Government Technology’s passion is helping spread best practices and spurring innovation in the public sector. The Maryland Digital Government Summit is designed to do just that. The summit has an advisory board that gathers public sector and private sector leaders to create an agenda designed to make that passion relevant and actionable to the state and local government organizations attending the summit. Participants tell us they use inspirational keynotes, leadership discussions, networking breaks, and timely topics discussed in the numerous breakout sessions to help advance the goals of their organizations and their own career paths.

Craig Ano is the Government Mobile Innovations Technical Director for Samsung Electronics America based in the Washington DC metro area. In that role, Craig works with Federal Government and public sector organizations to implement security focused mobile solutions using Samsung’s secure mobile platform. He has over 25 years experience in information technology with an extensive background in mobility. Prior to joining Samsung, Craig worked in technical leadership roles in the mobile computing industry and in technical roles for Fortune 500 companies and US Federal Government organizations.

Timothy D. Baker

State Archivist and Commissioner of Land Patents, Maryland State Archives

Tim Baker was appointed State Archivist and Commissioner of Land Patents by Governor Hogan in July of 2015. Having also served as the Deputy State Archivist for over a decade, he has presided over one of the largest mass digitization efforts undertaken by any state in the Nation. Nearly three hundred million historic documents have been scanned and placed online. These efforts serve not only to make these records more publicly available, but the practice also serves as an important preservation role by taking these permanent records out of circulation.
Prior to his joining the State Archives, Baker was Chief Information Officer for the Maryland Department of Planning and served nine years in the Governor’s Office.

Senior Manager, Advisory, Performance Improvement, Ernst & Young

Andrew Beal is a senior manager in Ernst & Young’s (EY) San Francisco Office and a West Coast lead for the firm’s Blockchain and Cryptocurrency Advisory Practice, leading client engagements in the financial services, healthcare and life sciences sectors. Andrew is also a cryptocurrency subject matter expert (SME) for the firm, supporting tax and audit engagements involving those assets.
Prior to joining EY, Andrew was a corporate attorney focusing on mergers and acquisitions, venture capital financing, and securities, In addition to providing general corporate counsel to emerging technology companies, Andrew advised virtual currency companies on a wide range of state and federal regulatory issues, including anti-money laundering, general Bank Secrecy Act compliance and state money transmitter licensing. He has represented virtual currency exchanges, wallets, payment processors, cryptocurrency developers and foundations, cloud miners, and ATM operators.
Andrew is a recognized legal authority on virtual currency and has contributed to the Uniform Law Commission’s Virtual Currency Model Law Framework and provided comment on California Assembly Bill 1326 (virtual currency framework proposed in 2015). He is also a frequent speaker on topics related to blockchain technology and virtual currency and has presented to State banking associations, venture capital and angel funds, compliance organizations, the California Bar Association, and BankersOnline.

Deputy Chief of Operations, Office of the Mayor, City of Baltimore

Ms. Eldridge currently serves the City of Baltimore’s Deputy Chief of Operations and is responsible for supporting the Mayor’s efforts to strategically align and transform City government. Previously she served as the Baltimore City’s Department of Public Works’ chief of special projects and lead several city wide initiatives that directly impacted residents and business owners.
Ms. Eldridge has been leading diverse public service related projects for almost 20 years and is certified as a project management professional (PMP), which is the most important industry-recognized certification for project managers. Before her employment with the Mayor’s Office she held the positions of chief of legislative and external affairs for the Office of the States Attorney for Baltimore City , chief of policy and planning for Maryland's Governor's Office of Crime Control and Prevention, and deputy chief of communications for the Office of the State's Attorney for Baltimore City.
Ms. Eldridge's work in the industry has appeared in national publications and she has presented at various conferences and seminars, and is often called upon to teach leadership and strategic planning seminars for all levels of staff.

