At the same time, CDCR remains deeply focused on its human-centered mission of delivering robust rehabilitation and education programs inside facilities and providing hands-on parole supervision to help people succeed once they return to their communities. With an estimated IT budget of $518M, this briefing is a chance for technology industry partners to hear firsthand where CDCR is headed, understand the challenges behind these initiatives, and explore how innovative solutions can support safer facilities, stronger re-entry outcomes, and more efficient statewide operations.

Director, Enterprise Information Services, California Department of Corrections and Rehabilitation

Edmond Blagdon joined the California Department of Corrections and Rehabilitation (CDCR), Enterprise Information Services (EIS), in March 2018.
Edmond Blagdon has been appointed Director of Enterprise Information Systems at the California Department of Corrections and Rehabilitation in June 2024, where Edmond has been Deputy Director of Integrated Business and Technology Solutions since 2021 and has served in several positions since 2009, including Information Technology Manager II and Director of Communications and Change Management. Director Blagdon was a System Software Specialist III at California Correctional Health Care Services in 2016 and a Development Manager at the California Department of Health and Human Services from 2004 to 2009.

Deputy Director, Integrated Business and Technology Solutions, California Department of Corrections and Rehabilitation

Jeffery Funk is a technology leader with more than 25 years of experience helping government agencies modernize services and deliver real results. As Deputy Director at the California Department of Corrections and Rehabilitation, he oversees Integrated Business and Technology Solutions, including enterprise systems such as SOMS, administrative solutions, incarcerated population technology (tablets and laptops), and enterprise applications and data systems. His leadership drives improvements in safety for staff, the incarcerated population, and the public; streamlines parole and correctional facility operations; and saves thousands of staff hours each year.
Earlier in his career, Jeffery served as CIO for the Departments of General Services and Fish & Wildlife, guiding major modernization initiatives—including ERP adoption, data center transformation, and the implementation of an online licensing system.
What defines Jeffery’s approach is his commitment to building strong teams, enabling staff, and fostering collaboration across agencies. He believes technology is more than infrastructure—it is a catalyst for safer communities, more efficient government, and better services for the people of California.
