Government Technology’s passion is helping spread best practices and spurring innovation in the public sector. The Kentucky Digital Government Summit is designed to do just that. The summit has an advisory board that gathers public sector and private sector leaders to create an agenda designed to make that passion relevant and actionable to the state and local government organizations attending the summit. Participants tell us they use the inspirational keynotes, leadership discussions, networking breaks, and timely topics discussed in the numerous breakout sessions to help advance the goals of their organizations and their own career paths.

Bronkar Lee - Keynote

Peak Performance Expert, Author, Speaker, and Dynamic Performer

Bronkar has always been fascinated by learning, as both an enthusiastic student and insightful teacher. He has learned musical instruments and languages, crafted beatboxing techniques, and mastered numerous physical skills – even to the point of breaking world records. More impressively, he’s transformed his personal abilities in record time. He applies these skills as a performer, coach, and educator to inspire countless audiences and individuals. A sampling of credits includes touring Europe as ringmaster to a world-renowned circus, teaching at-risk youth to develop the confidence to overcome abuse and addiction, and appearing with Jay Leno on the Tonight Show.

As a peak performance coach, Bronkar has helped clients and audiences to achieve personal breakthroughs and accomplish goals for health, success, and well-being. His one-man variety show continues to be in great demand – everywhere from corporate conferences for Google and Facebook to Disney cruise ships to half-time shows at Madison Square Garden. As a keynote artist and speaker, he delivers an innovative experience using original art forms, personal connection, and applied technology to help others find greatness within themselves.

Over the years, Bronkar’s desire to produce, coach, and collaborate has led him to form multiple performance groups and multimedia-filled theatrical shows. Most recently, Bronkar collaborated with his wife Cyndi Harvell Lee to write the book BAM: Bold Achievement Method, outlining his 6-step process for accelerated learning.

Jason Ballard

Director, Information Technology, Louisville Metro Government

Jason G. Ballard is the Director of the Department of Information Technology (DoIT) for Louisville Metro Government. He serves as a senior advisor to Mayor Fischer, city government executive staff, and civic leaders on all technology matters, strategy, and capital investments. In addition, he is also responsible for leading DoIT in all facets of enterprise infrastructure, operations, security, telecommunications, client services, applications support, web/mobile capabilities, project management, policy, metro archives, media services, revenue technology, budget, acquisition, and contracting activities providing first-class services to metro area consumers.
Prior to his current position, he honorably served over 20 years in the United States Air Force where he led numerous IT organizations delivering the full-spectrum of air, space, cyber, nuclear, and intelligence capabilities around the globe. He also served as the chief information officer in two organizations, provided direct communications support to senior military and national-level leaders, and oversaw several multi-million dollar portfolios providing critical services in the defense of the nation.
Jason received his master’s degree in Business Administration from Columbia Southern University and a bachelor’s degree in Computer Science from Troy State University. He also holds numerous internationally recognized professional certifications in IT, space, cyber, and program management. He is married and has two children.

Marshall Butler

President, DMD Data Systems

Marshall worked in an IBM business development capacity for over 15 years. In this role he delivered over 50% annual sales growth per year, and enjoyed developing long-term client relationships. Marshall thrives on the competitive nature of the technology business and working closely with his partners. When Marshall began at DMD in 2003 it was a fledgling company, and he is proud to be a part of its rapid growth. In his role as VP of Sales, Marshall’s focus changed from managing his specific accounts to overall company growth and development. He became President of DMD Data Systems in July of 2016. Once a professional golfer, Marshall still very much enjoys the sport. He coaches youth athletics and finds pleasure in reading good books; history is among his favorite subjects.

Bo Gorham

Bo Gorham started with SecureWorks in July of 2016 and has increased the visibility of public market pain points. Prior to coming to SecureWorks, Bo was the Security Operations Manager for the Commonwealth Office of Technology at the Commonwealth of Kentucky. Learning from field experience as a network analyst and security analyst and as a manager he provides a deep insight into public operations and right sizing for the appropriate security posture.

Matt Lawson

Principal Architect, State and Local Government and Education (SLED), NetApp

For over 15 years, Matt has been an information technology professional, primarily in support of higher education. He joined the Virginia Community College System (VCCS) in 2003 and served as their director for enterprise infrastructure. During his tenure with the VCCS, Matt served as Vice President for Information Technology at Thomas Nelson Community College, one of the VCCS member institutions. Matt holds a Masters of Information Systems Management and Bachelors in Business Management from Brigham Young University. Currently, Matt is a principal architect for NetApp U.S. Public Sector focusing on SLED customers. His areas of focus include virtualization, disaster recovery technologies, enterprise storage, and green data centers.

Bryan Marklin

Director, Office of the Chief Technology Officer, Avaya

Bryan has been in the thick of network technology for more than 30 years. Starting down this path in the early 1980s, he has lived the evolution from teletype to the explosion in wireless to now with the latest developments in the" Internet of Things". Prior to joining Avaya, Bryan was a CTO at Alcatel-Lucent where he was responsible for the US Service Providers where he helped developed the product and solution offerings for their Enterprise & Midmarket customer segment. At Avaya, he is a contributing member of the Office of the CTO and is responsible for product strategy, solution definition and messaging for the Networking & Security Portfolio.

