The Los Angeles Public Sector CIO Academy is the premier leadership event for the region's senior level technology executives to improve their management and business skills and to develop the IT leaders of the future. The purpose of this invitation-only event is to foster discussion and dialogue on what it means to be a successful CIO in the public sector and how to use IT as a strategic tool. Thurl Bailey - Keynote

Inspirational Speaker & Retired Professional Basketball Player

From the youth to the corporate world, Thurl Bailey inspires others to win whatever the odds or disappointments. Master storyteller and accomplished speaker, he inspires companies and individuals to focus on what matters most; to persevere, build winning teams, encourage peak performance, develop leadership, and discover opportunity in change.
Twice Thurl has led teams from far behind to win national championships. His most recognized title was the 1983 North Carolina State Wolfpack team which beat the famed University of Houston (Phi-Slamma-Jamma) Cougars, featuring Hakeem Olajuwon & Clyde Drexler. That nation championship game was voted top 2 finishes of all time of any sporting event. That incredible season was the subject of ESPN’s 30 for 30 entitled, “Survive and Advance”. Because of his outstanding leadership skills and the quality of his character, as well as his impressive basketball skills, Thurl was drafted by the Utah Jazz as the 1983 7th overall pick of the NBA Draft. Thurl spent twelve of his sixteen-year professional basketball career in the NBA, and four years playing overseas, in Italy and Greece. His courtesy and integrity both on and off the court and his strong sense of community service have led to numerous civic awards and earned him the nickname "NBA's Mr. Nice Guy".
When you meet Thurl Bailey you first notice a tall (7' 0") athlete. But he is a man of as much depth as height. Thurl is a gifted inspirational singer and songwriter. His first album, "Faith In Your Heart", released in 2000 was a best seller.
His other awards include the NBA's prestigious J. Walter Kennedy Community Service Award, the Utah Association for Gifted Children Community Service Award, Sigma Gamma Chi Fraternity's Exemplary Manhood Award, The Great Salt Lake Council of the Boy Scouts of America's American Champion Award, and the Italian League's 1998 All Star Games' Most Valuable Player.
Thurl leads a busy life as a professional speaker, singer/songwriter, businessman, community advocate and television game analyst for the Utah Jazz. A devoted family man, he and his wife Sindi live in Salt Lake City, Utah with their two youngest children.

IBM Academy of Technology

Phaedra Boinodiris is a member of IBM’s Academy of Technology where effectively she is an INTRA-preneur, kicking off internal startups that range from IBM’s first Serious Games and Advanced Simulation program to IBM’s first K-12 program- influencing curriculum in traditional and non-traditional learning spaces through entrepreneurship and social impact. She is keenly and wholeheartedly invested in Tech for Good and Ethics and she is pursuing her PhD in AI and Ethics due to a generous scholarship from the European Union.
Boinodiris happily mentors startups around the world as well as business school students at her alma-mater UNC-Chapel Hill where she is an active Adam’s Coach.
She is also the author of Serious Games for Business, published in 2014. Boinodiris' earlier work in serious games are being used in over 1000 schools worldwide to teach students the fundamentals of business optimization. Boinodiris was honored by Women in Games International as one of the top 100 women in the games industry. Prior to working at IBM, she was a serial entrepreneur for 14 years where she co-founded WomenGamers.Com, a popular women’s gaming portal. There she subsequently started the first scholarship for women to pursue degrees in game design and development in the US.

