John Roussel is the current Chief Information Officer (CIO) for California Department of Public Health (CDPH).  He is responsible for IT leadership and defining the strategies to execute the technology vision for California’s modern public health landscape and services. John has been instrumental in leading critical efforts such as the Digital COVID-19 Vaccine Record and most recently the Future of Public Health to advance the department’s technology services, data science, and informatics framework for a 21st century public health system. 
John is a business and IT professional with expertise in setting enterprise vision and strategies that drive transformational technical solutions to solve real world problems driven by business outcomes. He has over 20-year in State service as a strategic thought leader but started his technology career in the mid 90’s. John worked in the Bay Area private sector’s vendor community as an IT consultant in addition to moonlighting as a Multimedia Instructor at the University of California Davis Extension (1996-1998). After John started with the State in 1999 he has been a part of many of the State’s most complex, transformative, and innovative IT efforts and has held several critical senior management and executive leadership positions throughout his career including a member of California Franchise Tax Board’s Enterprise Architecture Council, California Health and Human Services Agency’s Chief Enterprise Architect, California State Lottery as the Chief Innovation Officer, and his most recent assignment as the Chief Information Officer for California Department of Public Health.

Tony Tran has served at the California Department of Public Health (CDPH), for 12 years, in such important roles as the Chief Enterprise Architect and the Chief Technology Officer (CTO).  As the CTO Tony’s operational and executive leadership experience allowed him to have built one of the most innovative, capable, and highly successful security teams in the State. Tony continues to remain involved and set high-level direction for the department’s most critical security initiatives and efforts such as:

Tony has been a vital leader in securing enterprise data during the COVID-19 Pandemic, as well as setting future state strategies for data security, integrity, and delivery for interoperability and cloud-based data platforms as part of the CDPH Future of Public Health initiative to ensure health equity and safety for all Californians.

Vivek Kaushal is the first Chief Technology Innovation Officer (CTIO) for California Department of Public Health (CDPH). He is responsible for transforming the CDPH public health information technology enterprise via policy creation and oversight of the Enterprise Architecture, Enterprise Project Management, and Enterprise Platform Services functions.
Vivek is a business and IT professional with expertise in spearheading strategic  innovation and digital transformation within the public, healthcare and life sciences sectors. He worked in Bay Area private sector for over 20 years implementing technology solutions to solve most pressing business needs. Most recently Vivek comes from the California Department of Technology (CDT) where, as the Project Approval and Oversight Manager he contributed to planning and execution of multiple projects including departments under the Health and Human Services Agency umbrella. He supported the development and execution of the California Department of Public Health’s technology vision, utilizing the "Future of Public Health" approach to advance public health program services, streamline information delivery, and improve technology asset management; assisted with efficiencies in the Project Approval Lifecycle (PAL) in support of agile transformation delivery aimed at accelerated project delivery and heightened responsiveness to evolving business needs; and collaborated with cross-functional stakeholders, executives, program managers, and public health officials, to identify technology requirements, prioritize projects, and develop strategic blueprints to enhance technology capabilities.
