Government Technology’s passion is helping spread best practices and spurring innovation in the public sector. The Maryland Digital Government Summit is designed to do just that. The summit has an advisory board that gathers public sector and private sector leaders to create an agenda designed to make that passion relevant and actionable to the state and local government organizations attending the summit. Participants tell us they use the inspirational keynotes, leadership discussions, networking breaks, and timely topics discussed in the numerous breakout sessions to help advance the goals of their organizations and their own career paths.

Bronkar has always been fascinated by learning, as both an enthusiastic student and insightful teacher. He has learned musical instruments and languages, crafted beatboxing techniques, and mastered numerous physical skills – even to the point of breaking world records. More impressively, he’s transformed his personal abilities in record time. He applies these skills as a performer, coach, and educator to inspire countless audiences and individuals. A sampling of credits includes touring Europe as ringmaster to a world-renowned circus, teaching at-risk youth to develop the confidence to overcome abuse and addiction, and appearing with Jay Leno on the Tonight Show.
As a peak performance coach, Bronkar has helped clients and audiences to achieve personal breakthroughs and accomplish goals for health, success, and well-being. His one-man variety show continues to be in great demand – everywhere from corporate conferences for Google and Facebook to Disney cruise ships to half-time shows at Madison Square Garden. As a keynote artist and speaker, he delivers an innovative experience using original art forms, personal connection, and applied technology to help others find greatness within themselves.
Over the years, Bronkar’s desire to produce, coach, and collaborate has led him to form multiple performance groups and multimedia-filled theatrical shows. Most recently, Bronkar collaborated with his wife Cyndi Harvell Lee to write the book BAM: Bold Achievement Method, outlining his 6-step process for accelerated learning.

Bill Bott - Featured Speaker

Senior Consulting Partner, Change and Innovation Agency

Bill Bott uses a team approach to tackle organizational challenges, such as strategic planning, process improvement, project management, customer satisfaction, and problem solving. He uses the same tools developed by leading private sector companies to facilitate change from within the organization.  Bill's specialty is in helping to make elements of square pegs fit into the round holes that make up the work we do.

Bill is best known for his role in consolidating the IT functions and staff in the state of Missouri, which saved the state over half a billion dollars in real costs in less than 10 years. For this, Bill was named a GOVERNING Public Official of the Year in 2007, and in 2008 he was recognized as one of Government Technology's Doers, Dreamers, and Drivers. He also received accolades from the American Business Awards for his innovative approach to IT management and was chosen to represent the United States as a young leader by the American Council on Germany.

Bill joined the Change and Innovation Agency in 2009 and now works with public servants across the country. A regular speaker on Project Management, his message of true process improvement before automation is a frequent theme in his writings and in his workshops.

Vice President & Managing Director of Advanced Solutions, Public Sector, Verizon Enterprise Solutions

Craig Bowman is Vice President, Verizon’s Advanced Solutions Division; providing strategy and engineering support for secure cloud initiatives in the Public Sector. Craig speaks internationally on the subject of cyber security and has briefed congressional offices, senators, Olympic Committees and international defense leaders. Verizon is currently considered the most knowledgeable source of cyber-security incidents worldwide through the publishing of the internationally recognized DBIR (Data Breach Investigations Report).
Prior to Verizon, Craig led the Defense and International Security Division of Adobe Systems, a Fortune 500 software and cloud software provider. In that capacity, Craig helped to engineer secure content delivery systems for the most rugged security environments.
In his earlier years, Craig was a software cyber security engineer for the Defense and National Security Industry where he penetrated, tested, built and deployed secure software applications, remotely managed secure IT environments, and deployed and managed secure telecommunication solutions.

Senior Director, State and Local Government East, Oracle Public Sector Technology

Lauren Farese has been at Oracle for the last 20 years bringing Oracle technology to public sector customers. At Oracle, she leads the Account Sales Engineering and Cloud Architect Team for Public Sector State and Local Government in the Eastern US. Over the past 35 years, she has been involved in the planning, development, and implementation of technology solutions for both government, utilities and commercial sector organizations.
Before coming to Oracle, Lauren was a developer, trainer, senior consultant and solution architect at Advanced Data Management, Digital Equipment Corporation and Hewlett-Packard. Lauren is currently a member of the NASCIO Enterprise Architecture and Data Governance committee where she has been part of the team to publish a number of technology briefs. Lauren is also a member of the Smart Cities Council and has spoken at a number of Digital Government Technology Summits on topics including SOA/Integration, Data Warehouse, Data Management, Application and Data Center Modernization, and Cloud.