Hardik Bhatt is a business leader with tremendous acumen in both strategy and execution for large growth and transformations. He has moved seamlessly between the private and public sectors.
As leader of Amazon Web Services’ (AWS) Smart Cities and mobility businesses, Hardik is responsible for helping state and local governments become more efficient, effective, accessible, and competitive by optimizing the cloud, data analytics, Internet of Things, artificial intelligence, machine learning, and more.
In 2015, Governor Bruce Rauner recruited Hardik as the Chief Digital Officer for Illinois. In two years, he brought Illinois from the bottom four to the top third in national digital rankings, and pioneered the state’s Smart State and block chain initiatives. In addition to managing Illinois’ $1 billion technology investment, Hardik was responsible for building its digital economy strategy.
As a senior director for Cisco, he led global business development for Cisco’s Smart Cities and IoT businesses, working in 40 global cities in 19 countries. Hardik also served as CIO of the City of Chicago under Mayor Richard M. Daley’s administration, and as a consultant with Oracle and Tata Consultancy Services.
An early-stage investor with Hyde Park Angels, Hardik also serves on two IoT company boards. As a civic leader, Hardik is a member of the Economic Club of Chicago’s Young Leaders’ Committee, is a part of the Illinois Treasurer’s Growth and Innovation Fund roundtable of advisors and sits on the board of the Acero charter schools network (formerly known as Uno Charter School Network).

Jennifer Carlson serves as Executive Director of the WTIA Apprenti Program, the workforce development arm of the WTIA focused on addressing the tech industry’s workforce and diversity needs through a registered technology apprenticeship program. She also is an Adjunct Professor at Seattle University. Previously, she successfully led east coast sales, development of web policy management systems and branding initiatives for AIG Agency Auto, a billion-dollar insurance division of AIG, and managed U.S. sports marketing for Progressive Insurance. Jennifer has an MBA from Ohio University.

Lea Eriksen

Director of Technology and Innovation and Chief Information Officer, City of Long Beach

Lea Eriksen is the Director of Technology and Innovation / CIO for the City of Long Beach. Recognized as a Top 10 Digital City eight years running, Long Beach is undergoing a massive technological change through the building of a state-of-the-art civic center, development of a modern Enterprise Resource Planning system, digitizing of paper-driven workflows, and investments in cybersecurity and digital inclusion. As CIO, Lea is coordinating this $100 million critical technology investment program. Lea joined the City in February 2014 as Budget Manager/Assistant Finance Director and was responsible for managing a nearly $3 billion budget. Previously she spent 16 years with the City of Cincinnati, including seven years as the Budget Director. Lea graduated cum laude from Miami University and has an MBA from Xavier University. She has received honors including the Business Courier's Class of Forty Under 40, YWCA Academy of Career Women of Achievement Rising Star and the American Society for Public Administration (ASPA) Early Careerist Award. Lea also serves as a City Representative on the Long Beach Transit Board.

Deputy General Manager, Computing Services Branch, Internal Services Department, Los Angeles County

Jac Fagundo serves as the Computing Services Deputy General Manager for the Los Angeles County, Internal Services Department, Information Technology Service. Jac leads four divisions responsible for all Data Center infrastructure, platforms, and security comprised of over 200 staff and is accountable for a $100 million budget. This year Jac will celebrate twenty-eight years of county service.
Prior to taking his current position, Jac served, for ten years, as Chief Technology Officer for ISD. As CTO, Jac was the chief architect of LA County’s eCloud, Los Angeles County’s private cloud, and was named by VMWARE as a Cloud Visionary for his guidance in this endeavor.
During his tenure Jac has been key in guiding ISD toward advanced computing services it can offer to county customers. Jac was responsible for spearheading a number of ISD’s strategic initiatives such as a Countywide Active Directory as well as security, network, storage, server and desktop virtualization initiatives.

Rebecca is the Media Services Director and unofficial “Chief Technology Translator (CTT)” for Los Angeles County’s Internal Services Department (ISD). ISD is the IT services provider for the County which is a perfect fit for Rebecca, a self-proclaimed “gov geek”. Her goal is to communicate the value of technology and how pivotal it is to driving the business of government. Prior to joining ISD, Rebecca worked as a National Conference Director for Government Technology and at Deloitte Consulting where she worked on state and local government projects in the US and Canada with a focus on change management and training. Rebecca currently works in the building where the Apollo space crafts were designed and she aims to be as inspired and innovative in her work as those who shared her workspace before her.

