The Texas Health and Human Services Commission (HHSC) oversees the delivery of health and human services in Texas, supporting the well-being of individuals and families across the state. HHSC administers a wide range of programs, including Medicaid, food assistance, mental health services, and regulatory oversight of healthcare facilities. The agency has approximately 36,000 employees across multiple divisions, such as Medicaid and CHIP Services, Regulatory Services, Behavioral Health, and Access and Eligibility Services. The annual budget exceeds $40 billion.

Sylvia Hernandez Kauffman

Chief Information Officer, Health and Human Services Commission, State of Texas

Sylvia Hernandez Kauffman is Chief Information Officer for Texas Health and Human Services (HHS).
Kauffman has more than three decades of experience in executive and senior leadership roles in information technology and state government.
A native Texan, Kauffman started her career as a database administrator and systems analyst with Exxon Company USA in Houston. Prior to joining HHS, she served in the State of Massachusetts’ IT division where she led the procurement, design, development, and implementation of the award-winning Massachusetts state government portal, www.Mass.Gov.
Kauffman has served in various leadership roles at HHS, including Inspector General in the HHS Office of the Inspector General (OIG) and Deputy Inspector General for Data and Technology in OIG. She also led the HHS Office of e-Health Coordination where she oversaw funding and policy development for the Health Information Exchange Network in Texas.
Kauffman earned a bachelor’s degree in computer science from Stanford University and a master’s degree in public policy from Harvard University.
