Ruth Day is the Chief Information Officer (CIO) for the Commonwealth of Kentucky. As CIO, she heads up the Commonwealth Office of Technology and is a member of the Governor's executive cabinet. Day, a certified public accountant, brings private-sector experience to the Commonwealth Office of Technology (COT). Prior to her appointment, she served as the vice president for administrative services at Landstar System Inc., a transportation services company specializing in logistics.

John Register

John Register

Paralympic Games Silver Medalist, Persian Gulf War veteran, TEDx Motivational Speaker

John Register is a two-time Paralympian, Paralympic Games Silver Medalist, Persian Gulf War veteran, and TEDx Motivational Speaker. He embraced a “new normal mindset” in becoming an amputee following a misstep over a hurdle while training for the 1996 Olympic Games, after participation in two consecutive Olympic trials.
An Oak Park, Ill. native, Register discovered how to “amputate his fear of disability” and founded the U.S. Olympic and Paralympic Committee Military Sport Program in the early 2000s. He launched a book titled: 10 Stories to Impact Any Leader: Journal Your Way to Leadership Success, as business leaders return to work with their staff amid stressful circumstances surrounding the Coronavirus pandemic and the recent unrest in our urban cities.
Register teaches business professionals through his “Hurdling Adversity” speeches and podcasts to “amputate fear and embrace their new normal,” as they discover “stories within themselves.”
He finds that “it is the personal stories that inspire teams more profoundly with greater impact.”
Register is a four-time All-American graduate of University of Arkansas. He served six years in the U.S. Army—including in operations Desert Shield and Desert Storm, and in active-duty with the U.S. Army World Class Athlete Program—winning nine gold medals in the Armed Services Competition and two World Military Championships.
Register had his left leg amputated after a misstep over a hurdle changed his life. Register hyperextended his knee and severed the popliteal artery. He started swimming to aid in his recovery, made the U.S. Paralympic Team in 1996, and later won a silver medal in the long jump—as he set an American record—and sprinted to fifth in the 100 meters and 200 meters at the U.S. Paralympic Games in Sydney.
Register resides in Colorado Springs, CO with his wife Alice. The couple have three children - John Jr., Ashley, and Ronald.

David Couch

Chief Information Officer, Department of Education, Associate Commissioner, Office of Education Technology, Commonwealth of Kentucky

David Couch is the Kentucky Department of Education’s (KDE’s) chief information officer and associate commissioner for the Office of Education Technology (OET). He also is the EdTech Leader for Kentucky’s K-12 schools. He joined KDE in April 1992.
Couch is a native of Johnson County, and a graduate of Kentucky’s public school system and the U.S. Military Academy at West Point. He served 12 years in the U.S. Army and nearly 30 years serving K-12 students, providing them skills, knowledge, hope and opportunity for the future.
Couch has received several awards for his work in education technology, including the 2011 KySTE’s “Making IT Happen” award for extraordinary commitment, leadership, courage and persistence in improving digital learning opportunities for Kentucky students.
Couch has been a volunteer youth coach of five different sports over the past 20 years. He has 4 children and 3 grandchildren.

Aaron Cornfeld has recently joined Mythics LLC as Chief Technology Officer. Previously, Aaron was the Head Director of Public Sector Customer Engineering for Google Cloud and the Group Vice President of Solution Engineering for Public Sector at Oracle Corporation. At Oracle, Aaron and his team worked with Federal, State and Local, Higher Education, and Healthcare customers building solutions around Oracle technology and applications including PeopleSoft, E-Business Suite, Oracle’s Cloud products, and Engineered Systems.
Prior to Oracle, Aaron worked for USinternetworking, Inc. a startup organization which founded the idea of “Software as a service” and led operations for enterprise applications including Oracle E-Business Suite, PeopleSoft, Ariba, and other Ecommerce offerings.
Aaron resides in Ashburn, Virginia. He holds a Bachelor of Science degree in Industrial Management and Economics from Carnegie Mellon University and an MBA from the University of Georgia.

Shonte Eldridge is an award-winning strategy and organizational change expert who spent 23 years in State and Local Government leadership. She served in senior positions for a Governor, two States’s Attorneys, and two Mayors, and ended her public sector career as the Deputy Chief of Operations for the City of Baltimore. Shonte is currently focused on helping government leaders simplify cumbersome business operations and navigate an ever-evolving technology landscape.
Shonte was named one of the 25 women to watch by the Baltimore Sun newspaper and magazine in 2020 and is most known in the industry for her energetic approach to solving complex government challenges and developing process improvement and digital transformation strategies that get results.

Miguel Juanez leads the newly formed Office of Systems Equity, an agency within the Kentucky
Education and Labor Cabinet’s Department of Workforce Development. In partnership with the Office of
Broadband Development, the Office of Systems Equity is overseeing the creation and implementation of
commonwealth’s Digital Equity Plan. A committed community development leader and manager, Miguel
has over a decade of experience in diverse work environments, including nonprofit, government, sales
and retail. Adept at leading multicultural and cross-generational teams, Miguel is happiest building
strong partnerships with public and private organizations and promoting diversity, equity and inclusion.
Miguel holds a bachelor’s degree in Organizational Development and Business Foundations from the
University of North Texas and is a Rotary International Alumnus.

