As Chief Information Security Officer of Los Angeles County, Jeffrey is responsible for all aspects of information security, including information security governance, strategic direction, executive advisory, program maturity, and adherence to federal information security policy. Other responsibilities include participating in information technology advisory bodies, and other committees or agencies involving County policies, plans, methodologies, and programs related to information security.
Jeffrey is also responsible for working with the County Chief Information Officer and providing information security leadership and advisory across the 34 disparate County departments which includes but not limited to Healthcare, Justice, Elections, Tax collection and County operations.
With over 25 years of experience, Jeffrey has served as a consultant to several Fortune 500 organizations providing an array of services ranging from advisory roles to executive leadership to recommendations of technical solutions; he has experience in the automotive, healthcare, financial, technology, government and consulting industries.

Aman Bhullar has over 25 years of experience in technology implementations and consulting. He oversees strategic planning and modernization initiatives in information technology, information security and data management for the Los Angeles County Registrar-Recorder/County Clerk. As the department’s Chief Information Officer, he provides executive leadership and is responsible for assisting the Los Angeles County Registrar-Recorder/County Clerk in administering and formulating the Information Technology operations of the Department with direct responsibility and oversight of Information Security standards and strategies for governance and compliance.
A pioneer leader in incorporating cutting edge technology applications and infrastructure, Mr. Bhullar supports a workforce of 1,500 employees that serves the nation’s largest and most diverse election jurisdiction of approximately 6M voters. Under his leadership, the largest voting system has been transformed through the development and implementation of the Voting Solutions for All People (VSAP). As part of the VSAP rollout, he is working to execute the Open Source strategy for the most complex, largest voting technology stack in the nation.
A seasoned technology visionary and disrupter who is recognized for driving innovative technology initiatives into enterprise software roll-out of ERP, CRM, SCM, Imaging & Electronic Records Programs, he has a proven track record for key process improvements and cost benefits to customers/end-users. Under his direction, he supports one of the largest repository of vital records in the nation, serving more than 10M constituents.
As part of election security initiatives, he deployed the ALBERT Network and Monitoring & Management system (from CIS); the first in LA County. The information and security programs implemented at RR/CC has won several national and international awards from EAC, NIST, NACO, Gold Globee, Clearie, CSAC, CDG and other organizations. He has recently been recognized as High Impact IT leader at the Los Angeles IT Leadership Forum, and has been awarded in LocalSmart Awards as the Local IT Leader of the Year 2022.

Andrew Campbell is the leader of IBM’s Talent Transformation practice for Public Sector clients in the US. He is responsible for driving growth and value for clients’ digital transformation agendas, including Strategy, Process, Outsourcing and Systems Integration.
Andrew is an accomplished HR and Consulting Executive with strategic, global talent and transformation experience in government and other numerous industries. Andrew has led large Global HR Transformation programs for public sector and Fortune 100 companies, and is experienced in program management, change management, talent management and HR systems technology. Originally from Australia, Andrew has worked extensively in North America, Europe and Asia-Pacific.

Mike Driessen joined Government Technology in 2021 as the VP of Subscription Services, where he is responsible for managing execution, strategy and operations for all recurring revenue services. He also oversees Navigator, a market and sales intelligence tool for private-sector SLED teams, and Techwire and Industry Insider – Texas Edition, each of which provide daily news and insights into the California and Texas GovTech markets.
Mike brings over 25 years of experience in the IT consulting and systems integration industry with firms like Accenture, Grant Thornton and Hitachi Consulting. His experience covers Sales and Marketing leadership, advising on Digital Strategies, and managing Enterprise Application alliances and implementations. He has managed large global teams and led start-ups. Mike lives in Los Angeles, although he grew up in the Midwest, and graduated from Marquette University with a BS in Mechanical Engineering and a minor in Business Administration.

Whether he is leading large-scale projects or delivering tailored support to key stakeholders, over the last 20+ years, Sean Duval has been passionate about building high-performing engineering teams to continuously meet the demands and challenges of a growing and ever-evolving technological environment. Currently, at Armis, he is the Senior Director of Sales Engineering for the Local Government and Education team. Prior, Sean spent 10 years serving as an Executive Security architect at IBM which allowed him to provide in-depth technology insights to executive leadership, key stakeholders, and cross-functional teams to influence strategic business decisions.

Joyce Edson has been a leader and technologist for the City of Los Angeles for the past 30+ years. She is an accomplished and experienced manager with extensive experience in application, infrastructure and new/emerging technology project management – Agile and Lean Six Sigma. Superior strategic-planning, creative leadership, and focused staff management skills. Ability to deliver innovative solutions for the successful completion, of the most challenged and challenging projects.
Joyce is currently the Executive Officer and Deputy CIO with the City of L.A.’s Information Technology Agency (ITA). She provides City Departments with Application development and consultation for digital solutions.

Roger Fernandez is the Director of Systems for the Information Technology Agency (ITA). His responsibilities include overseeing the daily IT support for the offices of all elected officials and 8 small departments including the Emergency Operations Center. Mr. Fernandez is also responsible for overseeing the cable franchise administration and several service contracts, responding to requests for information under the California Public Request Act, representing the department in council chambers and in legal proceedings, and maintaining and updating the department’s emergency operation plan.
Mr. Fernandez’s career at the City began thirty three years ago as Student Intern for the Information Technology Agency. He was quickly promoted to Applications Programmer where he was responsible for writing, testing and implementing computer programs. After a year of writing computer programs, He was promoted to Systems Analyst for the Bureau of Sanitation. At Sanitation, he was successful in developing and implementing several computer systems that improved the efficiency of the department. After eight years with the Bureau of Sanitation, Roger promoted to Sr. Systems Analyst with ITA where he developed the first e-commerce business application for the city (The City Council Picture Request System) and established procedures for accepting credit card payments online. After developing and implementing other systems such as the Voting System for the Cultural Affairs board of commissioners, the 3-1-1 Service Directory System and many more applications, Roger promoted to his current position of Director of Systems.
Mr. Fernandez in the evenings teaches public administration and e-Government at the California State University, Los Angeles under the Masters of Public Administration Program.
Mr. Fernandez earned his Bachelor of Science degree in Business Information Systems at Azusa Pacific University and earned his Master’s degree in Management and Leadership from the University of La Verne.

