Citizens and businesses demand more digital services and speedier processes. Where and how we work continues to evolve. Federal dollars are flowing in and it creates an even greater expectation on our ability to deliver. Former Executive Vice President at Walt Disney World Resort

Lee Cockerell is the former Executive Vice President of Operations for the Walt Disney World® Resort. As the Senior Operating Executive for ten years Lee led a team of 40,000 Cast Members and was responsible for the operations of 20 resort hotels, 4 theme parks, 2 water parks, a shopping and entertainment village and the ESPN sports and recreation complex in addition to the ancillary operations which supported the number one vacation destination in the world. One of Lee’s major and lasting legacies was the creation of Disney Great Leader Strategies which was used to train and develop the 7000 leaders at Walt Disney World. Lee has held various executive positions in the hospitality and entertainment business with Hilton Hotels for 8 years and the Marriott Corporation for 17 years before joining Disney in 1990 to open the Disneyland Paris project. Lee has served as Chairman of the Board of Heart of Florida United Way, the Board of Trustees for The Culinary Institute of America (CIA), and the board of the Production and Operations Management Society. In 2005, Governor Bush appointed Lee to the Governor’s Commission on Volunteerism and Public Service for the state of Florida, and he served as Chairman of the Board. Lee has written multiple books and numerous articles. He regularly delivers leadership and service excellence workshops and consults for organizations around the world as well as for the Disney Institute.

Secretary of State, State of Maine

Secretary of State Shenna Bellows is Maine’s 50th Secretary of State, sworn into her first two-year term in the position on Jan. 4, 2021. Secretary Bellows is Maine’s first female Secretary of State. Secretary Bellows previously served two terms in the Maine Senate from 2016-2020, representing 11 towns in southern Kennebec County. In the Maine Senate, she served as Senate Chair of the Labor and Housing Committee and served on the Judiciary Committee. She was a 2020 presidential elector in the Electoral College. Secretary Bellows most recently led the Holocaust and Human Rights Center of Maine as executive director from 2018 to 2020. Previously, she owned Bellows & Company, a non-profit consulting business, where she worked with organizations such as the Sierra Club’s Maine Chapter, Consumers for Affordable Healthcare and the Maine Women’s Lobby. She also served as interim executive director of LearningWorks. In 2014, Secretary Bellows was the Democratic nominee for United States Senate in Maine. From 2005 to 2013, Secretary Bellows was executive director of the American Civil Liberties Union of Maine. She was a member of the first Right to Know Advisory Committee and the Maine Freedom of Information Coalition. She served on the Executive Committee of the 2009 and 2012 ballot campaigns to pass marriage equality in Maine, and co-chaired a successful 2011 statewide ballot campaign to restore same-day voter registration. She was an original member of the Committee for Ranked Choice Voting. Currently, Secretary Bellows is serving on the National Association of Secretaries of State (NASS) Elections Committee, Cybersecurity Committee, Awards Committee, and International Relations Committee. She was a member of the bipartisan 2021 NASS Task Force on Vote Verification. She also serves as the Co-Chair of the NASS Business Services Committee. She is also serving as co-chair of The Council of State Governments (CSG) 2021-2022 Healthy States National Task Force Civic Health Subcommittee. Additionally, she is a member of the University of Maine at Augusta Board of Visitors. Secretary Bellows grew up in Hancock and is a graduate of Ellsworth High School. She holds a B.A. in International Politics and Economics from Middlebury College. She volunteered with the Peace Corps in Panama and AmeriCorps VISTA in Nashville, Tennessee. Secretary Bellows lives with her husband, Brandon, in Manchester.

Bob is currently the Associate Director for Technology and Support for the Maine Department of Health and Human Services, Office of Child and Family Services. In this role, his responsibilities include: The oversight and management of the State’s new Comprehensive Child Welfare Information System, the legacy SACWIS system, the Child Care Services Management System, and the Children Behavioral Health Services Information system, as well as the Quality Assurance and Improvement program, the ICPC Unit, the Data Management Unit, and the Information Services Unit. As a member of executive management, Bob also provides leadership and expertise in Program and Service Development, Procurement and Contracting, and Budgeting and Finance, including Title IV-E Program Administration. In his 20 years working in the Office, Bob has collaborated across Departments and Federal Agencies and with outside Universities, Organizations, and States to improve outcomes for the families and children of Maine through the use of data to inform decision making, the support of research initiatives for system improvement, and through the development and implementation of innovative practices.
Bob is an experienced leader in strategic planning and execution, project management and implementation, State and Federal funds management, and systems and data management in support of Maine’s children and families.

