Heather McGowan is an internationally known speaker, writer, and advisor. She prepares leaders to effectively react to rapid and disruptive changes in education, work, and society. In 2017, LinkedIn ranked Heather as its number one global voice for education. Heather’s sessions help employees and leaders alike prepare for and adapt to jobs that do not yet exist. She is often quoted in the media, notably in the New York Times. Pulitzer Prize–winning NYT columnist Thomas Friedman frequently quotes Heather in his books and columns and describes her as “the oasis” when it comes to insights into the future of work. Her academic work has included roles at Rhode Island School of Design, Becker College, and Jefferson University, where she was the strategic architect of the first undergraduate college focused exclusively on innovation. Jim has had a long and successful career in TV and film, including roles in Ron Howard’s Oscar-nominated film Apollo 13, followed by The Grinch and Frost/Nixon. Jim has guest-starred on many television programs: Friends, The Marvelous Mrs. Maisel, This is Us, SWAT, Whose Line Is It, Anyway?, NCIS, Parks & Recreation, and others. His character voices and impressions can be heard in innumerable video games and animated TV shows and films. His YouTube video Shakespeare in Celebrity Voices brought him global attention and led to many opportunities, including America’s Got Talent, where he did his celebrity impressions at Radio City Music Hall. Jim lives in Los Angeles with wife Tamra Meskimen, also an actress and one of the founders of The Acting Center, an acting school in LA which delivers online training. His daughter Taylor Meskimen is an award-winning narrator and actress. His mother is Emmy and Golden Globe award nominee Marion Ross, the iconic “Mrs. C” of Happy Days fame.

Dan Andrews is the General Manager of InforME, a collaborative effort between the State of Maine and NIC Maine, responsible for the management of the Maine.gov portal and hundreds of online services. Dan has been a member of InforME for over 14 years. Prior to his role as General Manager, Dan filled the roles of developer, project manager and Director of Operations. A product of the Great State of Maine, Dan resides in the central Maine area where he enjoys spending as much time outside with family as social distancing protocols will allow.

Nick Battista

Senior Policy Officer, Island Institute

Nick is the Island Institute’s in house lobbyist and he provides strategic policy support for work across the organization. He also leads the organizations Strategic Partners team.
Nick is the Chair of the ConnectMaine Authority, Maine’s statewide broadband authority and he on the Governance Committee for the Maine Broadband Coalition. He is a member of the Maine Climate Council’s Coastal and Marine Work Group.
Prior to becoming the Senior Policy Officer, Nick spent six years as the Marine Programs Director at the Island Institute. Nick has JD from Roger Williams University School of Law, a Masters in Marine Affairs from the University of Rhode Island and went to Colby College. He is also on the board of the Maine Island Trail Association. Nick, his wife Meredith, and young daughter live in Camden.

Phil Bertolini

Vice President, Center for Digital Government

Phil Bertolini is vice president of the Center for Digital Government, a national research and advisory institute on information technology policies and best practices in state and local government. Previously, he served as deputy county executive and CIO for Oakland County, Michigan. During his 31-year tenure, Phil built a world-class IT organization in the second-largest county in Michigan, just north of Detroit. As Oakland County CIO, he oversaw more than 150 employees serving over 1.2 million residents. In 2005, he was also promoted to deputy county executive, holding dual positions until his retirement. Phil’s efforts earned the county national attention, winning numerous awards for technology innovation and excellence. He was named Governing Magazine’s Public Official of the Year and Government Technology Magazine’s Top 25 Doers, Dreamers & Drivers. He was also honored by the President Obama White House as a Champion of Change.

Training Coordinator, Maine CITE Program

John Brandt is the Training and Operations Coordinator for the statewide Maine CITE Program located at the University of Maine Augusta. Maine CITE is the Assistive Technology (AT) Act program for the state of Maine, created by Congress in 1989.
Providing information and training on assistive technology as well as accessibility, Maine CITE also manages AT4Maine.org, the online AT equipment demonstration and loan for the state. In addition, Maine CITE administers the Maine Accessible Educational Materials (AEM) program for the Maine Department of Education providing resources and training to ensure educational materials are accessible to all students.
A native of Brooklyn, NY, John holds a masters in school and educational psychology and has advanced training in clinical neuropsychology. He has worked as a school psychologist, college professor, administrator and eventually in the area of accessible website development and design. He began working as a consultant with Maine CITE in 1999 and became a full-time staff in 2014.

Chief Information Officer, State of Maine

Fred Brittain is the Chief Information Officer for the State of Maine. He was appointed CIO for the State in April 2019 after 25 years with the University of Maine System. During his tenure with the University, Fred served in many roles within and outside technology including Chief Operating Officer for the University of Maine at Farmington.
Throughout his career, Fred has developed a focus on aligning organizational technology strategies and service delivery, development and execution of strategic plans, and maturing organizational cultures through a focus on partnerships. Designing mechanisms for an inclusive approach to technology governance and strategy has been a cornerstone of his methodology.
Fred is fervent in his belief that an organization can only be as strong as its people and is intentional in his practice of developing future leaders through providing opportunities for growth, as well as engaging in formal and informal mentorship. He has served as president on multiple non-profit boards providing support and programming for children and under-served populations.

