Former Commander, US Navy

Mary Kelly is a graduate of the United States Naval Academy and spent over twenty years on active duty in intelligence and logistics. She retired from the Navy as a commander. She has master’s degrees in history and economics, and a PhD in economics. Mary has more than twenty years combined teaching experience at the Naval Academy, Air Force Academy, and Hawaii Pacific University. She has extensive experience in business coaching, management, economics, government, organizational leadership, communication, organizational growth, teamwork, strategic planning, human resources, customer service, time management, and project development. Mary has written thirteen books on leadership, productivity, business planning, and personal finance to help people and organizations at all levels. Mary Kelly has published more than 500 articles and is a frequent guest on media programs. She was inducted into the Speaker Hall of Fame in 2020.

Former Executive Vice President at Walt Disney World Resort

Lee Cockerell is the former Executive Vice President of Operations for the Walt Disney World® Resort. As the Senior Operating Executive for ten years Lee led a team of 40,000 Cast Members and was responsible for the operations of 20 resort hotels, 4 theme parks, 2 water parks, a shopping and entertainment village and the ESPN sports and recreation complex in addition to the ancillary operations which supported the number one vacation destination in the world. One of Lee’s major and lasting legacies was the creation of Disney Great Leader Strategies which was used to train and develop the 7000 leaders at Walt Disney World. Lee has held various executive positions in the hospitality and entertainment business with Hilton Hotels for 8 years and the Marriott Corporation for 17 years before joining Disney in 1990 to open the Disneyland Paris project. Lee has served as Chairman of the Board of Heart of Florida United Way, the Board of Trustees for The Culinary Institute of America (CIA), and the board of the Production and Operations Management Society. In 2005, Governor Bush appointed Lee to the Governor’s Commission on Volunteerism and Public Service for the state of Florida, and he served as Chairman of the Board. Lee has written multiple books and numerous articles. He regularly delivers leadership and service excellence workshops and consults for organizations around the world as well as for the Disney Institute.

Bureau Chief IT Application Development for the Department of Human Services, State of Iowa.

Steve manages five technical teams and two large re-write projects that support multiple business areas within DHS. Steve and his team’s main goal is to achieve a genuine customer user experience that makes it easy for our citizens to not only have a great experience when interacting with DHS Applications but and more importantly achieve the outcomes/success they are seeking.
Through his journey with DHS, Steve started on the business side before joining the technical team as a developer and eventually advancing to IT manager. Within the last year, he has focused on a Human Centric Design approach for the New Rent Reimbursement program with a look to expanding into the design of multiple applications.
Steve is a board game enthusiast and enjoys cycling. He is a newbie cyclist!!

Senior Fellow, Center for Digital Government

As the Minneapolis CIO for seven-plus years, Otto Doll was responsible for all city IT services. He also served as South Dakota’s CIO for 15 years with responsibility for all state government computing, telecommunications, radio and public broadcasting. While with IT research firms, Otto has advised Fortune 1000, federal, state and local government CIOs on information technology assessment and alignment to business needs. He has served as a director with the United States General Services Administration, developing information technology strategic plans and oversight policy.
Otto received his computer science degree from Virginia Tech and is a senior executive fellow of the Kennedy School of Government, Harvard University. He is a past president of NASCIO – a national organization of state CIOs. He also is a past president of the Metropolitan Information Exchange (MIX) – a national organization of city and county CIOs. Otto was named to Government Technology's 2004 Top 25 Doers, Dreamers and Drivers.

Chief Information Security Officer and Division Administrator Infrastructure and Security, State of Iowa

Shane Dwyer is the State of Iowa’s Chief Information Security Officer and is the principal executive for state-wide data-center services, hosting services, information security services, and networking services. Prior to his current role, Shane was the Chief Information Security Officer for the Wisconsin Department of Health Services; Senior Director for Information Security at Minnesota State University; and was an Operations Manager for the United States Air Force. Shane holds a Bachelors in Information Systems Security from American Military University and maintains the Certified Information Systems Security Professional, GIAC Security Leadership, and Certified Data Privacy Solutions Engineer certifications.

