Overview

This was in-person exclusive briefing for Industry Insider – California members to hear from IT leaders of the County of Los Angeles (LA County). LA County is the largest county in the US by population and has an overall annual budget of over $47 billion and an estimated IT budget of over $940 million. As a subdivision of the state, LA County is charged with providing numerous services that affect the lives of all residents, including law enforcement, tax collection, public health protection, public social services, elections and flood control. Speakers included:

Majida Adnan, CIO and Assistant Auditor Controller, LA County Department of Auditor-Controller. The Auditor-Controller is the department responsible for establishing County fiscal and internal control policies and procedures; administering the County payroll; conducting audits and fraud investigations; monitoring social services contracts; performing mandated property tax functions; disbursing warrants to vendors, child support recipients, judgment and damages to claimants; and managing the County’s enterprise financial and payroll systems, eCAPS and eHR.

Mirian Avalos, General Manager of Information Technology Services, for LA County’s Internal Services Department (ISD), will discuss the information technology services (ITS) which delivers reliable and secure solutions to support LA County’s technology needs and provide services to a workforce of more than 70,000 employees in over 40 County Departments. ITS has a technology workforce of more than 1,000 employees, a budget of $330 million, and develops and implements technologies for a vast range of public services, including animal care, parks, law enforcement, and social services.

Chris Pailma, LA County Chief Data Officer (reports to the LA County CIO). The CDO is responsible for data management, analytics, and research to support two strategic missions: improving the delivery of County services through data integration and sharing, and supporting data driven decision making and increased information maturity through analysis, research, and information management platforms.

Assistant Auditor Controller, Chief Information Officer, Department of Auditor Controller, Los Angeles County 

Majida Adnan is the Assistant Auditor-Controller and Chief Information Officer for the Department of Auditor Controller, County of Los Angeles. Ms. Adnan has over 21 years of robust experience in Information Technology, out of which 15 years with the County of Los Angeles.
Ms. Adnan is responsible for overseeing development and maintenance of Enterprise Resource Planning (ERP) systems that include countywide Financials, Budget, Payroll, Personnel, Human Resources and Property tax systems of the largest County in the United States with over 110 thousand employees and a $43 Billion budget.
As a Technology Leader, she partners with county departments to provide modern technology solutions to accelerate transformation, automation, and information sharing. She championed the implementation of a Center of Excellence for the Robotics Process Automation in the County and the implementation of modern cloud data platforms.

Mirian Avalos

General Manager of Information Technology Services, Internal Services Department, Los Angeles County

In February 2023, Mirian S. Avalos became the first Latina to be appointed General Manager of Information Technology with the Los Angeles County Internal Services Department. Ms. Avalos is responsible for directing application development, network activities, and data center operations for one of the largest local government agencies in the nation, with 110,000 employees and over 10 million citizens. Managing a technology workforce of more than 1,000 employees and a budget of $330 million, Ms. Avalos oversees collaboration between a centralized Information Technology (IT) Service and over 40 Los Angeles County departments to develop and implement technologies for a vast range of public services, including animal care, parks, law enforcement, and social services.
Ms. Avalos is an accomplished IT executive with over two decades in the industry, successfully utilizing technology to innovate government – her mission is to create a government that is transparent and efficient. She most recently served as the Chief Information Officer of the Los Angeles County Department of Mental Health (DMH). Previously, she was the Chief Technology Officer at the District Attorney's Office in San Bernardino, where she led the office to become a shining example of government innovation and transparency in Southern California. Beyond this, she provided valuable insights on using Body Worn Cameras and Evidence.com while being part of the Customer Advisory Board for Taser International. Her expertise proved instrumental in creating an interface for processing evidence in the District Attorney's offices. She also Co-Chaired the Southern California District Attorney IT Directors. Beforehand, Ms. Avalos held technology positions with the Los Angeles Unified School District and the Southern California Association of Governments.
Ms. Avalos boasts an impressive educational background, having studied Clinical Informatics at the University of Chicago. She earned a dual degree in Chicano Studies and Sociology from the University of California, Berkeley. She is a Woodrow Wilson Fellow in Public Policy and International Affairs recipient and a Carnegie Mellon University CIO Institute graduate. Ms. Avalos also holds a Master's in City Planning from the Massachusetts Institute of Technology.
Ms. Avalos is originally from National City, California. In the Fall, you will find her watching her daughters play field hockey games on the pitch.

Chief Data Officer, Los Angeles County  

As the Chief Data Officer (CDO) for Los Angels County, Christopher “Chris” Pailma is responsible for the County’s Enterprise Information Management Program (EIMP) and the Analytics Center of Excellence (ACE).  He is responsible for overseeing all aspects of data management, including data architecture, data integration, data warehousing, and data analytics to facilitate information sharing, improve delivery of services, and ensure effective use of IT and data-related assets between the County’s 40+ departments, commissions, and agencies.
