Senior Counselor to the Governor

Starting in March 2025, Amy has transitioned to her new role as the Senior Counselor to the Governor, where she will be focusing on governor’s top priority of making government efficient, effective and engaged, and by utilizing AI and innovation in the improvement of service delivery to Californian.
Prior to that, Amy was appointed Secretary of Government Operations by Governor Gavin Newsom in March of 2022, elevated to the role after serving as the state’s Chief Infortmation Officer and Director of the California Department of Technology and Office of Data and Innovation, respectively.
As a member of Governor Newsom’s cabinet, she oversaw an agency with more than 22,000 employees and an annual budget of $67 billion. She led the effort in implementing Generative Artificial Intelligence (GenAI) in the state, embedding process streamline in state operations and establishing the nation’s largest broadband middle mile network. She championed user-centered design, led efforts to modernize the state’s project delivery, technology procurement, cloud smart adoption, open data, workforce development pipeline, and cybersecurity measures.
Amy’s two-decade-plus career in state service began when she started with the State of California as an entry-level programmer at the State Water Resources Control Board. From there, she rose to positions of greater responsibility in six state agencies, ultimately being appointed to Administration leadership roles.
Amy’s commitment to public service is rooted in her experience as a first-generation immigrant and naturalized citizen, who relied on public services to acclimate in California after coming to the U.S. with her family in 1986. In addition to her leadership roles in state government, she serves as a member of the California Northstate University Board of Trustees, volunteers at the NAACP, the Asian Pacific State Employee Association, and as national senior advisor for the Asian Pacific Islander American Public Affairs Association (APAPA). She holds a Bachelor of Science (BS) degree in Management Information Systems and a Master of Business Administration (MBA) degree from California State University, Sacramento.
