Overview

Government Technology’s passion is helping spread best practices and spurring innovation in the public sector. The Maine Digital Government Summit is designed to do just that. The summit has an advisory board that gathers public sector and private sector leaders to create an agenda designed to make that passion relevant and actionable to the state and local government organizations attending the summit. Participants tell us they use the inspirational keynotes, leadership discussions, networking breaks, and timely topics discussed in the numerous breakout sessions to help advance the goals of their organizations and their own career paths.

It is my privilege once again to invite you to this year’s Maine Digital Summit – this will be our 15th summit. As past attendees know, this is a tremendous opportunity to network, to learn, to think about the future through the lens of technology; and our eRepublic hosts always get us thinking with great, nationally-known speakers. Each year at the summit, it seems there is more to review, talk about, consider – from new Cyber Defense approaches, to wearable computers, to IoT, to advances from 3d printing to artificial intelligence. The Summit is a great opportunity to think how those changes will impact government services. We probably all know what IBM President Tom Watson said in 1943: “‘I think there is a world market for about five computers”. Well, we live in a different world now. Come and join us on October 24th in Augusta, and we will work together to envision the present and the future.

Senior Intel Program Manager, Center for Internet Security (CIS), Multi-State Information Sharing and Analysis Center (MS-ISAC)

Stacey A. Wright is the Senior Intel Program Manager at the Center for Internet Security (CIS), where she runs the Intel Team for the Multi-State Information Sharing and Analysis Center (MS-ISAC). The Intel Team focuses on providing strategic, operational, and tactical cyber threat intelligence on state, local, tribal, and territorial government cyber issues, and is dedicated to providing comprehensive, actionable intelligence analysis. Prior to her employment at CIS, Stacey was the Cyber Intelligence Analyst for the Federal Bureau of Investigation (FBI) Albany Division, where she was responsible for coordinating the local cyber intelligence program, and served as the FBI's liaison to the MS-ISAC. Stacey began her career as an Information Systems Specialist for a city's Emergency Communications and Fire Departments. She received her Bachelor of Science in Criminal Justice from Northeastern University in 2000, and her Master of Business Administration from the University of Massachusetts, Boston, in 2005. She is a formally trained Intelligence Analyst, a national speaker on cybercrime. In addition to her work at CIS, Stacey teaches two graduate cybersecurity and threat intelligence classes at the State University of New York.

Raymond Albert, Ph.D.

Program Coordinator for Cybersecurity and COS-related degree programs and Professor of Computer Science, University of Maine Fort Kent

Ray is Professor of Computer Science at the University of Maine at Fort Kent (UMFK), Program Coordinator for the Computer-related degree programs at UMFK, and has served as Director of the Maine Cyber Security Cluster (MCSC) at the University of Southern Maine (USM).
Ray previously served as Chair of the Division of Natural and Behavioral Sciences at UMFK during which time he orchestrated the effort to achieve program accreditation under the auspices of the International Assembly for Collegiate Business Education (IACBE). Regionally, he successfully orchestrated and led a multi-campus initiative to attain National Security Agency (NSA)/Department of Homeland Security (DHS) recognition of the distributed University of Maine System Center of Academic Excellence in Information Assurance and Cyber Defense Education. He now serves as a reviewer program reviewer for other institutions seeking recognition. Ray has also served the New England Association of Schools and Colleges (NEASC) Commission on Institutions of Higher Education (CIHE) as an on-site evaluator for higher education institutions in New England.
In 2007, both chambers of the Maine State Legislature passed a legislative sentiment recognizing his work in higher education in the St. John Valley. The proclamation was sponsored, and later presented to Albert, by Fort Kent area Representative Troy Jackson and Senator John Martin. Ray's industry experience includes serving NASA – Johnson Space Center as a Software Quality Assurance engineer on its Space Station Freedom Project, Macro Development Corporation as a software developer, and QualityQuest, LLC as a CEO.