Chris Boudreau is the Director of Enterprise Data Services at MaineIT where he specializes in Data Analytics services, Data Integration services and all things Oracle. Formerly the Director of the Center for Workforce Research and Information (CWRI) at the Maine Department of Labor, Chris has been nationally recognized for his development work on statistical systems, leveraging data visualizations to convey labor market data on CWRI’s website and for his work on longitudinal outcomes research. He was a member of the US Bureau of Labor Statistics Labor Market Information Oversight Council and the Sigma Class of Leadership Maine.

Ken possesses an extensive background in many industries, as well as in various business functions to include: operations, technology, finance, information risk management, regulatory compliance, auditing, portfolio and program management, procurement, planning, continuous improvement, sales, and marketing,. He served 21 years in the Unites States Air Force as an Intelligence Officer in a variety of Intelligence disciplines. Ken joins Maine IT from Maine Department Of Labor where he served as the Information Security Manager and Freedom Of Access Act Officer.

Grew up in Houlton, Maine and attended Houlton High School.
1992 attended University of Maine at Presque Isle where he received a degree in Criminal Justice.
Joined Maine State Police in 1997 and patrolled in Washington and Aroostook Counties. Became certified in Crash Reconstruction in 2000 and moved to Augusta in 2004 to join the Traffic Safety Unit as the state’s only full time Crash Reconstruction Specialist.
In 2009 was promoted to Sgt., overseeing the Crash Analysis Unit and the State of Maine Crash Reconstruction Program.
Certified in Crash Reconstruction, Forensic Mapping, Event Data Recorders, and motor vehicle inspection mechanic performing post-crash inspections. FAA Certified Remote Pilot and oversees the State Police UAV program, which was implemented in 2017. Certified instructor for Microsurvey IMS 360 CAD program and has taught numerous forensic mapping and crash reconstruction classes nationwide. Sgt. Foster is also the Commander of the Maine State Police Incident Management Team.

He is currently a contributor to TheHill.com on matters of cybersecurity, national security and intelligence in addition to his national news appearances. Previously, Morgan was a senior advisor in the U.S. State Department Antiterrorism Assistance Program and senior law enforcement advisor for the 2012 Republican National Convention. In addition to 18 years in state and local law enforcement as a highly decorated state trooper and detective, Morgan has developed solutions in defense, justice and intelligence for the largest technology companies in the world including Cisco, Alcatel-Lucent/Bell Labs, Unisys and SAIC.

Clarence Young joined the State of Maine as the Systems Group Manager at the Maine Office of GIS in 2020 where he directs the daily operation of Maine’s Enterprise GIS systems and services. His more than 25 years of mapping and GIS experience is used to guide the support of more than 1000 GIS users spanning Maine’s agencies and service organizations with web, mobile and desktop applications and connected database systems that enable spatial analytic tools and mapping solutions. Since joining the organization Clarence has guided the enhancement of IT systems delivering geospatial content developed and shared by Maine’s agency teams and the Maine GeoLibrary Board with access intended to inform decisions, deliver services, and otherwise enhance and support the lives of Maine citizens.
After obtaining a BS degree in Civil Engineering from the University of Maine, Clarence, a Maine native, worked at the James W. Sewall Company for 25 years becoming a geospatial data and systems expert working with natural gas and telecommunication companies, state and local governments, emergency dispatching and response agencies and other organizations across North America. His experience includes developing IT systems, mapping and other geospatial content used to design, build and maintain assets that deliver products and services supporting customers and communities across the nation. Clarence has served on many geospatial industry boards and committees over the years. His work has been recognized within industry publications and he has received service awards from the Army Corps of Engineers, American Gas Association, and Midwest Energy Association. He currently represents the State of Maine as a member of the National States Geographic Information Council.
