Michael Hakkarinen specializes in helping teachers engage students in the classroom with technology such as Mac Tools, Google Apps for Educators, iPads and more. He earned a Bachelor’s in English from the University of Maryland at College Park and a Master’s in Elementary Education at Mount Saint Mary’s University, where he also taught Instructional Technology at the undergraduate and graduate levels. He was a Technology Resource Teacher in Frederick County, Maryland, where he taught elementary school, and an EdTech for Canyons School District in Utah before joining the UEN PD team in 2014. He currently serves as an elected member of the UCET Board.

Chief Innovation Officer, e.Republic

Dustin Haisler is the Chief Innovation Officer for e.Republic, a role that helps shape the company’s products, services, and future direction. Primarily he leads e.Republic Labs, a market connector created as an ecosystem to educate, accelerate and ultimately scale technology innovation within the public sector. Dustin got his start in government as the finance director and later CIO for Manor, TX, a small city outside Austin, where he quickly built a track record and reputation as an early innovator in civic technology. A member of Code for America’s original steering committee, Dustin pioneered government use of commercial technologies not previously used in the public sector — including Quick-Response (QR) barcodes, crowdsourcing and gamification. In 2010, Dustin launched Manor Labs, a website that let residents submit their own ideas and vote other peoples’ ideas up or down. Subsequently, he joined the private sector to help create crowd-sourcing and innovation management software for New York City; Bogota, Columbia; and even part of the space program (through NASA’s Langley Research Center). Named a Government Technology Top 25 Doer, Dreamer and Driver in 2009, his work has been featured in Wired, Fast Company, the Wall Street Journal, Inc. and the Today Show on NBC. An in-demand speaker, he has given two TEDx speeches — one on Disrupting Government (TEDxAustin) and the other on Disrupting Education (TEDxLivermore).

Jeffrey has over 20 years of experience as a consultant and various levels of management. Dr. Cedric Alexander has spent nearly four decades in search of a better way to police our nation. He’s the author of The New Guardians, and he has served as a law enforcement analyst on ABC, CBS, NBC and CNN. In 2015 he was appointed to the President’s Task Force on 21st Century Policing. He has served at every level of government: as a Federal Security Director in the US Department of Homeland Security, as a Deputy Commissioner for Criminal Justice in New York State, as Public Safety Director in a major county, and as a City Chief of Police and Deputy Mayor.

As a Manager of Solutions Architecture at Amazon Web Services (AWS), Brian Eisenlauer leads a team of technical professionals supporting State and Local Government customers in the Western United States. Prior to joining AWS, Brian spent more than 20 years in technical and leadership roles working with public sector customers, most recently as the Sr. Systems Engineering Manager for State and Local Government and Education in the West at Cisco Systems. He holds a BS in Business Administration with a concentration in Management Information Systems and has earned several AWS Certifications.

Maria de la Luz Garcia

Maria de la Luz Garcia

Director, Census 2020 Initiative, Mayor's Office of Budget and Innovation, City of Los Angeles

Maria de la Luz Garcia currently serves as the Director of the Census 2020 Initiative for the Office of Mayor Eric Garcetti. In that capacity, she is responsible for ensuring that all Angelenos are counted in 2020. Working collaboratively with the County of Los Angeles and a diverse coalition of community stakeholders, she and her team are helping to build a regionwide Census 2020 outreach and education effort. Prior to serving in this position, Ms. Garcia served as the City Clerk for the City of Long Beach where she was responsible for administering municipal elections, maintaining municipal records, informing the public of upcoming City Council and Commission meetings, and officiating marriages. During her time there, she introduced a variety of civic engagement programs and led the efforts to consolidate the City’s June 2016 Runoff Election with the Statewide Primary Election, which resulted in historic voter turnout levels.
She has also led efforts in the City of Los Angeles to incorporate community voices in the electoral process in her capacity as Senior Project Coordinator for the City Clerk’s Election Division. While there, Maria launched the City’s first voter outreach and education campaign known as, “L.A. City Votes!”, in partnership with community organizations. Prior to working for the Los Angeles City Clerk’s Office Maria oversaw the NALEO Educational Fund’s Voces del Pueblo voter engagement program where she focused on mobilizing low propensity Latino voters.
She has obtained Leadership Certificates from CORO Southern California and the Los Angeles Fire Department’s Leadership Academy. Ms. Garcia is a graduate of Vassar College, where she obtained a Bachelor of Arts degree in Sociology and Anthropology. She received her Masters of Public Administration and Certificate in Public Policy from USC’s Price School of Public Policy.

