Government Technology’s passion is helping spread best practices and spurring innovation in the public sector. The Maryland Digital Government Summit is designed to do just that. The summit has an advisory board that gathers public sector and private sector leaders to create an agenda that is relevant and actionable to the state and local government organizations attending the summit. Morgan is an internationally recognized expert on cybersecurity strategy, cyberterrorism, identity theft and privacy. Morgan's landmark testimony before Congress on Healthcare.gov changed how the government collected personally identifiable information. He’s made hundreds of appearances on national news, radio, print and web, and has spoken to audiences around the world. He has appeared regularly on CNN, PBS, ABC, CBS, Fox News and CNBC. Previously, Morgan was a Senior Advisor in the US State Department Antiterrorism Assistance Program. Morgan is a highly decorated former state trooper, police officer and detective. In addition to 18 years in state and local law enforcement, Morgan has developed solutions in defense, justice and intelligence for the largest technology companies in the world. Dr. Cedric Alexander has spent nearly four decades in search of a better way to police our nation. He’s the author of The New Guardians, and he has served as a law enforcement analyst on ABC, CBS, NBC and CNN. In 2015 he was appointed to the President’s Task Force on 21st Century Policing. He has served at every level of government: as a Federal Security Director in the US Department of Homeland Security, as a Deputy Commissioner for Criminal Justice in New York State, as Public Safety Director in a major county, and as a City Chief of Police and Deputy Mayor.

She has spent her entire career in the Public Sector and began her work life as a high school teacher.

Amy is the VP of HR at DLT and leads the Human Resources and Learning & Development that deliver all aspects of the DLT Employment Value Proposition into the market and for current DLT employees.
Prior to joining DLT, Amy worked in executive leadership roles in Human Resources, Organizational Development, Business Development and Training. Her experience includes building award-winning Employment Brand Programs and designing award-winning Training, Leadership Development and Corporate University Programs.
Amy is an author and speaker on Organizational Development and full life cycle Talent Management, as well as an active member of the Society for Human Resource Management (SHRM) and ATD (Association for Talent Development). She works with organizations all over the world to develop professionals in a one-on-one capacity, with executive teams in small group development, and with entire companies via larger, comprehensive development programs.
She earned a bachelor’s degree with a double major in Business Administration and Communications from Flagler College in St. Augustine, Florida and graduated from the George Mason Leadership Coaching for Organizational Well-being Program.

Dwayne MacKenzie joined Data Networks in 2005 as the Solutions Architect responsible for designing and consulting on the company’s Infrastructure and Security solutions. Dwayne has over 30 years of experience in multiple IT disciplines, including networked systems design, network management, software development, technical project management, and consulting management. Prior to joining Data Networks. Dwayne held various senior-level technical positions, including Director of Unisys Corporation’s Network and Desktop Consulting Practice, Network Design Consultant for Unisys Corporation, and Network Manager for the Air Intelligence Agency Liaison Office to the National Security Agency at Fort Meade, Maryland. Dwayne also spent 11 years in the United States Air Force and has earned multiple degrees, including Computer Science and Intelligence Collection from the Community College of the Air Force. He is a Juniper Networks Ingenious Champion and holds technical certifications from leading OEMs including Aruba, Cisco, Dell EMC, Juniper, Microsoft, among many others.

Rick Piña has over 28 years of experience in the information technology field. He joined WWT
in 2015 after serving in the United States Army for 25 years. His culminating assignment
was serving as the United States Army Chief Technology Officer and principal technical advisor
to the Army Chief Information Officer.
Serves as the Federal CTA and leads the Federal Digital Transformation Group who engage
with our clients on strategy, innovation and transformation. Rick is responsible for an
organization of Executive / Senior-Level leaders (ex-CIO, ex-CTO, ex-SVP/VPs) who are highly
consultative and knowledgeable technology advisors focused on achieving tangible operational/
business outcomes for our customers at enterprise scale. Rick also serves as an agent for
change and thought leader, communicating WWT’s innovation in public-facing forums/venues.
