for her public-sector roles, starting in budget-torn Michigan where she led the state to the #1 ranking in the Digital States Survey four years in a row. Never one to back down from a challenge, she next accepted a plea from Governor Schwarzenegger to put the state’s struggling technology efforts back on track. And if that wasn’t enough, Teri next took on the job of heading up the largest IT budget in the world, a budget matched only by the scope of its problems and complexities. In each locale, she was tasked with driving disruptive change. Her biggest takeaway: No job is too small to make a big impact – but there are right ways and wrong ways to go about it. In this captivating session, Teri shares her extraordinary experiences and lessons learned. |

Concurrent SessionsNext Generation AnalyticsGeorgianMore and more government organizations are looking to advanced analytics to streamline procedures and processes. The latest trend is to focus on enhancing the customer experience by using next generation tools, including predictive analytics, text analytics, geospatial analytics, big data analytics, data visualization and more. This session explores ways to leverage data to drive smarter decisions, faster responses and better service. Alistair McLean, Senior Solutions Architect, Amazon Web Services Curt Savoie, Principal Data Scientist, Commonwealth of Massachusetts Changing the Citizen ExperienceStatlerIt’s a highly interactive and fast-paced society, and people are getting more demanding about, well, everything. The pressure is mounting on government services, and our challenge right now is to make “citizen-centric” more than just a buzzword. This session looks at best practices and creative strategies to remake government’s relationship with its customers into something more stimulating, accessible and beneficial. Elizabeth Proudfit, Vice President, NIC Holly St. Clair, Chief Digital Officer, Executive Office of Technology Services and Security, Commonwealth of Massachusetts Procurement – Where Are We Headed?ArlingtonWhile technology service options for government continue to evolve, procurement processes and policies have remained firmly rooted in practices that are no longer effective. This session outlines and explains the challenges and changes needed for more flexible and agile procurement processes. Laura Melle, Senior Procurement Lead, Department of Innovation & Technology, City of Boston Sean Vinck, Deputy Chief Information Officer, Chief Legal Counsel & Chief Procurement Officer, Commonwealth of Massachusetts The Human Side of SecurityBerkeley/ClarendonWhen it comes to cyber security, human behavior will always be the weakest link in the security chain. Despite the dollars spent by government and private industry to protect their networks and critical data assets, the large majority of breaches can be tied directly to human error and/or a breakdown in protocol. This session will focus on various risk scenarios that help us explore what influences human behaviors, how behaviors can lead to security risk, and how to create a culture of cyber security – a “human firewall” within your organization. You will leave this session with fresh ideas on creating a risk based culture, workforce and individual mindset – from executives to the workers in the trenches. Concurrent SessionsHuman Centered Design ThinkingGeorgianIn the past, design has most often occurred fairly far downstream in the development process and has focused on making products aesthetically attractive. Now supporting users by uncovering latent needs, behaviors, and desires are considered important design factors. Before you start thinking about Digital Transformation and redesigning your business operations, it is important to understand the customer you serve, the experience that customer has with your organization at every interaction and in every step of their journey. Learn how the partnership of technology and business and always keeping the end user in in mind can lead to innovative solutions. Paul Beaulieu, Design Practice Director, iX North America, IBM Workforce of the Future RoundtableStatlerGlobal connectivity, smart machines, and new media are just some of the drivers reshaping how we think about work, what constitutes work, and the skills we will need to be productive contributors in the future. Digital technology is reinventing the overall work experience for all levels of employees. This end of day session will be a roundtable discussion on applying “Serial Learning” (as described in today’s opening keynote) to your government organization focused on this workforce dilemma: Today: Many government IT workforces are static, organized around siloed skills and functions across the IT organization. Tomorrow: Workforces will need to be adaptable, organized around technologies and projects, and working in closer proximity to the business. Come join the discussion for ideas on motivating your workforce to face the future. Katrina Gomes, Director of IT Operations & Technology, Executive Office of Energy and Environmental Affairs, Commonwealth of Massachusetts Aprel McCabe, Director of Learning and Workforce Development, Executive Office of Energy and Environmental Affairs, Commonwealth of Massachusetts Robert Zapotocky, Manager, IP Application Strategy, AT&T Global Public Sector – Government & Education Solutions UC, Cloud Collaboration & IP Transformation Strategy, AT&T State/Municipal Collaboration RoundtableArlingtonThis informal session is for the Summit’s local government and education attendees, along with selected state officials.