David Beidelman

David Beidelman

Senior Security Architect, Security Practice, SHI International

Dave is a consulting leader with a proven record of increasing operational efficiencies, controlling project costs/timeframes and implementing/maintaining technology initiatives to support business objectives. David brings 25-plus years of experience in security architecture design, systems development, project management, training and education, implementation and deployment.
Mr. Beidelman comes to SHI from Catholic Health East where he was responsible for designing and delivering technical vulnerability assessments and penetration tests, computer forensic investigations, incident handling, and security systems design. Prior to joining Catholic Health East, David successfully launched a security consulting practice at IntegraOne to provide security design and analysis services to K-12 school districts and public sector service organization. Before IntegraOne, Mr. Beidelman spent almost 6 years working as part of Lucent Technologies in various technical roles, including: systems engineer, security architect, incident handler and risk management.
At SHI, David has lead customer projects in the areas of Data Loss Prevention, encryption, Security Information and Event Management (SIEM), architecting high availability security solutions, redesigning complex logging and reporting environments, firewalls, proxy systems, IPS/IDS, email filters, VPN, secure authentication/authorization, biometric multi-factor authentication, application security, identity management and risk management. David also developed SHI’s Industrial Control SCADA Discovery and Assessment program that detects weaknesses and vulnerabilities within manufacturing and utility customers with almost zero risk of adverse Impact.

David Demers, Ph.D.

Chief Information Officer, University of Maine System

David Demers is the Chief Information Officer for the University of Maine System. As CIO, he oversees the unified University Services Information Technology unit responsible for providing comprehensive technology, systems and infrastructure support for all of the campuses in the University of Maine system. Prior to his appointment with the University of Maine System, he served as CIO and Vice President for Enrollment, Marketing and Communications at SUNY Buffalo State College where he led a collaborative division responsible for information services, enrollment management and college relations. Dr. Demers also served as Chief Operating Officer for The American Women's College Online at Bay Path University where he managed the development of the innovative S.O.U.L. (Social Online Universal Learning) learning environment. Prior to this, he was Vice President for Academic and Administrative Technology at Bay Path College from 2009-2013 where he provided strategic vision and oversight of technology resources to support teaching and learning, student information systems, telecommunications and business systems. Demers has focused his career on the effective use of technology to enhance teaching and learning as a research topic and helped develop and deliver online programs at the University of Hartford (1999-2001), the University of Connecticut (2001-2005) and Sacred Heart University where he served as Director of Instructional Technology and Online Learning (2005-2009). Demers has a long history of scholarship having published articles in the International Journal on E-Learning, Family Medicine and Gene as well as textbooks and electronic resource guides for W.W. Norton & Co. and Allyn & Bacon. He has also been an active participant in and presented at Educause Annual Conferences and NERCOMP regional conferences. Demers completed his B.S. and Ph.D. at the University of California at Riverside where he pursued research interests in the field of Cell and Molecular Biology.

Joshua Karstens is currently Director of the Project Management Office (PMO) and Business Process Management (BPM) for the State of Maine. As PMO Director, he develops and implements PMO processes and policies and directs project management staff. He works with other State Agency leaders to define, prioritize and develop projects and programs and helps ensure they meet organization goals and requirements. As BPM Director, he leads a team responsible for business process optimization throughout State Agencies allowing for greater efficiencies, effectiveness and adaptive to change. Josh is a major proponent for Agile methodologies and has contributed to many Information Technology Government organizations and magazines regarding public sector adoption of Agile. He holds a MBA and Masters in Project Management.

Patel is an IoT industry veteran of 8 years. As a Senior. Manager of Product Management for US Cellular IoT products, Patel is responsible for driving innovation and developing an extensive IoT product portfolio and building a solid IoT business. In this role, he manages the overall IoT business, product portfolio and building an eco-system to deliver innovative customer solutions
Prior to joining US Cellular in 2015, Patel held a variety of executive, technical and leadership positions with industry pioneers that included Sixnet, Redlion, ADC, Motorola, T-Systems, and Lucent Technologies. In these positions, he managed large teams who worked closely with customers and product divisions to define business needs and requirements, resulting in the development of new business initiatives, revenues and markets via end-to-end customer solutions and broader market leading product portfolios.
Patel holds a Bachelor of Science Degree in Electronics Engineering Technology from DeVry Institute of Technology, a Master of Science in Computer Science degree from the Illinois Institute of Technology, and an MBA from DePaul University.

Nate has served as Engagement Director for Live and Work in Maine since the initiative's founding in late 2015. Nate focuses on building partnerships and managing a year-round marketing campaign to increase the number of people who choose to Live and Work in Maine, by promoting the employer community and specific job opportunities therein through their job board.
In early 2017, Nate co-founded Flight Deck Brewing on the redeveloped Brunswick Naval Air Station (now called Brunswick Landing) in Brunswick, Maine to provide the kind of employment and community connection opportunities Live and Work in Maine seeks to enable across the State. Remote sensing technology is changing the world!

Through Global Positioning System technology and sensors, IoT has enabled public employers to track their employees.
