Senator Amanda Mays Bledsoe

Senator Amanda Mays Bledsoe

Co-Chair of the AI Task Force

Amanda Mays Bledsoe, R-Lexington, represents the 12th Senate District, including Boyle, Mercer, and Woodford Counties and part of Fayette County. She serves as vice chair of both the Senate Appropriations and Revenue Committee and the Senate Families and Children Committee. Additionally, Bledsoe is an ex officio member of various budget review subcommittees, including Health and Family Services; Education; Justice; General Government and Economic Development; and Natural Resources and Environmental Protection. She co-chairs the Commission on Race and Access to Opportunity statutory committee and is a member of the Licensing and Occupations Committee, the State and Local Government Committee, and the Tobacco Settlement Agreement Fund Oversight statutory committee. In 2024, she co-chaired the Artificial Intelligence Task Force and served on the 2024-26 Budget Preparation and Submission statutory committee.
Bledsoe served as a Lexington City Council member for District 10 for eight years, including four years as the chair of the Budget, Finance and Economic Development Committee, before being elected to the state Senate. She holds a bachelor’s degree in philosophy and classical studies from Hillsdale College and is a graduate of the University of Kentucky where she earned a master of arts degree from the Patterson School of Diplomacy and International Commerce.
Bledsoe has previously served as senior program manager and senior policy analyst for the Council of State Governments, which was founded in 1933 and is the nation’s largest nonpartisan organization serving all three branches of government. Additionally, she has been an adjunct faculty member at Midway College and adjunct instructor for the Kentucky Community and Technical College Systems where her focus was homeland security and emergency management.
She is passionate about serving her community through volunteering. She currently serves on the board of the Kentucky Blood Center and previously served on the boards at the Salvation Army of the Bluegrass, Natalie's Sisters, Assurance Care Center, and the Christian Student Fellowship at the University of Kentucky. She has also worked to support fathers and daughters in Lexington by co-founding Her Knight Dance, which raises funds for parenting initiatives in Central Kentucky.
Senator Bledsoe lives in Lexington with her husband Todd and two children, Mays (son) and Annabeth (daughter).

Manager, Electronic Records Branch, KY Department for Libraries and Archives

Derek Clark has been the Electronic Records Branch Manager at KDLA since March, 2019, and has been with the State Archives since 2015. The Electronic Records Branch offers guidance to state and local agencies on preservation, digitization, storage systems, and records management, and performs digital preservation for permanent state records within the Kentucky State Digital Archives. The branch assists the State and Local Records Branches with retention scheduling and records management training.  Additionally, Derek serves as the chair to the multi-agency Electronic Records Working Group. Derek holds a Master’s in Library and Information Science from the University of Kentucky, and a Bachelor’s in English from Marshall University. He has worked in the Library and Information Science field over 20 years.

Adam Elias

Assistant Provost for Online and Innovative Learning, Bellarmine University

Adam Elias is Assistant Provost for Online and Innovative Learning at Bellarmine University in Louisville, Kentucky, where he is responsible for the institution's digital transformation of academics while supporting innovation at the university more broadly, most recently including artificial intelligence.  Adam writes the AI-focused "BrAInstorm" column for Bellarmine Magazine and teaches a freshman class called "AI, Humanity, and the Future."  Adam has spent nearly 20 years in the field of higher education, at institutions in both the public and private sectors.  He earned a BS in Software and Data Engineering from Bellarmine University, a BA in Sociology and an MS in Human Development from Murray State University, and a Master of Public Administration from Western Kentucky University.  Adam is originally from Paducah and now lives in Mount Washington, Kentucky.

He holds a degree in Architectural Technology from the University of Kentucky.

Senior Solutions Consultant, Socure 

Neal is a driven leader focusing on major digital transformation that constantly challenges the norms of the public sector. Neal has a wide variety of experience in identity and access management, identity verification, criminal/fraud investigations, technical architecture, project management, change management, and steady state operations.
At Socure, Neal is the Senior Manager of Solution Consulting within Socure’s Public Sector team where he is responsible for providing fully inclusive oversight and guidance of Socure’s industry leading product suite and integration into Government systems. 
In Neal's previous public position, he built and led the digital identity platform for one of the largest states. In this role Neal accomplished major digital transformations migrating the State’s existing identity system to a cloud identity system, implementing Single Sign On to thousands of applications (Unemployment, BMV, Medicaid, etc) including MFA and identity verification services. Additionally, Neal led the User Experience/Website platform with over 150+ government websites, and the digital platform for State’s coronavirus pandemic response. At Socure, Neal continues to lead all of Socure's major projects as a dedicated advisor to the State's business and implementation teams.

Electronic Records Analyst, KY Department for Libraries and Archives

Sarah Garrett is the Electronic Records Analyst serving all State and Local Agencies in Kentucky. She has over a decade of experience in Records Management and Information Technology. She is known for developing best practice guidelines, policies, and procedures that have had a tangible impact on government agencies, educational institutions, and private sector clients. Currently, she is spearheading a new initiative called the “Email Deleting Workshop” providing hands-on experience and guidance to empower state workers to manage their own records. State workers may also recognize her from the required Executive Branch training video: Electronic Records Management. Sarah has a BA in Ancient Languages from Asbury University (KY) and her MLIS and MBA from Kent State University (OH).

