The 2025 Iowa Digital Government Summit will bring together technology professionals from all levels of government across Iowa to connect with vendor partners for discussions on the evolving IT landscape within the state. The event on September 25 will kick off with a keynote from Shawnee Delaney, followed by a variety of breakout sessions and networking opportunities focused on cybersecurity, artificial intelligence, IT procurement, web accessibility, and enterprise architecture. Shawnee Delaney

Founder and CEO, Vaillance Group

Shawnee Delaney is the founder and CEO of Vaillance Group and a globally recognized expert in human risk management, insider threat, and security investigations. As a decorated former Clandestine Services Officer with nearly a decade at the Defense Intelligence Agency (DIA), she conducted human intelligence (HUMINT) operations worldwide, including four combat zone tours in Iraq and Afghanistan, ultimately serving as both Detachment Chief and Supervisory Branch Chief. After leaving DIA, Shawnee supported the Department of Homeland Security (DHS) in protecting U.S. critical infrastructure with the Industrial Control Systems Cyber Emergency Response Team (ICS-CERT) before leading the creation of insider threat programs at Fortune 500 companies such as Uber and Merck Pharmaceuticals. Shawnee has advised nation-states, multinational corporations, and startups alike on preventing, detecting, and managing insider threats and continues to be a highly sought-after keynote speaker and consultant on insider threat, cybersecurity, and risk management. Her insights have been featured by The Financial Times, Fox Business, The Hill, USA Today, The Cipher Brief, Business Insider, Yahoo Finance and numerous international outlets. She holds master’s degrees in Counter-Terrorism & Counter-Proliferation and Cybersecurity and is currently completing a third in Industrial-Organizational Psychology.

Director of Business Services, Carrier Division, Iowa Communications Network

Stephanie DeVault is a seasoned technology leader with 28 years of experience in the telecommunications industry, currently serving as the Director of Business Services at the Iowa Communications Network (ICN). Since joining the ICN in 2021, she has focused on product development, working to enhance how the organization supports, orders, and maintains products to help customers grow. A recent highlight has been developing business plans for Zoom and backup redundancy services, which have proven to be crucial in meeting customer needs.
Prior to her role at the ICN, Stephanie was the Regional Vice President of Sales for Unite Private Network (UPN) for six years, where she successfully managed the Iowa sales team, organized marketing events, and developed partnerships with vendors and channel partners. During her tenure at UPN, she achieved notable business growth, including a 41% increase in 2020. She also held the position of National Account Executive at Windstream. Early in her career, she was a National Account Manager at Stealth Network Communications, where she contributed to company growth and managed accounts for government agencies.
Stephanie holds a Bachelor of Science in Criminal Justice from San Jose State University. Her professional development includes a strong technical background with skills in CCNA (Cisco Certified Network Associate), CCDP (Cisco Certified Design Professional), Voice Architecture, and cloud technologies. What Stephanie finds most rewarding about her work is the focus on customer service and building relationships. She is passionate about helping Iowa organizations achieve their critical missions and considers it a privilege to be a part of a team that serves all Iowans.
Stephanie, her husband, and their three children reside in Minburn, Iowa.

Travis Jeanneret is currently the IBM AI Business Unit Executive overseeing the Midwest region of the U.S. He works daily with IBM clients on their AI strategy, use case prioritization and deployment architectures.
Travis has spent 26 years within the IBM technology division with roles ranging from Technical Specialist, Enterprise Architect, AI SME and others. He graduated from Kansas State University with a degree in Computer Engineering. He enjoys spending time in Kansas City with family activities and church responsibilities.

Shane is the Chief Security Officer for Kingland systems, where he is responsible for overall cybersecurity, physical security, risk profile, and data protection of the firm. Prior to Kingland, Mr. Jones was the Global Security Services Cybersecurity Operations Manager and the Sr. Information System Security Manager for Raytheon Missile and Defense, as well as time spent as an IG inspector for the US Air Force and a Software Engineer for the Defense Intelligence Agency.

IT Strategy Manager, Iowa State Association of Counties

Joel Rohne is the Program Manager for the Iowa State Association of Counties Technology Service Bureau (TSB) and is tasked with providing technology resources for the counties in the State of Iowa. Prior to that position he served as the IT/ GIS Director for Worth County IA for 17 years. He has been a member of the Iowa Counties Information Technology Affiliate(ICIT) since 2006 and has held the positions of District Rep, Vice President, President, Technology Advocate, Chair of the Info Sec committee, and served as an ISAC Board Representative for 8 years.  He also is a founder of the ICIT “Paying IT Forward” program that provides technology assessments for local governments since 2011 and has been a team member for 47 of those on-site assessments. He has been a digital forensics investigator since 2008 providing services for local law enforcement in the North Iowa and Southern MN region.

National Director of State Strategy, Fortinet

Jonathan serves as the National Director of State Strategy at Fortinet. Prior to joining Fortinet, Jonathan served the State of North Carolina in various appointed leadership positions for two separate Governor’s administrations.
Most recently, Jonathan served as the Chief Operating Officer of the NC Department of Information Technology. As COO, Jonathan ran all aspects of operations within the department and its nearly $1.2billion budget as well as the state’s $1.5 billion Statewide IT Procurement Office. He managed the Legal Division, Chief Procurement Officer, Chief Financial Officer, Legislative Affairs, Human Resources, Communications and Facilities.
Jonathan began his service to the department when he was appointed to be the General Counsel. In that role, he managed the Department ‘s legal department, with a focus on complex IT contract negotiations and legislative affairs. He also wrote the legal structure for the State’s Office of Broadband and Digital Opportunity which is set to distribute over $2billion in state and federal funds.
Prior to joining DIT, Jonathan spent over a decade with the NC Department of Justice where he was a Special Deputy Attorney General representing various state agencies including DIT where he served as legal counsel to the Statewide IT Procurement Office negotiating IT contracts for all state agencies.
Jonathan is a graduate of the University of North Carolina, in Chapel Hill and the North Carolina Central School of Law. He is a self-proclaimed rabid fan of Carolina Basketball and a lifelong Tar Heel.

Micah Van Maanen is the IT Director at Sioux County, Iowa, where he has served for the past 24 years.  He is actively involved with the Iowa Counties Information Technology (ICIT) organization where he has served as president along with other leadership roles.  He has assisted many Iowa counties and other local government organizations through the ICIT Tech Team assessment projects.  These on-site assessments provide local government organizations with the information and resources they need to improve their IT environments so they can better serve Iowa taxpayers.  He currently serves as the ICIT representative on the Iowa State Association of Counties Executive Board.

With over 25 years in the IT industry, including two decades in the K-12 sector, he brings a unique perspective on the challenges faced by state, local, tribal, and territorial (SLTT) entities.
He is passionate about cybersecurity, operational efficiency, and public service. Known for his people-first leadership approach, he champions a culture of continuous learning and collaboration. Al is also committed to supporting underserved and underrepresented communities by promoting equitable access to technology and digital resources, both within his organization and through broader engagement efforts.
