This year’s Digital Government Summit was “digital” in every way! The conference was held in a virtual format on Zoom for Government, a FedRAMP-certified infrastructure with advanced security controls, that is used for meetings and webinars by the Department of Homeland Security and numerous other federal, state and local agencies. Zoom for Government leverages one of the largest secured networks of government-specific datacenters in the country and meets high standards of security (Including: FedRAMP, CJIS, NIST, FISMA, SRG, FIPS, DFARS, EAR, IRS-1075).

Chief Information Officer, Los Angeles County

Bill Kehoe has been a public-sector Chief Information Officer (CIO) since 2002 serving as a State Agency CIO at the State of Washington Department of Licensing from 2002 – 2010; at King County Washington from 2010 – 2017; and as Los Angeles County CIO from November 2017 – Present. Bill has provided strategic and operational leadership for key organizational and technology transformations as a CIO including: three mainframe migrations, two IT organization and technology consolidations, multiple data center consolidations, development of multiple online services for state and local government residents, hybrid cloud strategy and deployment, application rationalization and modernization, IT Governance, Innovation, IT Strategic Planning, Enterprise Architecture, Information Management, and Unified Communication services.
As the CIO for Los Angeles County, Bill and the Office of the CIO have responsibility for enterprise technology strategy, governance, and policy. Bill and the Office of the CIO are also responsible for the enterprise information management, security, and to provide technology advisory services to all 37 departments.
Bill is involved in several professional organizations and is the past President of MIX, a national local government CIO consortium. Bill was recognized by Government Technology as one of the Top 25 Doers, Dreamers, and Drivers in 2015. Under Bill’s leadership, King County and Los Angeles County were recognized as a top digital large County by Government Technology. King County was named the #1 digital large county in the 2017, and LA County was the #1 digital large county in 2020.

Appointed by Mayor Eric Garcetti in 2015, Ted has over 21 years of private and public sector technology experience, earning various awards along the way, including #1 Digital City, Top 25 Doer & Dreamer, and CIO of the Year according to LA Business Journal. Ted has been featured in Fortune Magazine, The Wall Street Journal, and The Economist, as well as, a presenter at many conferences, such as the Andreessen-Horowitz Tech Summit, Milken Institute, and India’s NASSCOM.

In 2011, he was inducted into the prestigious Speaker Hall of Fame. Dan recently served as the President of the National Speakers Association. During his tenure, he led the Board of Directors and the 3,000+ member organization through a critical transformation, which included new governance, a new mission, higher member value, and greater financial accountability. He’s authored two books: Success in Action and Off Balance On Purpose. Dan produces an ongoing weekly video coaching series and podcast in which he shares leadership principles and life-enhancement strategies in under three minutes. He is a health and fitness advocate. Teri Takai is the Co-Director of the Center for Digital Government, a national research and advisory institute on information technology policies and best practices in state and local government. She worked for Ford Motor Company for 30 years in global application development and information technology strategic planning. From Ford, she moved to EDS in support of General Motors. A long-time interest in public service led her to the government sector, first as CIO of the State of Michigan, then as CIO of the State of California, and subsequently the CIO of the U.S. Department of Defense, the first woman appointed to this role. She then served as the CIO for Meridian Health Plan. She is a member of several industry advisory boards. Teri has won numerous awards including Governing Magazine’s Public Official of the Year, CIO Magazine’s CIO Hall of Fame, Government Technology Magazine’s Top 25 Doers, Dreamers & Drivers, the Women in Defense Excellence in Leadership Award, and the Department of Defense Medal for Distinguished Public Service.

Phil Bertolini is the Co-Director of the Center for Digital Government, a national research and advisory institute on information technology policies and best practices in state and local government. Previously, he served as deputy county executive and CIO for Oakland County, Michigan. During his 31-year tenure, Phil built a world-class IT organization in the second-largest county in Michigan, just north of Detroit. As Oakland County CIO, he oversaw more than 150 employees serving over 1.2 million residents. In 2005, he was also promoted to deputy county executive, holding dual positions until his retirement. Phil’s efforts earned the county national attention, winning numerous awards for technology innovation and excellence. He was named Governing Magazine’s Public Official of the Year and Government Technology Magazine’s Top 25 Doers, Dreamers & Drivers. He was also honored by the President Obama White House as a Champion of Change.

