Overview

Government Technology’s passion is helping spread best practices and spurring innovation in the public sector. The Maine Digital Government Summit is designed to do just that. The summit has an advisory board that gathers public sector and private sector leaders to create an agenda designed to make that passion relevant and actionable to the state and local government organizations attending the summit. Participants tell us they use inspirational keynotes, leadership discussions, networking breaks, and timely topics discussed in the numerous breakout sessions to help advance the goals of their organizations and their own career paths.

A message from our Keynote Speaker

It is my great honor to welcome you to this year’s Maine Digital Summit – this will be our 16th Summit! And while many of the sessions will feature new and innovative topics such as SaaS, IoT, artificial intelligence and virtual reality, traditional topics like workforce, cyber security, and legacy modernization have become annual critical subjects. The Summit also always provides the opportunity to network, the chance to hear industry experts, and the ability to visualize the future together. We have had great response from attendees in the past, both on the timely topics and the knowledgeable speakers; I believe this year’s event will continue that tradition of excellence. I look forward to seeing you at the Augusta Civic Center on September 25 for the Maine Digital Summit.

Thurl Bailey - Keynote

Inspirational Speaker & Retired Professional Basketball Player

From the youth to the corporate world, Thurl Bailey inspires others to win whatever the odds or disappointments. Master storyteller and accomplished speaker, he inspires companies and individuals to focus on what matters most; to persevere, build winning teams, encourage peak performance, develop leadership, and discover opportunity in change.
Twice Thurl has led teams from far behind to win national championships. His most recognized title was the 1983 North Carolina State Wolfpack team which beat the famed University of Houston (Phi-Slamma-Jamma) Cougars, featuring Hakeem Olajuwon & Clyde Drexler. That nation championship game was voted top 2 finishes of all time of any sporting event. That incredible season was the subject of ESPN’s 30 for 30 entitled, “Survive and Advance”. Because of his outstanding leadership skills and the quality of his character, as well as his impressive basketball skills, Thurl was drafted by the Utah Jazz as the 1983 7th overall pick of the N. B.A. Draft. Thurl spent twelve of his sixteen-year professional basketball career in the N. B. A., and four years playing overseas, in Italy and Greece. His courtesy and integrity both on and off the court and his strong sense of community service have led to numerous civic awards and earned him the nickname "N.B.A.'s Mr. Nice Guy".
When you meet Thurl Bailey you first notice a tall (7' 0") athlete. But he is a man of as much depth as height. Thurl is a gifted inspirational singer and songwriter. His first album, "Faith In Your Heart", released in 2000 was a best seller.
His other awards include the N. B. A.'s prestigious J. Walter Kennedy Community Service Award, the Utah Association for Gifted Children Community Service Award, Sigma Gamma Chi Fraternity's Exemplary Manhood Award, The Great Salt Lake Council of the Boy Scouts of America's American Champion Award, and the Italian League's 1998 All Star Games' Most Valuable Player.
Thurl leads a busy life as a professional speaker, singer/songwriter, businessman, community advocate and television game analyst for the Utah Jazz. A devoted family man, he and his wife Sindi live in Salt Lake City, Utah with their two youngest children.

Chief Economist, Department of Labor, State of Maine

Glenn Mills is the chief economist in the Maine Department of Labor’s Center for Workforce Research, which collects and disseminates workforce data on employment, unemployment, and wages. He develops workforce forecasts, provides staff support to the Consensus Economic Forecasting Commission, and works with a wide range of customers to provide context to the dynamics of the economy in light of often-contradictory indicators.

Jeremiah Bartlett

Jeremiah Bartlett

Transportation Systems Engineer, Department of Public Works, City of Portland

Jeremiah Bartlett is the City of Portland's Transportation Systems Engineer and manages the Transportation Engineering group at Portland's Department of Public Works. He began his career in the private sector, first with transportation impact studies for mixed-use urban projects in the Boston area, and later with transportation planning studies throughout Maine.
Jeremiah currently oversees planning and programs for Portland's transportation infrastructure, ranging from street design to sidewalk to signal design to multi-modal design projects. As part of this work, he is actively involved with a number of City initiative, including the deployment of adaptive signal technologies and the introduction of Highly Autonomous Vehicles in Portland's urban core, likely in 2019.
Jeremiah lives in Auburn with his wife, the Reverend Sara Bartlett and Joshua and Tristan, where he is the Vice Chair of the Lewiston-Auburn Complete Streets Committee.

