Overview

This year’s Digital Government Summit was “digital” in every way! The conference was held in a virtual format on Zoom for Government, a FedRAMP-certified infrastructure with advanced security controls, that is used for meetings and webinars by the Department of Homeland Security and numerous other federal, state and local agencies. Zoom for Government leverages one of the largest secured networks of government-specific datacenters in the country and meets high standards of security (Including: FedRAMP, CJIS, NIST, FISMA, SRG, FIPS, DFARS, EAR, IRS-1075).

Government Technology's passion is promoting best practices and spurring innovation in the public sector – more important than ever in challenging times like these. Dan Thurmon

Author, Peak Performance Coach, and Hall of Fame Speaker

Dan Thurmon is the founder and President of Motivation Works, a company that helps leaders and their organizations move confidently through change and transformation so that they achieve and contribute MORE. Dan is an expert speaker and performer. He has delivered thousands of presentations across six continents for audiences including world leaders, Fortune 500 companies, entrepreneurs, educators, and even troops on the front lines of battle. In 2011, he was inducted into the prestigious Speaker Hall of Fame. Dan recently served as the President of the National Speakers Association. During his tenure, he led the Board of Directors and the 3,000+ member organization through a critical transformation, which included new governance, a new mission, higher member value, and greater financial accountability. He’s authored two books: Success in Action and Off Balance On Purpose. Dan produces an ongoing weekly video coaching series and podcast in which he shares leadership principles and life-enhancement strategies in under three minutes. He is a health and fitness advocate. In his 50s, Dan continues to train and perform advanced acrobatics, and enjoys hobbies such as golf, mountain unicycling and the flying trapeze.

Co-Director, Center for Digital Government

Teri Takai is the Co-Director of the Center for Digital Government, a national research and advisory institute on information technology policies and best practices in state and local government. She worked for Ford Motor Company for 30 years in global application development and information technology strategic planning. From Ford, she moved to EDS in support of General Motors. A long-time interest in public service led her to the government sector, first as CIO of the State of Michigan, then as CIO of the State of California, and subsequently the CIO of the U.S. Department of Defense, the first woman appointed to this role. She then served as the CIO for Meridian Health Plan. She is a member of several industry advisory boards. Teri has won numerous awards including Governing Magazine’s Public Official of the Year, CIO Magazine’s CIO Hall of Fame, Government Technology Magazine’s Top 25 Doers, Dreamers & Drivers, the Women in Defense Excellence in Leadership Award, and the Department of Defense Medal for Distinguished Public Service.

Co-Director, Center for Digital Government

Phil Bertolini is the Co-Director of the Center for Digital Government, a national research and advisory institute on information technology policies and best practices in state and local government. Previously, he served as deputy county executive and CIO for Oakland County, Michigan. During his 31-year tenure, Phil built a world-class IT organization in the second-largest county in Michigan, just north of Detroit. As Oakland County CIO, he oversaw more than 150 employees serving over 1.2 million residents. In 2005, he was also promoted to deputy county executive, holding dual positions until his retirement. Phil’s efforts earned the county national attention, winning numerous awards for technology innovation and excellence. He was named Governing Magazine’s Public Official of the Year and Government Technology Magazine’s Top 25 Doers, Dreamers & Drivers. He was also honored by the President Obama White House as a Champion of Change.

Dustin Haisler is the Chief Innovation Officer for e.Republic. As Chief Innovation Officer, he has a strategic role to help shape the company’s products, services, and future direction. Primarily, he leads e.Republic Labs, a market connector created as an ecosystem to educate, accelerate, and ultimately scale technology innovation within the public sector. Dustin began he career at a very young age as the finance director and later CIO for Manor, TX, a small city outside Austin. He quickly built a track record and national reputation as an early innovator in civic tech, for which he was named a Government Technology Top 25 Doer, Dreamer and Driver in 2009. A member of Code for America’s original steering committee, Dustin pioneered government use of commercial technologies not before used in the public sector – including Quick-Response (QR) barcodes, crowdsourcing, and gamification. Dustin went on to the private sector to help broaden the adoption of these and other civic innovations. His work has been featured in Wired, Fast Company, the Wall Street Journal, Inc., and the Today Show on NBC. An in-demand speaker, he has given two TEDx speeches – one on Disrupting Government (TEDxAustin) and the other on Disrupting Education (TEDxLivermore).