Andrea has been the Director for Strategic Communications since 2013, managing a team of communication specialists to manage the Iowa DOT brand and create customer-centric engagement both internally and externally through the department’s social media channels, blog – Transportation Matters for Iowa, intranet and website – www.iowadot.gov. The DOT is currently implementing a Voice of the Customer initiative to aid in strengthening their brand, communication efforts, and redesign of their website, as well helping inform the need for operational improvements.

Doug is Director of the Iowa State University Center for Cybersecurity Innovation and Outreach and Professor of Electrical and Computer Engineering. He is the lead PI in the National Centers of Academic Excellence in Cybersecurity sponsored ReCIPE coalition which is focused on securing cyber-physical systems. Doug also created the Iowa Cyber Hub which is dedicated to increasing the cyber workforce in Iowa. Doug has given over 300 presentations in the area of computer security. He also created a computer security outreach program targeted at the general public, post-secondary students, and faculty.

Policy advisor for Future Ready Iowa, Workforce Development, State of Iowa

Kathy Leggett has served since 2018 as the Future Ready Iowa Policy Advisor at Iowa Workforce Development. Future Ready Iowa is the state’s initiative to enhance Iowa’s workforce by having 70 percent of Iowans with education and training beyond high school by 2025. In her role, Kathy works with multiple state agencies and all across the state at a grassroots level, coordinating with leaders from business, education, workforce, and the community to align with a vision where every Iowa job is filled, and every worker is fulfilled. Kathy is experienced in statewide leadership, project management, collaboration, and advocacy work. Prior to her work at IWD, she was Director of the Center for Advocacy and Outreach at Blank Children's Hospital in Des Moines. Kathy has a bachelor’s degree and a master’s degree from the University of Northern Iowa and an MPA from Drake University.

He has presented at numerous industry conferences and published articles and posts on next-generation network connectivity as a critical foundation of enterprise transformation.

Mary Mosiman, CPA

Deputy Director & Tax Management Administrator, Department of Revenue, State of Iowa

Mary Mosiman is a Deputy Director and the Tax Management Administrator in the Iowa Department of Revenue and has been serving in this role since March 2019. The Tax Management Division (TMD) is responsible for three business units in the Department; Operations, Compliance, and Collections. The Compliance unit administers all tax filings and tax payments, and verifies accuracy through examination or audit.
Previously Mary served as Iowa’s Auditor of State and as a Deputy in the Iowa Secretary of State’s office. She has 12 years of state government experience, primarily in audit and financial operations. Mary also has 10 years of serving in local government as the Story County Auditor.
Mary is a proud graduate of Iowa State University and is a Certified Public Accountant. She has participated in various community organizations and is very active in her Church.

Web Team Leader, Iowa Department of Transportation

Cherice Ogg leads the web team in the Office of Strategic Communications at the Iowa Department of Transportation (Iowa DOT). She and her team are responsible for managing Iowa DOT’s web presence, iowadot.gov, which includes more than 10,000 web pages. In addition to taking care of iowadot.gov, the web team designs user interfaces for web applications, websites, email templates, and other digital means of communicating with our internal and external customers. Ogg graduated from Iowa State University in 1996 and has been with the Iowa DOT for 22 years.

Prior to that, Debbie was the Manager of Business Operations for the IT Enterprise in the Department of Administrative Services (DAS) and also served as the Purchasing Director in DAS for 8 years. From 2000-2004, she served as Deputy Director/Division Director for the Information Technology Department. Debbie received a BA degree from the University of Iowa and the Certified Public Manager designation from Drake University.

Scott has over 26 years experience in government operations, specifically in the areas of performance management, planning, policy analysis, and data analysis. Since starting with the State of Iowa in 1996, Scott has served in a variety of roles and positions within both the Department of Natural Resources and, more recently, the Department of Management. Scott has led many of the State's efforts to improve transparency and make data more accessible. He is responsible for the administration of the state's data portal and interactive ledger, and previously coordinated reporting on federal funds supporting Iowa's response and recovery efforts associated with the coronavirus pandemic. Scott's past work has been highlighted by the U.S. Government Accountability Office, and has received recognition from the U.S Public Interest Research Group, the U.S. Environmental Protection Agency, and the Council of State Governments. Scott has a Bachelor of Arts from the University of Northern Iowa in Cedar Falls, Iowa and a Master of Public Administration from Drake University in Des Moines, Iowa.