Jon Frey

Jon Frey

Program Manager, Employee Productivity Solutions, Montgomery County

Started his career in computers when, in college, Jon was challenged with calculus and chose computer science (programming) as a math elective. And it is made all the difference.
Served in the US Army for 7 years during the Vietnam era. After getting the maximum grade in the Armed Forces qualification test and given the choice of assignment, Jon chose the Army’s AUTOmatic Digital Information Network (AUTODIN) as a repair technician. Following the rigorous 38-week course he proceeded to Fort Ord to operate a standard data center. During that time, he reduced the amount of reports generated from 400+ six-page reports per month to roughly 200 per month on two-part paper. After that Jon went to Fort Monmouth to teach the AUTODIN course.
To enhance his understanding, Jon pursued additional training in computer programming on the most common languages of the time. During that training Jon was approached by a team from West Point and asked to become an instructor should he do well in this course. Jon graduated number one is class with 996 out of 1000 points. RD a reserved word in COBOL is Jon’s Rosebud.
During the four years at West Point Jon was an instructor of cadets in the field of computer science. He also operated the consulting operation for cadets and, and staff called the gold coats. They did much in the way of graphical research for the Army matériel command including early battlefield simulation models. At the same time Jon completed his bachelor’s degree in Business.
During his 23 years at GE information services Jon started as a technical service representative supporting clients. For a few of years Jon worked in Houston and then with a salesperson opened an office in San Antonio Texas. Jon worked there as a salesperson and technical support and eventually was requested to go to headquarters to drive large network programs
At headquarters Jon drove domestic networking sales and services and then launched the international managed network services MNS initiative and 8-person team. This initiative sold computer networks to commercial companies to connect their international data centers. In just 5 years Jon grew the business from revenues of $0 to $65 million a year in recurring revenue.
At Montgomery County for the last 16 years, Jon started as CIO of Health and Human Services. For several years Jon drove a 23-person team supporting the department technology transitions, support for a 1,600 staff in 20+ locations, with application consolidations, network upgrades, and the development of a consistent comprehensive data intake system for Health and Human Services. Jon then designed the overhaul of the entire technology and customer services systems in HHS.
In his last major project at HHS Jon and his team designed the client facing website that was so customer focused and truly embodied the three clicks internet model it won a national NACO award.
Jon was requested by department technology services DTS to support them because of his unique talents and skills. During his tenure at DTS Jon has helped several very large scale countywide projects including retirement of the mainframe, redesign and rebuilding of the tax system, building a specialty system for HHS tuberculosis control. Once the mainframe retirement was completed Jon moved to Office 365 County rollout
Jon has been driving the Office 365 adoption since the project inception in 2013. During that time: Has Driven all 10,000 users first onto Outlook in the cloud; Over two years has had all prior versions of Office software removed in the current versions of Office 365 installed to 10,000 machines; And with a small team has been working with departments to build out SharePoint online team sites and help their staff communities to, transition to things like OneDrive, while providing all kinds of training and support efforts to foster and drive the adoption of Office 365 throughout the County.

Assistant Vice President Cybersecurity Engineering and Operations, Global Public Sector, AT&T

Paul Girardi heads a team of cybersecurity professionals that support the AT&T Global Public Sector. In this role, he leads a team of cyber professionals that consult, engineer, and operate security solutions.
Mr. Girardi, who has been with AT&T since 2002, brings a wealth of experience to his work for public sector clients and combines it with a passion for technology, innovation and service. He leads a team of cybersecurity professionals that support the Federal, State, and Local Governments. In this role, he manages a team of cybersecurity professionals: verifying compliance through certification, audit, and penetration testing; developing security solutions that protect against the latest cybersecurity threats; delivering reliable security services through security and network operations; and providing insights into emerging threats on the Internet.
Prior to this assignment, Mr. Girardi led Business Development and Capture Management for the AT&T federal sector. In that role, he led an organization that explored the needs of federal customers and addressed them by advocating their requirements within AT&T, sourcing expertise and technology from centers of excellence that his team called upon to help develop solutions for federal agencies.
Previously, Mr. Girardi was Executive Director of Engineering at AT&T Government Solutions. In this capacity, he led a nationwide team of engineers who specialized in developing, selling, and delivering integrated IT solutions to the Federal Government. During his tenure, the organization helped Agencies harness converged Internet Protocol (IP), IPv6 and wireless technologies in support of effective business transformation.
Before joining AT&T, Mr. Girardi held an executive position at Qwest Communications where he was responsible for business development for the northeast territory of Qwest Solutions. Prior technical leadership positions at Lucent, Sprint and Rhythms have also contributed to his twenty plus years of Information Technology (IT) experience in both engineering and sales leadership roles.
Mr. Girardi holds a Masters of Business Administration in Finance from Virginia Polytechnic Institute and State University; a Masters of Science in Systems Engineering in Command, Control, and Communications from George Mason University; and a Bachelors of Science in Physics from Virginia Polytechnic Institute and State University.

