Former Commander, US Navy

Mary Kelly is a graduate of the United States Naval Academy and spent over twenty years on active duty in intelligence and logistics. She retired from the Navy as a commander. She has master’s degrees in history and economics, and a PhD in economics. Mary has more than twenty years combined teaching experience at the Naval Academy, Air Force Academy, and Hawaii Pacific University. She has extensive experience in business coaching, management, economics, government, organizational leadership, communication, organizational growth, teamwork, strategic planning, human resources, customer service, time management, and project development. Mary has written thirteen books on leadership, productivity, business planning, and personal finance to help people and organizations at all levels. Mary Kelly has published more than 500 articles and is a frequent guest on media programs. She was inducted into the Speaker Hall of Fame in 2020.

Lee Cockerell is the former Executive Vice President of Operations for the Walt Disney World® Resort. As the Senior Operating Executive for ten years Lee led a team of 40,000 Cast Members and was responsible for the operations of 20 resort hotels, 4 theme parks, 2 water parks, a shopping and entertainment village and the ESPN sports and recreation complex in addition to the ancillary operations which supported the number one vacation destination in the world. One of Lee’s major and lasting legacies was the creation of Disney Great Leader Strategies which was used to train and develop the 7000 leaders at Walt Disney World. Lee has held various executive positions in the hospitality and entertainment business with Hilton Hotels for 8 years and the Marriott Corporation for 17 years before joining Disney in 1990 to open the Disneyland Paris project. Lee has served as Chairman of the Board of Heart of Florida United Way, the Board of Trustees for The Culinary Institute of America (CIA), and the board of the Production and Operations Management Society. In 2005, Governor Bush appointed Lee to the Governor’s Commission on Volunteerism and Public Service for the state of Florida, and he served as Chairman of the Board. Lee has written multiple books and numerous articles. He regularly delivers leadership and service excellence workshops and consults for organizations around the world as well as for the Disney Institute.

She specializes in leading the development of sustainable, inclusive and equitable IT solutions. As a City leader for over 10 years, Whitney has served in multiple capacities: as a cross-departmental Project Manager in the Mayor’s Office, as a Program Design and Development Specialist within the Chief Administrative Office, as the Open Data Innovation Manager, and since August 2019 as Deputy CIO. Her passion lies in using data to make decisions, government transparency, and innovations that provide equitable solutions for New Orleans residents.

His past Private Sector IT clients include fortune 100 companies in oil & gas, heavy equipment manufacturing, pharmaceutical, and retail. He has held IT leadership positions in Infrastructure, Project Management, Support Services, and Application Development/Delivery. Tom is the former State of Louisiana Former Enterprise Governance Architect. He is an avid outdoorsman, and also a competition fighter in Brazilian Jiu Jitsu.

Senior Vice President, Government Technology

Phil Bertolini is senior vice president of the Center for Digital Government, a national research and advisory institute on information technology policies and best practices in state and local government. Previously, he served as deputy county executive and CIO for Oakland County, Michigan. During his 31-year tenure, Phil built a world-class IT organization in the second-largest county in Michigan, just north of Detroit. As Oakland County CIO, he oversaw more than 150 employees serving over 1.2 million residents. In 2005, he was also promoted to deputy county executive, holding dual positions until his retirement. Phil’s efforts earned the county national attention, winning numerous awards for technology innovation and excellence. He was named Governing Magazine’s Public Official of the Year and Government Technology Magazine’s Top 25 Doers, Dreamers & Drivers. He was also honored by the President Obama White House as a Champion of Change.

Charles Burton has led technology teams in Louisiana government for 20 years and is currently the Calcasieu Parish Technology Director. Data Center and communication modernization projects along with Cybersecurity programs have been some of his successful accomplishments with disaster recovery being one of the more challenging success stories. He holds a Masters in Cybersecurity and bachelor’s in computer science. His certificates include ITIL, PMP, CGCIO, CISSP, CompTIA as well as Microsoft certificates.
Mr. Burton serves on several boards and committees at the State and Local level, he speaks at conferences and advises on the topics of Cybersecurity & Technology. Mr. Burton is involved in several community organizations where he resides in Lake Charles, LA with his wife and family.