Dustin Haisler is the Chief Innovation Officer for e.Republic. As Chief Innovation Officer, he has a strategic role to help shape the company’s products, services, and future direction. Primarily, he leads e.Republic Labs, a market connector created as an ecosystem to educate, accelerate, and ultimately scale technology innovation within the public sector. Dustin began he career at a very young age as the finance director and later CIO for Manor, TX, a small city outside Austin. He quickly built a track record and national reputation as an early innovator in civic tech, for which he was named a Government Technology Top 25 Doer, Dreamer and Driver in 2009. A member of Code for America’s original steering committee, Dustin pioneered government use of commercial technologies not before used in the public sector – including Quick-Response (QR) barcodes, crowdsourcing, and gamification. Dustin went on to the private sector to help broaden the adoption of these and other civic innovations. His work has been featured in Wired, Fast Company, the Wall Street Journal, Inc., and the Today Show on NBC. Jonathan Behnke is the Chief Information Officer for the City of San Diego. In Jonathan’s current role he is responsible for the technology strategy and operations for America's eighth largest City including data center, network, voice, public safety wireless communications, web services, enterprise applications, portfolio management, cybersecurity, and GIS, in support of over 11,500 users and 1.4 million residents.
Jonathan also serves on the Board of Directors for SanGIS, a joint powers authority between the City and County of San Diego responsible for maintaining a regional GIS land base and data warehouse. In support of CA Governor's Office of Emergency Services, he also serves on the California Cybersecurity Task Force. Jonathan is also a member of the Multi-State Information Sharing and Analysis Center, The San Diego Infragard, and Metropolitan Information Exchange representing a group of CIO’s from the largest cities and counties in the USA.

Bobby D. Cagle heads the Los Angeles County Department of Children and Family Services (DCFS), the largest local child welfare agency in the nation. The department provides services to an average of 36,000 children each year, including 18,000 in out-of-home care.
Mr. Cagle administers a $2.7 billion annual budget and leads a workforce of close to 9,000 social workers and support staff members. The department’s number one priority is the safety of children and families.
With that in mind, Mr. Cagle instituted Invest LA, an organizational framework that upholds a culture of safety, equity and community. Invest LA prioritizes superior service delivery, workforce excellence, and community and cross-sector partnerships in an effort to strengthen families and optimize outcomes for children.
Before joining DCFS, Mr. Cagle was Chief Executive Officer of the Georgia Division of Family and Children Services. There, he oversaw child welfare services, and nutrition and economic assistance.

Mr. Benny Chacko is responsible for all activities within the Information Technology Service’s (ITS) Shared Services Branch (SSB), consisting of over 300 budgeted positions in IT Shared Services, Web/GIS Development, Customer Assistance, Midrange Computing and Data Center/Cloud operations. Mr. Chacko manages SSB’s annual operating budget of over $150 million, and holds the executive responsibility for directing and planning the County’s centralized technical support and infrastructure management functions.
Mr. Chacko possess over 20 years of progressive IT leadership and technical experience, 15 years of which have been in the service of Los Angeles County for the Public Library, Fire, Sheriff, Probation, and Internal Services Departments.
Prior to working for Los Angeles County, Mr. Chacko was employed in a variety of IT consulting capacities in the private sector for D-Link, IBM, and The Irvine Company.

Marty also served as President, CEO and member of the Board of Directors for RivalWatch, the leading provider of online competitive pricing and assortment intelligence. He raised over $5 million in new capital, reduced operating costs by 50% and improved gross margins by 14%.
Marty believes every child has the right to reach their fullest potential and that is why he is involved with the Catalight Foundation as Chair of the Board and a Director of Easterseals of Hawaii.

An advocate and speaker for the Public Sector, he has been in Information Technology for more than twenty years and held more than ten technology certifications and positions spanning from Engineering to Sales Executive. He is an expert in cybersecurity with a background in cryptography. He has worked in the Federal Government, State Governments, Research Institutions, and Universities on some of the largest security projects in the world. Kenny currently resides in the Chicagoland area with his amazing wife and ten-year old daughter. He spends as much time as possible with them including taking them along whenever possible on his business travels. In his spare time, he enjoys public speaking and training on religion, is a pilot, and an influencer for the rights of girls and women with Autism.