Scott Shapiro

Chief Innovation Officer, Office of Mayor Jim Gray, Lexington-Fayette Urban County Government

As Mayor Jim Gray’s Chief Innovation Officer, Scott Shapiro generates transformative projects that do not fall neatly within the standard method of city-service delivery.
A city-benchmarking project led Scott to discover a new species of city – the University City – and he writes and speaks frequently about the concept’s implications for Lexington, its peers, and aspiring University Cities. Scott also co-leads Lexington’s Gig project, which aims to bring a fiber-optic network with ultra-fast Internet speeds to the city. And he is testing one possible answer to Lexington’s long-term traffic-congestion issues by creating the city’s first protected bicycle route for commuters.
Prior to taking on the CINO role, Scott was a senior advisor to the Mayor, managing strategic projects. He was the point person for Mayor Gray’s economic-development partnership with Louisville and the Brookings Institution. And he led the reform of the city’s long-troubled police and fire pension system, which cut the fund’s unfunded liability by $150 million and strengthened the system that serves more than one thousand public-safety retirees. The city’s actuarial firm called the effort “the most effective pension reform the country.”
Scott joined the Mayor’s office having earned a Masters in Public Administration degree from Harvard’s Kennedy School of Government, where he went, at age 40, to embark on a new career in public service. Prior to that switch, Scott was in the private sector in New York City, where he built and sold a consulting company and was a senior executive with a publicly traded health care company.
As a side project, Scott teaches a course titled City Innovation at the University of Kentucky.

Tom Simpson

Tom Simpson

Chief Technology Officer, Cincinnati Bell, CBTS

Tom Simpson is Chief Technology Officer for Cincinnati Bell and has been with CBTS and Cincinnati Bell since February of 2001. Tom is responsible for technology development and operations across all business units of Cincinnati Bell and CBTS. Prior to this position Tom has been responsible for business segments Managed Services to Datacenter to Cloud and automated application platforms, multi-tenant hosting platforms, and refactoring high risk areas of the business for Cincinnati Bell and CBTS respectively. His background and love for VLSI engineering moved him from Silicon Valley to Atlanta in 1996 stemming from work with Scientific Atlanta and RAND for digital signal processing, finally settling down in the Cincinnati area to raise a family. Tom has a wife, 4 children and wishes to give back to a community that he has set his roots in.

Grace Simrall

Chief of Civic Innovation, Louisville Metro Government

Grace Simrall was named Chief of Civic Innovation for Louisville Metro Government in August 2016. Prior to this role, Simrall served as Executive Director of Innovation at Care Innovations, a wholly owned subsidiary of Intel, where she was responsible for the company’s innovation and analytics initiatives. In 2010, she founded iGlass Analytics, a startup focused on delivering data management and analytics solutions in the healthcare technology space. In that role, she worked with payers, providers, and accountable care organizations (ACOs) to apply enterprise data management design principles and cutting edge analytical tools to their specific challenges.
Simrall earned a bachelor’s degree in the geophysical sciences from the University of Chicago and a master’s degree in mechanical engineering from the University of Louisville’s Speed School of Engineering.

Scott Stephens

Enterprise Architect, Office of Technology, Commonwealth of Kentucky

Scott Stephens has been serving as an Enterprise Architect for the Commonwealth of Kentucky since 2014. For the 10 years prior, he served as an executive change agent for high visibility programs aligning strategy, operations, and information technology. With a particular emphasis on international, cross-functional programs, he worked with a number of organizations including the US DOD (DLA, Army, Navy, USMC, Air Force, USSOC), commercial firms (Wal-Mart, Brunswick, Medtronics, Baxter, Intel, HP) defense firms (Lockheed Martin, Boeing), and educators (Penn State, Harvard, MIT, Stanford, INSEAD) among others.
From 1996-2005 he served as the first chair of the Supply Chain Council and, for the next decade, the Chief Technology Officer leading the development of the SCOR model through its first 9 editions and licensing its use to the Department of Defense, SAP, HP and other technology vendors, and the 800 practitioner members of the Council. He served as a Surface Warfare Officer in the US Navy in destroyers and hydrofoils.

Lee Tompkins

President, Kentucky Interactive LLC / Kentucky.gov

Lee Tompkins serves as the General Manager for Kentucky.gov and the President of Kentucky Interactive LLC, a subsidiary of NIC Inc., where he has been responsible for leading the successful implementation of Kentucky’s eGovernment strategy in a public-private partnership with the Commonwealth Office of Technology since 2003.
Mr. Tompkins has a wide array of experience in information technology, business development and leadership, alliance management, financial services and government affairs in both the United States and abroad. In a leadership role, he has served as the Director of Operations for Kentucky Interactive, Director of Strategic Alliances for NIC, the President of NIC Canada and as a Vice President of Portal Operations for NIC.
Prior to joining Kentucky Interactive / NIC Inc., he managed and developed web-based service delivery solutions and strategies for Alltel Information Services. He also worked for high-tech startup eCommlink as the Director of Strategic Alliances.