Almost 20 years of professional GIS experience in industries such as environmental, federal, state, and local government, oil and gas, and emergency response all with a strong emphasis in spatial data management and digital visualization as well as large scale map production. Caroline also has extensive experience developing and creating field data collection workflows using various handheld devices, professional surveying equipment and cloud-based apps. Prior to working for the City of New Orleans, Caroline worked as a consultant/ contractor in the oil & gas industry and was the Map & GIS Coordinator in the Emergency Command Center GIS Lab shortly following the explosion of Deepwater Horizon in 2010. She eventually transitioned over to the Gulf Coast Restoration Organization in Houston where much of her work centered around spatial data management and data sharing for both future scientific analysis and litigation because of the disaster. She often jokes that she traded pipelines and oil wells for Mardi Gras Parade Routes and potholes and is approaching her 6th year with the City.

Most recently, Glen served in the administration of East Baton Rouge Parish Mayor-President Sharon Weston Broome where he worked on critical economic development efforts in the wake of the pandemic, including the launch of the Resilient Restart EBR Micro-grant Program. Glen earned both his undergraduate degree in finance and a master’s degree in public administration from LSU. Upon completion of his MPA program, he was selected as the recipient of the David B. A fierce advocate for citywide broadband, she is personally committed to digital equity, digital literacy and technology opportunities for all New Orleanians.

Former Chief Information Officer, Virginia Information Technologies Agency (VITA), Commonwealth of Virginia

Nelson P. Moe is a high energy, results-driven executive with proven track record of success and superior leadership in enterprise IT. Nelson recently served as the chief information officer (CIO) of the Commonwealth and led the Virginia Information Technologies Agency (VITA). He was appointed by Gov. Terry McAuliffe effective June 8, 2015 and reappointed by Gov. Ralph Northam on March 28, 2018. As CIO, he led a 220-person organization responsible for oversight on the IT infrastructure services as well as governance of the Commonwealth’s IT procurements, cyber security and enterprise architecture.
Nelson recently led the multi-year transformation of the Commonwealth’s IT infrastructure services from a single supplier model to its current multi-supplier model of seven suppliers and an integrator. This transformation has fundamentally improved the Commonwealth’s visibly into IT services and its ability to add new technology services at speed and scale. It is approximately 10% more cost effective from the single suppler contract (~$30M/yr) and allows for much more contract leverage, cost visibility and service flexibility for the Commonwealth.
Nelson’s experience prior to coming to the Commonwealth includes serving 3 years as CIO for the U.S. House of Representatives. In that position, he was responsible for the IT vision, enterprise strategic planning, budget implementation, cybersecurity operations and risk posture, business continuity management, IT services and project management for the members, leadership, committees and staff of the House of Representatives.
Nelson also supported the national level efforts for continuity of government in the wake of 9/11/2001 and the 10/17/2001 anthrax attack on Congress.
Prior to his time at the House of Representatives, Nelson finished a career in the U.S. Navy as a nuclear submarine officer. Nelson spent his time in SSNs deployed in the Pacific theater and qualified as Nuclear Engineer and for Command in Submarines. He is most proud of qualifying as a submerged OOD for Arctic under-ice operations on the USS ASPRO (SSN 648). After the Navy he worked in the private sector for several small companies and an IT startup before shifting to the U.S. House of Representatives.

Craig Woolley joined LSU as the new ITS Chief Information Officer in early August 2020. In his current role, Craig oversees the central IT Department, which has 200 full time staff.
Craig has more than 33 years of leadership experience in higher education IT and has been recognized for improving IT organizations using customer service and technological tools to enhance the user experience of students, faculty, and staff. In his previous role as CIO at Wright State University, Craig supervised the Computing and Telecommunications Services Division; chaired the Data Governance, Digital Accessibility, and Program Effectiveness Committees; and participated in the President’s Leadership team and Provost Council. In 2020, the Computing and Telecommunications division had a 99% customer satisfaction rate among the faculty and staff at Wright State.
Prior to WSU, Craig acted as Assistant Vice President for the University of South Florida IT where he oversaw a budget of $25.5 million, was responsible for 135 staff members, and participated in the implementation of a large-scale virtual applications portal that served 60,000 users.
Craig obtained both his BS in Engineering Technology and M. Ed. in Instructional Technology at USF, where he also oversaw IT for the Colleges of Education (1995) and Arts and Sciences (2000).