Chief Information Officer, Los Angeles County

Bill Kehoe has been a public-sector Chief Information Officer (CIO) since 2002 serving as a State Agency CIO at the State of Washington Department of Licensing from 2002 – 2010; at King County Washington from 2010 – 2017; and as Los Angeles County CIO from November 2017 – Present. Bill has provided strategic and operational leadership for key organizational and technology transformations as a CIO including: three mainframe migrations, two IT organization and technology consolidations, multiple data center consolidations, development of multiple online services for state and local government residents, hybrid cloud strategy and deployment, application rationalization and modernization, IT Governance, Innovation, IT Strategic Planning, Enterprise Architecture, Information Management, and Unified Communication services.
As the CIO for Los Angeles County, Bill and the Office of the CIO have responsibility for enterprise technology strategy, governance, and policy. Bill and the Office of the CIO are also responsible for the enterprise information management, security, and department consulting programs.
Bill is involved in several professional organizations and is the current President of MIX, a national local government CIO consortium. Bill was recognized by Government Technology as one of the Top 25 Doers, Dreamers, and Drivers in 2015. King County was recognized as the top large county in the 2017 Digital Counties Survey.
Bill graduated from Gonzaga University in 1984 with a degree in electrical engineering and ran cross country for the school where he met his wife, Susan. Bill has run 14 marathons including the 1993 Boston Marathon. His best finish was the 1991 Seattle Marathon where he finished 10th overall with a time of 2:36. Bill also coached high school cross country and track and field for 11 years (1999 – 2010). His boys’ and girls’ teams won seven combined cross country and track state championships and several of his athletes moved on to successful collegiate running careers. Bill was voted into the Washington State Cross Country High School Coaches Hall of Fame in 2015.

Lawrence Lee is Vice President of Incubation and Strategy, where he leads incubation of new offerings and technology strategy to ensure that Xerox is investing in the right set of technologies, intellectual property, and partnerships to deliver the existing product portfolio as well as new business opportunities.
Lee was previously Senior Director of Strategy at PARC, a Xerox Company, where he led strategy and portfolio management to create new growth options for Xerox and PARC’s commercial clients. Prior to joining PARC, Lee co-founded Zoundry LLC, one of the first social commerce web services for bloggers, and he was Vice President of Business Development at Mirror Worlds Technologies, Inc., which pioneered social information streams in the late 1990s.
He holds an MBA from the Yale School of Management and joint bachelor degrees from Wharton and the School of Engineering and Applied Science at the University of Pennsylvania.

Asim Mohammed joined the City of Pasadena as the Applications Manager in 2011. He leads a team of applications focused professionals delivering innovative software solutions and eGov applications for City residents and businesses. He enjoys the challenges that come with providing technology solutions to a diverse set of business areas, including Enterprise Resource Planning, Public Safety, Transportation, Public Health and Housing. Asim is driven by his personal philosophy that technology should both increase business productivity and make work easier.
Prior to joining the City, he managed application development and support for the Los Angeles County Development Authority, formerly called the Community Development Commission. During his tenure, he revolutionized the way LACDA does business by automating numerous paper based processes to online web based workflow driven systems. His projects won multiple local and national awards, including the Los Angeles County Productivity and Quality Award, and the Government Finance Officers Association of the United States and Canada Award for Excellence. In 2010, he was recognized with an award for Outstanding IT Manager by Government Technology Magazine for his work at LACDA.
Asim has a background in software development and has worked for industry leading companies such as Calvin Klein Cosmetics and Readers Digest where he specialized in working with big data and providing innovative tools for sales and marketing functions. Asim earned a Bachelor of Commerce and Computer Science from Osmania University in India and a Software Engineering Diploma from Aptech in India.
He also has a passion for building and construction and has experience building an entire house from ground up. He enjoys nature and scenic national parks and can be found camping and hiking in Yosemite National Park and Rocky Mountains National Park.

Field Chief Information Security Officer, Office of the CISO, Fortinet

Joan Ross is the Field CISO for Fortinet, working closely with internal and external executive security teams. A technologist for more than 25 years, Joan’s security leadership comes from direct, hands-on security experience and exhaustive research. Joan is the former chief security officer for two technology companies in the Pacific Northwest, DocuSign and Avanade, and understands first-hand the challenges, priorities and risk considerations daily facing every security executive. Her experience working on Incident Response with the U.S. Coast Guard for the 2010 Winter Olympics and enabling a digital dashboard display for critical events shaped her enabled a comprehensive and user-friendly approach to cyber incident response exercises. Joan holds a Master of Science degree in Human Computer Design and Engineering from the University of Washington and serves on the Advisory Board of their Center for Information Assurance and Cybersecurity mentoring and developing the next generation of cybersecurity professionals.

Max Stevens earned a Ph.D. in Sociology at UCLA in 2000, with a specializations in Political Economy, Poverty and Inequality in the United States, and Economic Development and Under Development. He became a Los Angeles County employee in 2001 when he was hired as an analyst for purposes of examining the impact of welfare reform on families and children in the United States. In 2005, Dr. Stevens expanded his research into areas such as homelessness, justice reform, and the long-term impacts of involvement in the Foster Care and Juvenile Justice systems. Max has managed Los Angeles County’s Research and Evaluation Services unit since 2013.