Susan Corbett

Founder & Executive Director, National Digital Equity Center

Ms. Corbett is a preeminent authority and advocate for digital equity and digital inclusion, and works closely with economic development and rural organizations to promote broadband adoption.
In the fall of 2017, Ms. Corbett founded and launched the National Digital Equity Center, collaborating with local and global change makers, relentlessly driving disruptive strategies to close the digital divide in Maine and across the United States. Ms. Corbett is the Director of the National Digital Equity Center.
Ms. Corbett is the former Chief Executive Officer of Axiom Technologies, a provider and advocate of fast, affordable, and reliable broadband services for rural communities. In 2005, Ms. Corbett joined Axiom Technologies as Chief Financial Officer. Under her leadership, the telecommunications company designed and constructed more than 100 access points connecting more than 2,500 square miles in one of America’s roughest terrains — rural Maine. She has written and managed numerous grants for broadband development and adoption.
Ms. Corbett is a public speaker, educator, and advocate who is dedicated to providing broadband access, digital equity and digital inclusion to rural communities everywhere.

Alan is Executive Vice President of e.Republic and Publisher of Government Technology magazine and Techwire. In this role, Alan is involved in the annual production of dozens of events as well as the strategic direction for Governing, Government Technology, Emergency Management, the Center for Digital Government and the Center for Digital Education. Alan is also the senior executive that has overall charge of e.Republic’s research organization which includes, custom research, the Digital Government and Digital Education Navigator tool and the Content Studio (webinars and custom content).
Alan has been a guest lecturer at universities and a frequent speaker for key government and industry organizations. For over 35 years, Alan has worked with industry, education and government officials to help them better understand the importance and use of information technology. Alan received his Bachelor of Science degree in Business Administration at California State University, Sacramento.

Otto Doll

Senior Fellow, Center for Digital Government

As the Minneapolis CIO for seven-plus years, Otto Doll was responsible for all city IT services. He also served as South Dakota’s CIO for 15 years with responsibility for all state government computing, telecommunications, radio and public broadcasting. While with IT research firms, Otto has advised Fortune 1000, federal, state and local government CIOs on information technology assessment and alignment to business needs. He has served as a director with the United States General Services Administration, developing information technology strategic plans and oversight policy.
Otto received his computer science degree from Virginia Tech and is a senior executive fellow of the Kennedy School of Government, Harvard University. He is a past president of NASCIO – a national organization of state CIOs. He also is a past president of the Metropolitan Information Exchange (MIX) – a national organization of city and county CIOs. Otto was named to Government Technology's 2004 Top 25 Doers, Dreamers and Drivers.

Kirsten Figueroa is the Commissioner of the Maine Department of Administrative and Financial Services (DAFS). In her role as Commissioner, Kirsten is responsible for the development of the State of Maine's biennial budget, coordinating the financial planning and programming activities of state agencies, overseeing the administration of tax laws, directing technology services and infrastructure, advising the Maine Legislature on the financial statutes of state government, and the recruitment and retention of one of Maine's largest and most diverse workforces.

John Forker

John Forker

Chief Information Security Officer, University of Maine System

John Forker is the Chief Information Security Officer for the University of Maine System. In this capacity, which he has served for more than 10 years, he is responsible for the cybersecurity prevention, detection, and response for all Maine public universities. He leads a small team that develops policy, provides training, assesses risk, responds to security incidents, supports a number of compliance programs, and provides consultation on various cybersecurity issues.
John has worked for the University of Maine System for nearly 25 years in a number of IT capacities as a director or associate director. Prior to joining the University of Maine System, John was a communications-computer officer in the United States Air Force. Having served in a variety of locations and positions, he culminated his career as the Communications Squadron Commander (Director of Communications and Computing) at Malmstrom Air Force Base in Montana.
John completed his Bachelor’s Degree in Business Administration at the University of Oregon and has a Master’s Degree in Computer and Information Resources Management from Webster University. He holds a CISSP certification.

Daniele Loffreda is marketing lead for Ciena’s Virtualized Edge Solution State/Local Government and Education (SLED) and Healthcare in Ciena’s Solutions Development organization. In this role, he leads Ciena’s initiatives applying next-generation networking technologies to help these sectors deliver higher quality experiences to their constituents through disruptive technologies, optimized cloud strategies, virtualized infrastructure and improved data security.
Daniele has more than 25 years of experience helping customers leverage information, communications and technology solutions to provide greater value, streamline their operations and generate higher returns on network investments. In addition to his role at Ciena, Daniele has worked in pioneering roles at AT&T, Sprint and Fujitsu. He has presented at numerous industry conferences and published articles and posts on next-generation network connectivity as a critical foundation of enterprise transformation.

Chair, Maine Connectivity Authority

Tim Schneider is General Counsel for Tilson. He was appointed to serve as the Chair of the Board of the Maine Connectivity Authority, and confirmed by the Maine Legislature in July of 2021. Prior to joining Tilson, Tim led the Maine Office of the Public Advocate, the independent state agency that represents Maine utility customers. As Public Advocate, Tim served on the Executive Committee of the National Association of Utility Consumer Advocates and played a central role in setting Maine’s energy and telecommunications policy, with particular focus on ensuring that electricity bills were affordable for low income electricity customers, expanding access to broadband, and developing forward-looking distributed generation policy. He is a graduate of Harvard University and New York University School of Law.

Teri Takai is vice president of the Center for Digital Government, a national research and advisory institute on information technology policies and best practices in state and local government. She worked for Ford Motor Company for 30 years in global application development and information technology strategic planning. From Ford, she moved to EDS in support of General Motors. A long-time interest in public service led her to the government sector, first as CIO of the State of Michigan, then as CIO of the State of California and, subsequently, the CIO of the U.S. Department of Defense, the first woman appointed to this role. She then served as the CIO for Meridian Health Plan.
Teri is a member of several industry advisory boards. She has won numerous awards including Governing magazine’s Public Official of the Year, CIO Magazine’s CIO Hall of Fame, Government Technology magazine’s Top 25 Doers, Dreamers & Drivers, the Women in Defense Excellence in Leadership Award and the Department of Defense Medal for Distinguished Public Service.
