Overview

This is an in-person exclusive briefing for Industry Insider – California members to hear from the IT Leadership team of the California Department of Corrections and Rehabilitation (CDCR), one of the largest State departments with over 57,000 employees, a $12.8 billion total annual budget and an estimated annual IT budget of $422 million. CDCR manages the State of California's prison system with an emphasis on public safety, rehabilitation, community reintegration and restorative justice.

Speaking will be Kristin Montgomery, CIO for CDCR, who oversees the strategy and operations for all IT. She will be joined by Edmond Blagdon, Deputy Director of Integrated Business and Technology Solutions and Richard Gillespie, Deputy Director of Infrastructure and Operations.

Kristin Montgomery

Kristin Montgomery

CIO and Director of Enterprise Information Services, Department of Corrections and Rehabilitation, State of California

Kristin Montgomery currently serves as Director, Enterprise Information Services for California Department of Corrections and Rehabilitation (CDCR). She provides leadership for the continued development and management of an innovative, robust, and secure information technology environment throughout CDCR. Prior to taking the role of Director she was the Deputy Director of Operations and Support at CDCR. In this role she managed all the enterprise infrastructure functions including: network services, storage/server services, telephony management, radio management, and active directory management.
Prior to CDCR, Kristin served as Controller at California Public Employees Retirement Fund (CalPERS). She managed all functions in the Financial Reporting and Accounting Services Division which included: accounts payable, accounts receivable, cashiering, pension and health accounting, investment accounting, financial reporting, and treasury management.
Ms. Montgomery has more than 20 years of experience in the investment, financial, and pension industries. Before joining CalPERS she worked as a consultant, providing technology and change management services for accounting, investment, and enterprise-wide pension projects.

Edmond Blagdon is currently serving as the Deputy Director of the California Department of Corrections’ (CDCR) Integrated Business and Technology Solutions within the Division of Enterprise Information Services. He has been with the CDCR for the past 13 years and has held the roles of the Communications Director for the Strategic Offender Management System (SOMS) as well as the manager of the SOMS Project Management Office.

Richard Gillespie

Richard Gillespie

Deputy Director of Infrastructure and Operations, Enterprise Information Services, Department of Corrections and Rehabilitation, State of California

Richard Gillespie joined the CA Department of Corrections and Rehabilitation (CDCR) in May 2022 as the Enterprise Information Services (EIS) Deputy Director of Infrastructure and Operations.
Richard has over 23 years of private sector and eight years of state government technical and leadership experience, including information systems, network administration, cloud and storage services, project management, systems administration, application development, strategic planning, and customer service. Richard holds a Bachelor’s Degree in Information Technology/Management Information Systems and a Master’s Degree in Public Administration. In addition to his extensive industry-specific training and education, Richard graduated from the prestigious CA Department of Technology IT Leadership Academy.
Before joining the California Department of Corrections & Rehabilitation, Richard held the roles of Assistant Deputy Director/Chief Technology Officer and Acting Chief Information Officer at the Department of Social Services. Richard was the Chief of cloud and computing storage at the CA Department of Technology (CDT) for over three years, where he was instrumental in developing CDT’s policies, structure, technology modernization, and service model for cloud services. Richard was responsible for providing Lead Engineering Oversight for the California Statewide COVID-19 response for the California Department of Technology. In this role, he has worked collaboratively with multiple departments and agencies across the state to ensure critical COVID systems' functionality and stability. Richard was also the Enterprise infrastructure manager at the Office of Statewide Health Planning & Development.
Richard lives in Rocklin with his wife, daughter, and two dogs. He has a son who lives in Southern California, and he became a first-time grandfather in October 2020.
