Dean Logan is the Registrar-Recorder/County Clerk for Los Angeles County, California – the nation’s largest, most diverse local election jurisdiction serving more than 5.8 million registered voters. In addition to election administration, his office records real property documents; maintains vital records; performs civil marriage ceremonies; and processes business filings serving an estimated 3,500 customers daily.
Mr. Logan holds degrees in Organizational Leadership from Azusa Pacific University and a Master of Public Administration from the Evans School of Public Policy and Governance at the University of Washington. He is a past-President and Board Member of the California Association of Clerks and Election Officials (CACEO) and a member of the Board of Directors for the National Election Center.
Mr. Logan sits on Advisory Boards for the MIT Election Data and Science Lab at Auburn University’s Graduate Certificate in Election Administration, University of California Riverside Design Thinking Executive Program, and the California State University, Northridge Master of Public Administration Program where he teaches courses on Organizational Leadership, Public Sector Management, Strategic Management, and Intergovernmental Relations.

Aman Bhullar has over 25 years of experience in technology implementation and consulting. As the Department’s Chief Information Officer (CIO), he provides executive leadership and is responsible for assisting the RR/CC in administering and formulating the IT operations with direct responsibility and oversight of Information Security standards and strategies for governance/compliance.
A pioneer in incorporating cutting edge technology, Mr. Bhullar supports a workforce of 1,500 employees that serves the nation’s largest, most complex and diverse election jurisdiction of 5.8M voters; in addition to supporting the largest repository of vital records in the nation, serving 10M+ constituents. Under his leadership, the revolutionary voting system has been implemented in LA County - Voting Solutions for All People (VSAP).
Mr. Bhullar is a seasoned technology implementation professional who is recognized for driving technology initiatives into enterprise software rollout of voting technology, ERP, CRM, SCM, Imaging & Electronic Records Programs. Being technology and security conscious about the everchanging threat landscape, he deployed the ALBERT Network and Monitoring & Management system (from CIS); the first in LA County. He was instrumental in getting critical product evaluation of VSAP by CISA/DHS. The information and security programs implemented at RR/CC has won several awards and accolades from EAC, NIST, NACO, Gold Globee, Clearie, CSAC, CDG and other organizations.
Mr. Bhullar ensures that the new voting system and the organization undergoes frequent third-party penetration testing and governance, risk and compliance assessments. As part of the VSAP rollout, he looks forward to executing the Open Source strategy for the most complex, largest voting technology stack in the nation.

In February 2023, Mirian S. Avalos became the first Latina to be appointed General Manager of Information Technology with the Los Angeles County Internal Services Department. Ms. Avalos is responsible for directing application development, network activities, and data center operations for one of the largest local government agencies in the nation, with 110,000 employees and over 10 million citizens. Managing a technology workforce of more than 1,000 employees and a budget of $330 million, Ms. Avalos oversees collaboration between a centralized Information Technology (IT) Service and over 40 Los Angeles County departments to develop and implement technologies for a vast range of public services, including animal care, parks, law enforcement, and social services.
Ms. Avalos is an accomplished IT executive with over two decades in the industry, successfully utilizing technology to innovate government – her mission is to create a government that is transparent and efficient. She most recently served as the Chief Information Officer of the Los Angeles County Department of Mental Health (DMH). Previously, she was the Chief Technology Officer at the District Attorney's Office in San Bernardino, where she led the office to become a shining example of government innovation and transparency in Southern California. Beyond this, she provided valuable insights on using Body Worn Cameras and Evidence.com while being part of the Customer Advisory Board for Taser International. Her expertise proved instrumental in creating an interface for processing evidence in the District Attorney's offices. She also Co-Chaired the Southern California District Attorney IT Directors. Beforehand, Ms. Avalos held technology positions with the Los Angeles Unified School District and the Southern California Association of Governments.
Ms. Avalos boasts an impressive educational background, having studied Clinical Informatics at the University of Chicago. She earned a dual degree in Chicano Studies and Sociology from the University of California, Berkeley. She is a Woodrow Wilson Fellow in Public Policy and International Affairs recipient and a Carnegie Mellon University CIO Institute graduate. Ms. Avalos also holds a Master's in City Planning from the Massachusetts Institute of Technology.
Ms. Avalos is originally from National City, California. In the Fall, you will find her watching her daughters play field hockey games on the pitch.

With over 35 years of public sector IT experience, he serves as the principal adviser to the CEO and provides strategy, leadership and guidance on enterprise IT initiatives, IT Governance and the delivery of information technology capabilities to support the County mission and Board priorities.   
Prior to joining the Los Angeles County, Mr. Loo was Director of Consulting Services at a large multi-national firm, where he was responsible for the successful delivery of multiple public-sector ERP and public health projects at State and local governments.