Dean Gialamas is an executive manager for the Los Angeles County Internal Services Department (ISD). In that role, he currently oversees ISD’s Enterprise Performance and Accountability efforts on matters relating to business development, accountability systems and innovation via continuous improvement. ISD is LA County's essential support services provider with more than 5,100 employees and contractors operating with a budget of over $1B supporting the county’s 38 departments.
With experience in both the private and public technology sectors, he has over thirty-three years of progressively responsible experience in government leadership with nineteen of those years in high-level executive management. He is an accomplished author, presenter, instructor, and innovator. In his spare time, he manages his own corporation that specializes in leadership development and high-performance executive coaching as well as enjoys the outdoors mountain biking.

As the Chief Deputy, Registrar Recorder/County Clerk Jeramy Gray serves as the Chief of Staff / Chief Operating Officer for the largest local elections and public records agency in the United States. Prior to his role with the Registrar Recorder County Clerk, Mr. Gray was the Chief Deputy, Executive Officer for the LA County Board of Supervisors. Mr. Gray has held numerous senior IT executive roles in his public sector career. With over 20 years of information technology experience, he has served as Chief Information Officer (CIO) for four LA County departments. Amongst many other accomplishments on February 6th, 2016 Mr. Gray was appointed by the United States Elections Assistance Commission, where he assisted the Federal Government to develop national voting technology standards. Mr. Gray has been featured in publications such as Government Technology, TechWire, Politico, and Harvard Business Review.

De‘Onn Griffin is a VP, Team Manager, Research & Advisory with Gartner's CIO Research group that creates actionable and applicable research focused on executive development topics. This includes exploring concepts related to team development, management, agile learning, and leadership skills development along with self and team motivation. Ms. Griffin brings with her an expertise in establishing corporate universities, leading learning functions that serve technical and nontechnical functions, and the development and delivery of executive development and coaching to executive worldwide.

Jamie Kim is the Chief Diversity, Equity & Inclusion Officer for the City of Los Angeles. As the leader of the City’s Office of Workplace Equity, Ms. Kim is responsible for pursuing policies and programs that will enhance the City’s work culture and equip employees to serve the City through an equity lens. Prior to her current role, Ms. Kim practiced law in the public sector, working in areas of legal ethics and labor and employment law.

Latonia Knox is a global business executive who brings a wealth of knowledge and experience across multiple functions including information technology, program management, business transformation and DEI. She has served in various corporate, public, and non-profit organizations, transforming and modernizing systems, and business and operational processes. Ryan Kurtzman is the Smart Cities Program Manager for the City of Long Beach. His experience includes developing community programs and policies that leverage technology to improve connectivity, mobility, digital equity, and economic outcomes for all residents. He also leads the City's open data and data governance programs. Before that, Ryan served as a Policy Fellow for Los Angeles Mayor Eric Garcetti where he brokered partnerships and created program evaluation tools to advance the City's Great Streets Initiative and park equity goals. He graduated from UCLA with a Master’s degree in Urban and Regional Planning, and currently serves as an Adjunct Professor at the USC Sol Price School of Public Policy.

Phillip is an award winning CIO leading the City of Pasadena’s technology strategy, IT operations and customer service. His initiatives include improving service delivery through embracing effective use of technology; creating business models for delivering new services; promoting online development opportunities to increase self-service capabilities; and leading strategic initiatives to transform and innovate.

Eric Sasaki is the Digital Equity Officer for the LA County Internal Services Department, which is the County’s lead coordinating department on community broadband infrastructure and residential service initiatives to close the digital divide. He oversees the Community Broadband Network initiative that will bring a last-mile Internet service to demonstration project areas around the County through public-private partnerships. He also advises County officials and departments on digital equity issues, serves as a subject matter expert on broadband strategies, and manages and strengthens relationships with regional, corporate, academic, and community partners to operationalize digital equity and inclusion efforts. Eric has over 25 years of IT experience in both public and private sectors, including eight years as a Deputy County CIO and two years as the Acting Deputy General Manager supporting LA County’s interoperable land-mobile radio, data network, unified/voice communications, audio/visual/CCTV, and other telecommunications services.

Rob Silverberg is the chief strategy and innovation officer for Dell Technologies and leads the Smart Cities focus for Dell Technologies’ state and local government team. In his role, Rob works with SLG customers across the nation to help these agencies understand how Dell’s broad portfolio of technologies and solutions can help them achieve their goals.

Nan Weitzman is the Global Head of Talent Acquisition and Onboarding and Interim Global Head of Diversity, Equity and Inclusion for HP based out of Palo Alto, California. In this role, she drives the strategy and execution for attracting, developing and retaining the best and brightest diverse talent around the world from interns to executive level roles. This includes workforce planning and analytics, strategic sourcing, organizational design and selection, talent scouting, university relationships, talent management and employer branding. Previously, Nan led recruiting and talent management for North, Central and South America where she was responsible for the strategy and delivery of talent acquisition, talent management, relocation, immigration and workforce management.