Manager, State Records Branch, Kentucky Department for Libraries and Archives

Cathrine Giles is the State Records Branch Manager at the Kentucky Department for Libraries and Archives and assists state agencies with records management. She helped restart the Kentucky State Historical Records Advisory Board as the coordinator in 2021 and hopes to increase the SHRAB’s efforts toward historical records program awareness and support. Additionally, she serves on the Council of State Archivists Board of Directors, is a member of the Kentucky Heritage Emergency Response Network steering committee, and is on the Kentucky Council on Archives Board. Cathrine holds a BA in English Writing from the Western Kentucky University and in 2023 obtained her MSLS from the University of Kentucky.

Amy Glasscock is the program director for innovation and emerging issues at the National Association of State Chief Information Officers (NASCIO) where she has worked for over ten years. In her role, she focuses on innovative policies, emerging technologies (including AI) and privacy and data protection within state governments. Previously she worked in government relations at the American Public Power Association and spent four years on Capitol Hill, gaining valuable insights into public policy and the legislative process. Amy holds a BA from Berea College and an MA from the University of Kentucky. She is also the co-host and producer of the NASCIO Voices podcast, and a proud returned Peace Corps Volunteer, having served mid-career in Indonesia from 2012-2014. Amy lives in Lexington, KY with her husband and daughter.

Warren County Judge/Executive

Doug Gorman was elected Judge Executive in November 2022 and began serving the citizens of Warren County on January 2, 2023. Previously, he was First District Magistrate from 2015-2022.
He first came to Bowling Green and Warren County in the fall of 1981 to attend Western Kentucky University. Gorman lettered 4 years on the Hilltopper soccer team before earning his degree in December of 1985 in Business Management.
Gorman owned and managed Booth Fire & Safety in Bowling Green from 1995 – 2020 until the sale of the business. He was awarded the Small Business Person of the Year in 2000.
He has been very involved in economic development efforts over the past two decades. He was a board member of the Bowling Green Area Chamber of Commerce for 10 years and was Chairman of that board in 2008. Additionally, he served on the BG Area Economic Development Authority board.
In 2009 he was appointed by Warren County to be Chairman on the inaugural Warren County Downtown Economic Development Authority (TIF) board. Since that time, he has been involved with over $325M in capital investment in the downtown TIF district.
He is married to Michelle Gorman, Senior Vice President at Pinnacle Financial Partners. Together they have 5 children: Brittney (d) (Terris) Parrish, Kelli (Ben) Vance, Joey (Megan) Gorman, Austin Disney, and Christina (Jeff) Ranger. They are the proud grandparents of Gracie Disney and Emery Rose Parrish.

Communications Director, Kentucky Court of Justice

Jim Hannah is an award-winning writer, recognized for his work in both communications and journalism. He joined the Kentucky Administrative Office of the Courts in March 2023 as Director of the Office of Communications. Prior to this role, Jim served as the spokesman for the Kentucky Transportation Cabinet's District 5 in Louisville, where he managed media relations and public communications for the region’s transportation needs. From 2014 to 2021, Jim was a nonpartisan public information specialist for the Legislative Research Commission, crafting communications for the Kentucky General Assembly. Earlier in his career, he spent 14 years as a reporter covering Kentucky’s criminal justice system for The Cincinnati Enquirer. Jim also worked for one year as a copy editor for Shanghai Daily in China. He has appeared on several true-crime television programs, including Dateline, Snapped, Forensic Files, and Deadly Affairs, to discuss his reporting on high-profile crimes in Northern Kentucky. He resides in Frankfort, Ky., where he enjoys kayaking and sampling bourbon in his free time.

Executive Director of Tech Association of the Bluegrass

Mackenzie Hanes serves as the Executive Director of the Tech Association of the Bluegrass (TAB), an organization dedicated to building the tech ecosystem in the Greater Lexington Region through employment, education and engagement. The ecosystem supports multiple meetups and gatherings to help promote the tech and tech enabled industries as well as the individuals who live and work there. Mackenzie works for Awesome Inc, the Innovation Hub for Central and Southern Kentucky through the Cabinet for Economic Development. Mackenzie assists communities in developing entrepreneurial ecosystems and entrepreneurship clubs on college campuses. 
In addition to her work in tech and entrepreneurship, Mackenzie is pursuing a doctoral degree from the University of Louisville in Higher Education Leadership and Organizational Development. Mackenzie Hanes, originally from Mayfield, Kentucky, came to Central Kentucky to attend the University of Louisville and subsequently became a happy transplant in Frankfort with her husband and two children.

Tracy Meiners

Information Systems Analyst, Louisville-Jefferson County Metro

Tracy Meiners has worked in IT for over twenty years, half of which has been with Louisville Metro Government. In 2020 she was responsible for the rollout and implementation of the Docusign eSignature solution enterprise wide. A large-scale project that she is most proud of is the use of Docusign to onboard hundreds of volunteers for their nationally recognized LouVax drive-through vaccination program during COVID. Since then, she has continued to find opportunities to improve processes throughout Louisville Metro Government. Notable accomplishments include the Pre-Employment Polygraph booklet and Street Racing Citations for Public Safety, the Duty to Warn notifications for the Department of Homeland Security, and various forms for the HR and Health Departments.
In her free time Tracy cheers on the University of Louisville Cardinals and the Chicago Bears, volunteers with youth football, and supports charitable causes such as the American Cancer Society.
Through the years her roles have changed but her goal has not: to improve the overall internal and constituent-facing user experience using technology.