Dean Gialamas is an executive manager for the Los Angeles County Internal Services Department (ISD). In that role, he currently serves as a strategic advisor to the Director on matters relating to business development, business strategy and innovation. ISD is LA County's trusted partner and provider of choice for all essential support services, including facilities management, purchasing & contracts, information technology, fleet management and unified communications. ISD has 2,198 budget positions and more than 5,120 contracted workers with a budget of $873M to support the county’s 37 departments and approximately 200 committees and commissions.
With experience in both the private and public technology sectors and as a former executive in two law enforcement agencies, he has over twenty-eight years experience in government leadership. He is an accomplished author, presenter, instructor, leader and innovator. In his spare time he manages his own corporation that specializes in leadership, business & strategic development and joint venture opportunities and enjoys the outdoors running, hiking and mountain biking.

With over 20 years of Information Technology (IT) experience, Jeramy Gray has served as Chief Information Officer for three Los Angeles County agencies. On February 14th, 2017 Jeramy was appointed by the Board of Supervisors, Executive Office as Assistant Executive Officer of Technology and Planning. In this position Jeramy oversees technology services and project planning for the County’s five elected Board Offices, County Commissions, Advisory Bodies and various administrative operations within the Board’s Executive Office. Jeramy is responsible for advising the Board on departmental and Countywide information technology standards, policy, and processes. Prior to his role within the Executive Office, Jeramy was the Assistant Registrar-Recorder County Clerk, for Information Technology. His responsibilities included oversight of all IT services, strategic planning, governance, and fiscal management for the Registrar Recorder County/Clerk; in addition his responsibilities included oversight of LA County’s voting system redesign project. Jeramy has also served as Chief Information Officer for the Departments’ of Human Resources and Parks and Recreation.

Deputy Chief Information Officer and Senior Technology Advisor to the Mayor, City of Los Angeles

As a leader in open data, education, and civic innovation, Jeanne Holm empowers people to discover new knowledge and collaborate to improve life on Earth and beyond. Jeanne is the Deputy CIO and Senior Technology Advisor to the Mayor for the City of Los Angeles, bringing technical innovations to 4 million people. Her work in Los Angeles focuses on delivering great city services like 311, public television and new media, ShakeAlertLA, and public-private collaborations for technology innovations ranging from data science to 5G. She was formerly the Evangelist for open data for the White House under President Obama, the leader for Africa open data for the World Bank, and the Chief Knowledge Architect at NASA. She is a Distinguished Instructor at UCLA and a Fellow of the United Nations International Academy of Astronautics. She directs two startups that promote peace and social justice through technology and education programs for innovators throughout the world.

Chief Information Officer, Los Angeles County

Bill Kehoe has been a public-sector Chief Information Officer (CIO) since 2002 serving as a State Agency CIO at the State of Washington Department of Licensing from 2002 – 2010; at King County Washington from 2010 – 2017; and as Los Angeles County CIO from November 2017 – Present. Bill has provided strategic and operational leadership for key organizational and technology transformations as a CIO including: three mainframe migrations, two IT organization and technology consolidations, multiple data center consolidations, development of multiple online services for state and local government residents, hybrid cloud strategy and deployment, application rationalization and modernization, IT Governance, Innovation, IT Strategic Planning, Enterprise Architecture, Information Management, and Unified Communication services.
As the CIO for Los Angeles County, Bill and the Office of the CIO have responsibility for enterprise technology strategy, governance, and policy. Bill and the Office of the CIO are also responsible for the enterprise information management, security, and department consulting programs.
Bill is involved in several professional organizations and is the current President of MIX, a national local government CIO consortium. Bill was recognized by Government Technology as one of the Top 25 Doers, Dreamers, and Drivers in 2015. King County was recognized as the top large county in the 2017 Digital Counties Survey.
Bill graduated from Gonzaga University in 1984 with a degree in electrical engineering and ran cross country for the school where he met his wife, Susan. Bill has run 14 marathons including the 1993 Boston Marathon. His best finish was the 1991 Seattle Marathon where he finished 10th overall with a time of 2:36. Bill also coached high school cross country and track and field for 11 years (1999 – 2010). His boys’ and girls’ teams won seven combined cross country and track state championships and several of his athletes moved on to successful collegiate running careers. Bill was voted into the Washington State Cross Country High School Coaches Hall of Fame in 2015.

