Eileen Battles oversees the development, implementation, and maintenance of geospatial projects and initiatives that includes everything from custom applications, services, portals, and hubs to data processing, workflows, standards, and guidelines.  She works with every level of government and private industry to promote geospatial collaboration across the state.

Sherry Massey

GISP, is the Executive Director of the State 911 Board of Kansas
Over a 25-year career in local government Sherry Massey served as a telecommunicator, trainer, and administrator for 911 before moving to GIS and IT. For the last 13 years she has been deeply involved with the Kansas NG911 Program, helping to develop the Kansas NG911 GIS Data Model and overseeing the data side of the transition from legacy call routing to NG911 geospatial call routing. She also serves as a co-chair for NENA’s NG911 GIS Data Model workgroup.

Ken Nelson

Geographic Information Officer, Data Access and Support Center (DASC), Kansas Geological Survey, University of Kansas

Ken Nelson serves as the Kansas Geographic Information Officer and Associate Director of GIS and IT at the Kansas Geological Survey (KGS), a research unit of the University of Kansas. 
Ken joined the KGS team in 1995.  Over the past 30 years, Ken has directed GIS clearinghouse activities numerous GIS database and application development projects and collaborated with all levels of government and the private sector.  The Kansas GIS clearinghouse provides a variety of services for the Kansas GIS community and supports enterprise GIS applications for numerous state agencies.  Additionally, Ken serves on the Kansas 911 Board, the National Geospatial Collaborative Board, and is the Past President of the National States Geographic Information Council.

Lunch Keynote - The Kansas Next Generation 911 (NG911) Program

The Kansas 911 Act, signed into law on 5/11/2011, laid the foundation for the Kansas Next Generation 911 (NG911) program. In 2012, a GIS pilot study was conducted to evaluate the condition of existing GIS datasets and their alignment with national standards. The NG911 GIS program formally launched in 2013 and continues to this day. The Kansas NG911 program has had a profound effect on public safety across the state and has also significantly impacted state and local GIS programs. This presentation will provide a program overview, including critical legislation, program structure, technical platforms, lessons learned, future direction, and, of course, the data that makes it all possible. The presentation will be delivered by a team of three, all of whom have been heavily engaged in the Kansas NG911 program since its inception.