Deputy Chief Information Security Officer, County of Los Angeles

Chris is a Deputy Chief Information Security Officer for the Office of CIO within the County of Los Angeles and supports 14 departments from the Children and Family Well-Being and Community and Municipal Services clusters. Chris leads the Countywide Cybersecurity Incident Response Committee (CCIRC) that focus on standardizing cybersecurity IR related processes to build a uniform, but flexible, incident response program at both the County and department levels. The committee consists of Departmental Cybersecurity Incident Response Teams (DCIRT) from 38 departments and County-related agencies.
Chris has nearly 20 years of Information Security experience. Prior to joining the County of Los Angeles in 2008, he worked in the aerospace industry and served in the US Air Force. Chris holds a M.S. degree in Information Systems Management and a Master of Public Administration.

Nick is the Global Leader for X-Force Threat Intelligence for IBM. His teams hunt for evil and reverse engineer malware to support incident response investigations and deliver threat intelligence. He works closely with offering management across IBM Security to integrate threat intelligence into the portfolio.
Prior to IBM, Nick was a senior manager for intelligence production at FireEye where he coordinated research, including assessments about China, Russia, cybercriminals and ICS vulnerabilities. In addition, he oversaw the production and dissemination of threat intelligence to clients and supported the sales organization with product marketing material. Prior to moving to the private sector, Nick was an intelligence analyst on Middle East issues at the CIA, and also worked at the FBI and Department of Defense. He’s a graduate of the Maxwell School at Syracuse University. Nick attended the National Intelligence University. He’s currently earning his Executive Master of Science in Information Management from the iSchool at Syracuse University.

Rob also works with closely Dell’s partner ecosystem and aids in their design of end to end solutions for Digital Communities.
With over 15 years at Dell Technologies and formerly EMC, he’s held positions in consulting management and industry marketing for the public sector and has extensive experience in enterprise data management, content management and systems integration design. Prior to his current role, Rob worked extensively on Dell EMC’s Digital Communities data architecture and public safety solutions.

Division Chief, Child Protection Hotline, Department of Children and Family Services, County of Los Angeles

Carlos Torres is division chief for the Los Angeles County Department of Children and Family Services. In this role, Carlos manages the county’s Child Protection Hotline, the largest child welfare services call center in the United States. The hotline staff assess more than 200,000 telephonic and online reports of child abuse, neglect and exploitation. Carlos and his team of 161 social workers, 27 supervisors and five managers use technology daily in an effort to keep the county’s 2 million children safe. With more than 25 years of social services experience, Carlos was among those to lead the charge in July 2020 when his department overhauled its legacy phone system and upgraded from landlines to Amazon Connect. This transformational change has allowed more than 90 percent of staff to regularly work from home and remain healthy and safe during the coronavirus pandemic.

As General Manager of Information Technology for Los Angeles County, Dave Wesolik is responsible for directing application development, cyber security operations and network activities and data center operations for the largest local government agency in the nation with 110,000 employees and over 12 million citizens. Managing a technology workforce of more than 1,000 employees and a budget of $330 million, Dave oversees collaboration between a centralized Information Technology Service and over 38 county departments to develop and implement technologies for a vast range of public services encompassing everything from animal care and parks to law enforcement and social services. After beginning his career in telecommunications, Dave has moved through almost every aspect of technology over the past 30 years from programming to data center operations to support services before moving into executive management of technology services for Los Angeles County’s Internal Services Department.

Eric is responsible for expanding Xerox Public Sector offerings for the Americas, focusing on the full lifecycle management, from offering strategy through launch, identification and client adoption to support. Eric also served as a Global Offering Manager in Intelligent Workplace Services and established Xerox as the first vendor to become FedRAMP Authorized for Managed Print Services. Eric has held various roles at Xerox over his 13 years as part of the Global Solution Engineering and Advanced Delivery team as well as the Global Offering manager for Xerox Print Services and Xerox Remote Print Services.
Prior to joining Xerox in 2006, Eric served as IO for Danka Services International and held a number of technical and managerial positions at Pitney Bowes/Pitney Bowes Legal Services, DANKA Services International and Electronic Data Systems delivering enterprise solutions to Fortune 500 companies.