General Manager, Purchasing & Contract Services, Internal Services Department, Los Angeles County

In February 2019, Michael Owh was appointed as the General Manager of Los Angeles County’s Purchasing & Contract Services within the Internal Services Department. Owh leads an office of more than 260 procurement and contracting professionals with billions in spend annually. Owh is tasked with transforming the procurement process as well as improving the Department’s opportunities for small and diverse businesses throughout the region.
Prior to joining the County of Los Angeles, Owh served as the City of Los Angeles’ first Chief Procurement Officer, where he led the launch of the City’s first online certification tool, which replaced a wholly paper-based process, and provided unprecedented transparency into the City’s spend by creating procurement dashboards and analytics. Owh also created the first Citywide professional development curriculum for the City’s procurement staff as well as a library of tools and resources, incorporating best practices in the field.
Previously, Owh served as the New York City’s Chief Procurement Officer and Director of the Mayor’s Office of Contract Services, responsible for procurement policy and the oversight of more than $21 billion coordinated through 40 city agencies. In this role, Owh led the NYC PASSPort project, which went live on August 1, 2017, replacing a decades-old paper-based process. Future releases will include source to contract functionality.
In New York City, Owh was also instrumental in launching the NYC’s Nonprofit Resiliency Committee and worked in partnership with the Office of M/WBEs and the NYC Department of Small Business Services to support NYC’s Minority- and Women-owned Business Enterprise Program. Previously, Owh was General Counsel at the NYC Department of Youth and Community Development and Deputy General Counsel at the Department of Small Business Services.
Michael received his B.A. from the University of California at Berkeley, and his J.D. from the St. John’s University School of Law.

My Brother’s Keeper Initiative Coordinator, Office of Equity, Department of Health and Humans Services, City of Long Beach

Guided by the fullness of mind, spirit, and heart, Marcina Riley is on a mission to unearth the excellence in people and groups. Trained as a school counselor, Marcina has made a career in youth development, through the provision of expanded learning and student assistance programs throughout San Bernardino, Orange, Riverside, and now Los Angeles counties.
Since joining the City of Long Beach and its Health Department in June as the My Brother’s Keeper Coordinator, Marcina has begun to harmonize the strength of the city to improve life outcomes of boys and young men of color, aiding in the development of the City’s violence prevention plan, and serving as the lead on the development of the City’s Youth Strategic Plan.
Marcina holds a BA in Communications and Broadcast Journalism, as well as a MA in Education in School Counseling. Currently in pursuit of her Ed.D. in Leadership for Educational Justice at the University of Redlands, her dissertation explores the development of trust and hope in adolescents.

How those 5 words changed my life!

How can we best discover the potential we have as individuals and then use that potential collectively to win as a team? The answer may lay in our past.

Professional speaker, broadcast analyst for the Utah Jazz and University of Utah, an actor, and an award-winning singer/song writer, Thurl Bailey attended North Carolina State University and was a key player in the 'Wolfpacks' miracle run to the 1983 NCAA Championship. That same year, Thurl led NC State in both scoring and rebounds. When the Utah Jazz drafted Thurl in 1983 as the 7th pick of the draft, Jazz management reported that he was selected for the quality of his character, as well as the quality of his game. This was the beginning of 16 years of playing professional basketball – 12 of those years in the NBA.

There’s a world of difference between 10x and 10%. Most organizations would be happy to improve by 10%, but that just means they’re doing pretty much the same thing they did before. True innovation happens when you try to improve something by 10 times rather than 10%. It requires a perspective shift, which, surprisingly, is often cheaper and easier than trying to improve marginally. Can government adopt a 10x mindset? Yes! It’s already happening, and in this session we will hear from one who is helping to lead the charge. Chris Hein is passionate about two things: disruptive technology and customer engagement.
