Neighboring Williamson County has seen rapid growth from Austin’s northward expansion. Its Technology Services department partners with the award-winning Purchasing department to source proven and cost-effective technology solutions to best serve the needs of the County. Technology Services continuously works to identify, evaluate, implement, and support solutions for all offices and departments for the benefit of the citizens.

Chief Information Officer, Williamson County

Richard Semple is the Chief Information Officer for Williamson County, Texas, where he leads enterprise technology strategy, cybersecurity, and operations for one of the nation’s fastest-growing counties. With over 25 years of government IT experience, he oversees major infrastructure modernization efforts and mission-critical systems supporting 24×7 services.
Richard holds a bachelor’s degree from the University of Pittsburgh, and holds a Master's Degree in Public Administration from St. Francis eUniversity in Carmel, California. Richard is a Certified Information Security Manager, Certified Government CIO, and Certified GIS Professional, who is recognized for driving innovation and organizational efficiency in complex environments.

Ralph Warren

Director of Information Technology, Travis County

Ralph Warren serves as the Director of Information Technology for Travis County, Texas, a role he has held since 2020. With over two decades of experience in public sector technology leadership, Ralph previously served as the Deputy Chief Information Officer for the City of Austin, where he led major modernization initiatives and helped shape the city’s digital infrastructure.
Before entering local government, Ralph began his career in the U.S. Air Force, bringing a disciplined and mission-driven approach to his work. He holds a Bachelor of Applied Science in Industrial Electronics Technology from the University of Texas – Permian Basin, and a Master of Public Administration from Texas State University.
Ralph is known for his forward-thinking leadership, commitment to public service, mentoring technologists, and passion for empowering communities through technology.
