Overview

In January we held the inaugural Industry Insider – Florida members-only, in-person briefing which featured insights on the state budget process as well as a discussion with the CIO of the Department of Environmental Protection.

January marked the convening of the Florida Legislature to debate and finalize the state budget, which, once approved, contains billions of dollars of new IT spend. How exactly does the budgeting process work? What do industry partners need to understand and be aware of? Former CIO for the Florida House of Representatives, Scott McPherson, provided answers to those questions and more.

Martin Stevens, CIO for the Florida Department of Environmental Protection also joined us for a discussion and Q&A on the Department’s current and future IT plans and priorities.

In 2006, Scott accepted the appointment as CIO for the Florida House of Representatives. Scott guided the development of the legislature’s first “app,” which debuted in March 2013, and garnered 5-star reviews and more than 3,500 downloads before being decommissioned in 2017. Scott served in this role until his retirement in August 2022.
In March 2001, Scott was appointed Chief Information Officer (CIO) at the Florida Department of Corrections. Under Scott’s tenure, the Department’s Office of Information Technology won seventeen (17) Davis Productivity Awards from Florida TaxWatch for innovation and excellent stewardship of taxpayer dollars.
In 1999, Governor Jeb Bush asked Scott to return to public service and create Team Florida 2000, Florida’s statewide Y2K preparedness effort. The largest IT project in Florida’s history, TF2K garnered several state and national awards. TF2K’s statewide critical infrastructure and disaster recovery methodology were used extensively in the weeks following 9/11.

Chief Information Officer, Department of Environmental Protection, State of Florida

Martin Stevens is the Chief Information Officer (CIO) for the Florida Department of Environmental Protection, a position he has held since May 2023. Prior to his current role, he served as the CIO for the Florida Department of Education’s Division of Early Learning. After serving 7 years in the US Army, Martin earned his degree in Computer Science from MTSU. With wide ranging experience in the IT industry, Martin has held leadership and technical roles in both private and public sectors. He has extensive experience building teams, developing systems, and architecting web-based applications. Martin has developed innovative solutions using multiple tools, disciplines, languages, and platforms, including C++, Java, C#, VB, HTML, JavaScript, SQL, and Oracle environments. He is also well-versed in agile/scrum software development methodologies. Martin is known for his ability to effectively communicate technical concepts to customers or business stakeholders at all levels within an organization.