Janet Grard is the President and General Manager of the Maryland subsidiary of the digital government firm NIC Inc. NIC develops digital government products and services for more than 4500 federal, state and local government partners. In the State of Maryland, NIC operates under a self-funded master contract with the Department of Information Technology. Under the master contract Maryland has launched more than 100 digital services including the award-winning Business Express One-Stop, the State-wide Vehicle Safety Inspection system and the Maryland.gov portal.

Joseph (Joe) Green joined Data Networks in 2016 as the Solutions Architect responsible for designing and consulting on the company’s Data Center Optimization and End User Computing solutions, with a focus on data center infrastructure, cloud services, virtualization, data protection, Virtual Desktop Infrastructure (VDI), and managed services. Joe brings more than 20 years of IT industry experience and senior network/systems engineer experience to the position.
Prior to his work at Data Networks, Joe served in various capacities for which he designed, implemented, and managed comprehensive IT strategies and solutions for all business segments. Additionally, Joe served as a Systems Engineer for Dell from 1995-2010, during which time he successfully engineered, deployed, and supported Dell Enterprise products and services. Joe holds multiple accreditations and certifications from the IT industry’s leading manufacturers, including VMware (VTSP), Microsoft (MCPS, MCSA), Dell (Certified SE and Dell Compellent), HP (Expert One for Servers), among many others.

Chief Information Officer and Director of Information Technology, Maryland Treasurer’s Office

Bryan is the Chief Information Officer and Director of Information Technology for State of Maryland Treasurer’s Office. While at the Treasurer’s Office Bryan has led a two year long campaign to modernize infrastructure with a focus on Security, Efficiency, and Scalability. Haynes is also an adjunct professor at Rockefeller College, University at Albany, developing and teaching courses in cybersecurity. He most recently served as an Associate at Booz Allen Hamilton, leading a team of Strategic and Operational Cyberspace Planners at USCYBERCOM. Haynes is also an active member of the NY Air National Guard as a Cyber Operations Officer assigned to the 222nd Command and Control Squadron focusing on the development of a Cyber Security Operations Center.

Victoria Lewis joined Montgomery County, MD in 2005 and is responsible for dataMontgomery, Montgomery County, Maryland's open data program. Ms. Lewis has over 17 years of experience in Information Technology project management, including project leadership in both the private and public sectors. She oversees the execution and operation of a multi-year, countywide Open Data Implementation Plan. Victoria also managed a financial transparency public/private partnership that has resulted in financial data standards and guided websites used hundreds of governments nationwide. Ms. Lewis holds a bachelor’s degree from the University of Maryland and maintains her PMP certification.

Lead Product Manager, AT&T Public Safety Solutions

Mark Titus, Lead Product Marketing Manager – AT&T Public Safety Solutions, is responsible for product marketing management of AT&T’s ESInetTM service. He also provides continuing product surveillance of emerging public safety technologies such as Text to 9-1-1, Geographic Information Systems (GIS), cyber security and improved location accuracy.
Titus currently represents AT&T on the National Emergency Number Association (NENA) Next Generation Partnership Program (NGPP) committee and previously served on the Federal Communications Commission (FCC) Communications Security, Reliability and Interoperability Council (CSRIC) working groups.
Titus is a seasoned technical and business leader with over 30 years’ experience in design, development and deployment of mission critical solutions. He has received over 25 US patent awards and has provided expert commentary on wireless public safety technology for business and trade media.
He holds a M.S. degree in Telecommunications Management from the University of Maryland and a B.S. degree in Computer Science from Cleveland State University.

5G and the Future of Wireless

The next generation of wireless is still a few years away but now is a good time to start getting familiar with what it will offer and how to prepare for it. Basically, 5G is the solution for dealing with the Internet of Things – millions of sensors and the resulting flood of information. One of the operational trends will be toward a proliferation of “small cells” and “micro towers”, which can only be accomplished with the involvement of local government. This session discusses how and why 5G will be a game-changer.

Legacy App Migration to the Cloud

When dealing with legacy systems and modernization, there are basically three routes to consider: leave it pretty much where it is (in other words, kick the can down the road), “lift and shift” it to the cloud, or go all-in with SaaS. Deciding between the latter two options can be challenging, particularly when the application is customized or homegrown. This session discusses the practicality of migrating apps to the cloud when SaaS might not be the right fit.