Joe Green joined Data Networks in 2016 as the Solutions Architect responsible for designing and consulting on the company’s Data Center Optimization and Client Computing solutions, with a focus on data center infrastructure, cloud services, virtualization, data protection, Virtual Desktop Infrastructure (VDI), and managed services. Joe brings more than 20 years of IT industry experience and senior network/systems engineer experience to the position.
Prior to his work at Data Networks, Joe served in various capacities for which he designed, implemented, and managed comprehensive IT strategies and solutions for all business segments. Additionally, Joe served as a Systems Engineer for Dell from 1995-2010, during which time he successfully engineered, deployed, and supported Dell Enterprise products and services. Joe holds multiple accreditations and certifications from the IT industry’s leading manufacturers, including VMware (VTSP), Microsoft (MCPS, MCSA), Dell (Certified SE and Dell Compellent), HP (Expert One for Servers), among many others.

Public Sector represents over 25% of the US economy with challenging opportunities to improve agency/constituent interactions.
Over the years, my enterprise customers have shown appreciation for my ability to improve their business outcomes by leveraging new, sometimes complex technologies into innovative custom solutions. Dieter Klinger

Dieter Klinger

Chief Operating Officer, Department of Technology Services, Montgomery County

Dieter Klinger joined Montgomery County Government in 1998 and is now the Chief Operating Officer for the Department of Technology Services (DTS). Mr. Klinger has over 35 years of experience in Information Technology including senior-level leadership in both the private and public sectors. He oversees day-to-day Enterprise Information Technology and Telecommunications operations for the County Government, including Enterprise systems, such as ERP, MC311, Fibernet, and the 800 MHz radio system. Responsibilities include managing the DTS $50M operating budget, 200 staff, and supporting the Public Safety System Modernization capital improvement program. He has led large initiatives including the implementation of Office 365 and moving to Unified Communications as a Service. Mr. Klinger has a Master of Science in Information Technology from the University of Maryland University College and a Bachelor of Science in Civil Engineering from the University of Maryland at College Park.

In the State of Maryland, NIC operates under a self-funded master contract with the Department of Information Technology. Under the master contract, Maryland has launched more than 130 digital services including the award-winning Maryland Business Express Portal, the State-wide School Bus Mobile Inspection platform and the Maryland.gov portal platform.

Rob is currently the CTO for Dell EMCs Digital Communities focus. In this role, Rob works with state and local government customers across the nation to help these agencies understand how Dell EMC’s broad portfolio of technologies and solutions can help them achieve their goals.
Rob has extensive experience with enterprise data management, content management, and in systems integration design. Most recently, Rob has worked extensively on Dell EMC’s Digital Communities data architecture and public safety solutions. As a subject matter expert and thought leader in this space, Rob speaks at conferences and events sharing current projects, innovations, and advising on strategy.
Rob currently participates as a smart city advisory board member for the City of Austin, TX and the City of San Jose, CA.
Rob has been with EMC/Dell EMC for over 14 years holding previous positions in consulting management and public sector industry marketing. Prior to EMC, Rob worked with several startups as well as Oracle and IBM/FileNet.

Anthony Huey has spent the last 20 years as a communications coach answering this question by studying thousands of executives and the qualities that turn managers into inspirational leaders.