Chris Lambert has over 25 years of experience with the Kentucky Transportation Cabinet and has served in a variety of I.T. roles. Over the last ten years, Chris has worked on the implementation and improvement of real-time, big data architecture for Intelligent Transportation Systems. The system supports many use cases throughout the Cabinet including Traveler Information (GoKY), Automated Incident/Crash Detection, Snow and Ice Decision Support, Work Zone Monitoring, and a variety of smaller uses cases and research projects. Chris is currently serving in the State Highway Engineer’s Office as the systems architect for the new Performance Management program, known as TRAK (Transportation Research and Analytics for Kentucky).

Carlos Luna is the General Manager of Tyler Kentucky, a Frankfort-based subsidiary of Tyler Technologies' Digital Solutions Division that manages and hosts Kentucky.gov, a collaborative, public-private partnership between the Commonwealth of Kentucky and Tyler Kentucky. Carlos joined NIC in 2001 as a Customer Service Representative for its NIC Technologies subsidiary in Washington, DC. His leadership played a key role in the development and maintenance of the Federal Election Commission's campaign finance electronic filing system for 12 years at NIC Technologies. After which he helped lead the New Mexico subsidiary for 2 years and now leads Tyler Kentucky bringing communities together and making government more available through technology. Carlos’ management not only benefited Tyler's Digital Solutions Division over the years, but his devotion to helping his fellow mankind steered him to join the United States Navy Reserve as a Hospital Corpsman in 1989 serving for twenty-two years before retiring in 2011.

JiJi El Masri is the Executive Director of the Office of Data Analytics at the Kentucky Cabinet for Health and Family Services. Previously, JiJi worked at a tech software startup specializing in addressing Social Determinants of Health through data-driven community engagement strategies. She has also worked at Metro United Way in Louisville, where she led data collection and analysis for early childhood and youth development programs, and developed extensive experience working with community-based organizations to achieve and measure collective impact. She is passionate about transforming relationships to partnerships, and is always intrigued by the intersectionality of people and data. JiJi holds a BA in Business Administration from the American University of Beirut, and an MBA from the University of Louisville.

James has served as the Chief Information Security Officer for Louisville Metro Government since 2015. During his tenure, he and his team have led the charge in reducing overall cyber risk to Louisville Metro by 85% through metrics-driven action. He has embraced an approach of progress through partnerships - both internal and external - and forged a strategy based on defense in depth that adapts to the disappearing network perimeter. He is also a Cyber Corps Major in the Kentucky National Guard and has served in the military for 33 years, including a recent mobilization with US Cyber Command. He holds multiple industry certifications and is a member of the Kentucky Chapter of the Signal Corps Regimental Association, a member of the Association of Old Crows, and a member the Kentucky Cyber Threat Working Group.

Prior to Kyndryl, Jimmy served over the last 10 years as the global professional service practice leader of Verizon’s Cyber Defense consulting business, spanning 280 security consultants in 33 countries, and across Identity Access Management, Endpoint Security, Detection & Response (CSIRT) capabilities.
And before Verizon, Jimmy had the opportunity to establish IT Security program for a large global joint venture between Sony and Ericsson.

Meghan Sandfoss is the Executive Director of the Kentucky Office of Broadband Development, a role to which she was appointed in September 2022. She earned a bachelor’s degree in sociology from the College of the Holy Cross in Worcester, Massachusetts, and a master’s degree in Community Planning from the University of Cincinnati. She is a member of the American Institute of Certified Planners.
Sandfoss has over 18 years of experience in public administration. She previously held a senior leadership position at regional development organization where she oversaw a variety of local, state, and federal programs in the areas of transportation planning, infrastructure development, comprehensive planning, and community and economic development.
Meghan is a lifetime member of Girl Scouts and serves as an adult volunteer and troop leader in the Girl Scouts of Kentucky’s Wilderness Road Council. She also serves as a committee member for Cub Scout Pack 779 in the Dan Beard Council, Boy Scouts of America. She resides in Covington with her husband and 2 children.

Rick Woodruff joined the Commonwealth Office of Technology (COT) in 2005 where he has held various leadership positions throughout his tenure. In his current role, Rick serves as the Executive Director of the Office of Infrastructure Services. Rick contributes to strategic planning and enterprise initiatives. He is responsible for overseeing infrastructure services relating to compute, storage, cloud, network, voice, and large volume printing for the Kentucky Executive Branch of state government. Rick has accumulated over two decades of IT leadership serving government and private sector environments. He is an advocate for openness/trust and continuous improvement of technology service delivery through enterprise models. “Thank you for the opportunity of a lifetime – inspiring partnerships to do better each and every day for the citizens of Kentucky.”
Rick is happily married to his wife of 30 years. They have one adult daughter. In their spare time, Rick and his wife enjoy food odysseys, travelling to new destinations, and serving others through Christian missions.
