Government Technology’s passion is helping spread best practices and spurring innovation in the public sector. The Maryland Digital Government Summit is designed to do just that. The summit has an advisory board that gathers public sector and private sector leaders to create an agenda designed to make that passion relevant and actionable to the state and local government organizations attending the summit. Participants tell us they use inspirational keynotes, leadership discussions, networking breaks, and timely topics discussed in the numerous breakout sessions to help advance the goals of their organizations and their own career paths.
Topics Include:
Technology is driving tremendous change, deeply impacting how we will govern in the years ahead. It is increasingly our responsibility as IT leaders to embrace these changes and lay a strong digital foundation for a new era of citizen-centric governance. Although we all face many challenges inherent to government IT, I am confident that together we can find solutions for improving digital services for the citizens we serve. The Digital Government Summit gives us a chance to step away from our day-to-day environment, look to the future and discuss strategies and ideas with our peers and industry experts.

Keynote – Bringing the “It Factor” to ITConcourse Ballroom A/BAnthony Huey, President, Reputation Management Associates (@anthonyhuey) We’ve all met someone with intangible qualities that draw others in and make them say, “Wow!” Some call it charisma, magnetism, or the “It Factor,” but it’s nearly impossible to define. You can’t touch the It Factor, but you can immediately feel when someone has it. Why do some leaders have this seemingly magical presence, while too many of us come across as extraordinarily ordinary? Anthony Huey has spent the last 20 years as a communications coach answering this question by studying thousands of executives and the qualities that turn managers into inspirational leaders. He has discovered that most anyone can attain some level of the It Factor by understanding and changing how they are perceived while at the same time ratcheting up the willingness to influence and inspire those around them. This fast-paced and interactive keynote address provides practical and immediately implementable approaches to bringing the It Factor not just to you personally but to your organization. |

Concurrent SessionsCybersecurity’s Weakest LinkConcourse Ballroom CCan we ever be 100% digitally secure in this age of IoT, cloud, mobility, data-sharing, hacktivism, cyberwarfare, et al? The answer, of course, is no. But at the same time, failure is not an acceptable option for stewards of private information. What can we do to improve the odds? The biggest payoff comes from understanding and shoring up the “human factor.” Much can be gleaned from debacles and near-misses in the public sector. This session takes a no-nonsense look at how, why and where things tend to go wrong – and it’s not necessarily a technology problem. Craig Ano, Government Mobile Innovations Technical Director, Samsung Electronics America Paul Girardi, Assistant Vice President Cybersecurity Engineering and Operations, Global Public Sector, AT&T Artificial Intelligence and What It Means for GovernmentConcourse Ballroom DWhen will human intelligence be replicated by machines? It’s getting closer by the day. When it finally does happen, it might well be the most disruptive technology in the history of the human race. The science of artificial intelligence has had its fits and starts but there are new advancements that bring it several steps closer to mimicking human thought, reactions and abilities. This session offers an introduction to some exciting – and slightly unnerving – breakthroughs and their potential impact on the future of government. Balaji Iyer, Global Business Development Manager, Amazon Web Services Cynthia Matuszek, Assistant Professor of Computer Science and Electrical Engineering, University of Maryland Save the Trees!Coal Harbour RoomGoing paperless has been a declared goal of government for more years than we can count. Great strides have already been made, but it’s time to accelerate the pace. At this stage, it goes way beyond merely implementing electronic records. It’s about combining technology and personnel to create a far more efficient workflow process. This session discusses the latest trends, tools and lessons learned in the mission to streamline government processes. Tim Baker, State Archivist and Commissioner of Land Patents, Maryland State Archives Jon Frey, Program Manager, Employee Productivity Solutions, Montgomery County The Agile TransformationHeathrow RoomConventional project management and software development are deliberate and orderly, emphasizing rigorous specification and planning. Today, however, the pace of development is accelerating, and the drive toward shared services and legacy modernization puts even more strain on traditional methodology. This session looks at current thinking about how, when and why a rapid and agile development approach is the most practical and effective way to go. Concurrent SessionsThe Citizen ExperienceConcourse Ballroom CUber, Amazon, Alexa, Siri, Airbnb – these are just a few of the innovations that have given rise to entirely new paradigms in customer experience. Can government do the same? Absolutely. There’s not really much choice. Sooner or later, it must be done. The good news is that it’s closer and more attainable than one might think. This session looks at innovative tools and strategies that can revamp and revitalize government’s relationship with its citizens. Shonte Eldridge, Deputy Chief of Operations, Office of the Mayor, City of Baltimore Dieter Klinger, Chief Operating Officer, Department of Technology Services, Montgomery County Nancy Schmid, Director of Operations, NIC Maryland Rethinking Shared ServicesConcourse Ballroom DNowadays, no one can reasonably claim that government silos are the epitome of efficiency and economy. But conversely, a concentrated “IT monopoly” might not be the best answer either. It’s all about finding the right balance. “Shared services” might sound like a cliché, but they’re really the only way to make meaningful progress as an enterprise. This session discusses ways to shape a more collaborative environment that is a win-win approach for everyone involved. Ray Herr, Managing Director, Public Sector Advance Communications, Verizon Rosa Lara, Director, Office of Strategy and Management, Office of Administration, Commonwealth of Pennsylvania Data RevolutionCoal Harbour RoomGovernment by nature is in the data collection business, and there is no shortage of information from which to extract valuable insights. The challenge is to reinvent how you leverage the vast amounts of information to get real results. Emerging next-generation tools include predictive analytics, big data analytics, data visualization, cognitive technology and more. This session explores innovative ways to tap your data to drive smarter decisions, faster responses and better service. Fast Track SessionsConcourse Ballroom A/BBlockchain – Closer than It Appears?Blockchain is being called society’s next big transformative technology. What is blockchain? In a nutshell, it’s an incorruptible and transparent ledger of digital transactions. It might not sound exciting, but the possibilities are nearly endless. Entire industries, particularly the financial sector, might very well be turned upside down. This session explains why blockchain will be a game-changer – and sooner than we might think. Jeff Simpson, Blockchain Specialist, Cisco Systems Blockchain and YouIf blockchain is poised to make deep inroads into private industry, it stands to reason that government is next. In fact, this is one area in which government might end up taking the lead. Potential uses include identity management, licensing, financial services, contract management, electronic voting and more. There is a lot to like! This session explores why blockchain is particularly suited to government applications. Andrew Beal, Senior Manager, Advisory, Performance Improvement, Ernst & Young Unified Communications at Last! The state is making a major investment in VoIP, changing out archaic equipment with cutting-edge technology. It’s quite an undertaking. This session answers common questions such as: Who is it for? What are the benefits? How will it affect my organization? What will it take to implement? And when will it be implemented? (Hint: Soon!) Carrie DeBoy, Deputy Chief Information Officer, Department of Information Technology, State of Maryland |