Melissa Boudreault

Vice President, New England, CGI

As Vice President for Consulting Services, Melissa works with commercial, state and local clients in the development of innovation and transformation strategies, including roadmaps, technology design and business architecture.
Melissa advises decision-makers, commercial clients and state agencies on best practices and implementation strategies for technology solutions with a focus on incremental modernization, interoperability, user experience and policy implementation, as well as emerging technology trends. She has extensive expertise in Health Care and Information Technology, and has focused throughout her career on the intersection of IT and program design. She has led efforts to use a blend of business architecture and IT to transform a number of key areas, including digital transformation, system modernization and user experience.
Prior to joining CGI Melissa created Dell’s State HIT practice, where she advised agencies, legislators and advocates on the ACA and technology strategies. She is also a founder of Massachusetts's Commonwealth Health Insurance Connector. She focused on the policy, regulatory and IT solutions required for the implementation of the precursor for Medicaid expansion under the ACA, Commonwealth Care. Melissa has designed and implemented a number of systems in operations in organizations as diverse as the Dana Farber Cancer Institute, BBN Technologies, and The Carter Center in Atlanta.
She has a Masters Degree in History from Boston College and undergraduate degree from Simmons College.

Andrew Laing

Chief Data Officer, Agency of Digital Services, State of Vermont

Andrew serves as the State of Vermont’s Chief Data Officer under a newly-created Agency of Digital Services. In this role, he oversees the broad range of data management functions across the State and is helping the State unlock the power of its rich data assets through governance, integration, and intelligence efforts. Before taking on this role, Andrew directed the Systems Engineering team for Vermont's Health and Human Services agency and developed strategic, operational, and information architecture that drove IT and business change projects. He is trained as an electrical engineer, lives in Burlington VT with his three kids, loves the outdoors and gardening, and even roasts his own coffee!

Charlie is a Principal in BerryDunn’s Government Consulting Group and leader of the firm's State Government Consulting practice area. Over the last 25 years, Charlie has led independent consulting project teams primarily serving the needs of state government clients. Charlie specializes in large scale system planning, system selection, project management, and IV&V projects. Charlie has recently been involved in the development of data governance programs for Health and Human Service Departments in Vermont and Michigan. When he’s not overseeing projects, Charlie enjoys spending time with his family on their horse and blueberry farm in Maine.

Veteran’s Program Manager, Bureau of Employment Services, Department of Labor, State of Maine

Auta Main is the Veterans Program Manager for the Maine Dept of Labor’s Network of CareerCenters, where she has been employed since 2006. Prior to coming to work for the State of Maine, Auta was the Executive Director of the TimeBanks USA Network and Maine Time Banks in Portland, Maine for 8 years. She has a bachelor’s degree in business and has owned, operated and sold two small businesses in Southern Maine. Her previous work included facilitation of employment, training and entrepreneurship programs for women and minorities at the Maine Centers for Women Work and Community (now New Ventures Maine). Early in her career, Auta also spent 4 years in the USAF, where she was trained as a Russian Linguist.

Colonel Mike Pooler

Director, Maine National Guard Human Resources Office

Mike graduated from Brewer High School in 1982. He earned is Bachelors of Science in Secondary Education and was commissioned an Infantry 2nd Lieutenant from the University of Maine at Orono in 1986. He taught social studies at Houlton High School until 1992 then began his full time employment with the Maine Army National Guard in 1993.
He held various command and staff assignments in the 1st Battalion, 152nd Field Artillery, Maine Army National Guard, to include battalion commander until the fall of 2007. After command, Mike volunteered for deployment to Afghanistan as an embedded training team chief. After training at Ft Riley, Kansas, he arrived in Zabul province where he led a team of 12 Soldiers which trained a 500 man Afghan infantry battalion, where much of the training occurred during combat operations. He redeployed stateside in December of 2008 and became the Maine Army National Guard’s Deputy Director of Personnel. He currently is the Director of Human Resources. Mike earned a Masters of Business Administration from Thomas College in 2000 and a Masters of Strategic Studies from the US Army War College in 2013. His awards include the Bronze Star and Combat Action Badge.

How those 5 words changed my life!

How can we best discover how much potential we have as individuals and then use that potential collectively to win as a team? The answer may lay in our past.

Professional speaker, broadcast analyst for the Utah Jazz and University of Utah, an actor, and an award-winning singer/song writer, Thurl Bailey attended North Carolina State University and was a key player in the 'Wolfpacks' miracle run to the 1983 NCAA Championship. That same year, Thurl led NC State in both scoring and rebounds. The Utah Jazz drafted Thurl in 1983 as the 7th pick of the draft. Jazz management reported that he was selected for the quality of his character, as well as the quality of his game. This was the beginning of 16 years of playing professional basketball – 12 of those years in the NBA.