DeAngela Burns-Wallace

Secretary of Administration and State Chief Information Technology Officer, State of Kansas

Prior to Governor Kelly’s appointment as Secretary of Administration, Dr. DeAngela Burns-Wallace served as the Vice Provost for Undergraduate Studies at the University of Kansas. Dr. Burns-Wallace started her career as a Foreign Service Officer (FSO) with the U.S. Department of State. Dr. Burns-Wallace has been selected for various leadership opportunities, awards and honors throughout her higher ed and government career, including the 2018 White House Champions of Change College Opportunity, and earning a Superior Honor and three Meritorious Honor awards from the U.S. State Department. Dr. Burns-Wallace serves as a national trainer and curriculum developer for various national professional development organizations, non-profits, and higher ed institutions on issues ranging including micro-aggressions, multigenerational workplace differences, diversity and inclusion, change management, professional development pathways, and strategic planning. Service is also a cornerstone of her journey. Dr. Burns-Wallace currently serves on Stanford University’s Board of Governors, and has previously held board roles in numerous local, regional, and national organizations, and international selection committees including Gates Millennium Scholars, Dell Foundation Scholars, and Rhodes, Marshall, and Fulbright fellowships. Dr. Burns-Wallace holds a dual bachelor’s degree in International Relations and African American studies from Stanford University, a Master in Public Affairs from the Princeton School of Public and International Affairs at Princeton University, and a doctorate in education from the University of Pennsylvania.

Through more than a decade of experience, Andrew is able to interpret the unique needs of each state entity he interacts with and work collaboratively with the Indiana Interactive staff to develop custom, enterprise, solutions that reduce paper or manual processes, and increase government efficiency. Prior to being the General Manager at Indiana Interactive, Andrew held various leadership roles within the organization. His experience with the implementation of new and trending technologies has helped the State of Indiana earn numerous awards and recognitions.

Kevin leveraged a holistic perspective of complete Socio-Technical Enterprise in organizational solution development. The focus is to create enterprise wide alignment across business operations, fiscal operations and IT operational structure, this alignment allows an organization to make evidence base decisions from business intelligent information about the enterprise performance.
Since 2014, as the Deputy CIO of Indiana’s Family and Social Services Division and CIO of Indiana’s Department of Child Services:
Kevin Applied Project and Systems Engineering methodologies to manage multiple multi-years software and system development spanning from three to six years in length, and budgets from 30 million dollars to 400 million dollars. Kevin executed IT and Organizational Transformation activities enterprise wide and re-organized structure to support four main product management teams, while taking a hands on approach to developing the IT and Technical processes roadmaps that would implement an Invest (child support system), CCWIS (child welfare system), Agile approach to the system design, development, and implementation to support over 5000 users, 92 Counties and 1.5 million direct clients. The areas of focus being IT infrastructure, software infrastructure, business intelligence and data and analytics, payment and claims transactions, operations in case management, IT governance, enterprise performance management, and implementing a systems engineering approach to the system and software development.
Prior to 2014, my time was spent in the private sector as CIO and IT thought leader:
Kevin was responsible for providing innovative, and transformative solutions to all business process needs, divisional leadership and managing both CAPEX AND OPEX for the divisions of Production, PMO, IT, Development, Operations, Engineering, Engineering Sales and Customers support. Development and implemented the organization’s IT and Business process road maps, mission, strategies, and scope, for the next 5 years. Develop and implement the organization’s IT Governance process and procedures via SDLC. Delivery and management of new technologies; oversee the actions of a team encompassing Production, PMO, IT, Development, Operations, Engineering, Engineering Sales and Customers support.
Kevin develop and implement the organization’s IT mission, strategies, and scope, for the next 5 years for one of the largest most transactional intensive systems in the world, with over 25billion API calls per month, in a 100% uptime environment. Develop and implement the organization’s IT Governance process and procedures via SDLC. Manage IT department staff, project schedule and project budgets and develop plans to maximize employee’s output. Kevin managed the agile SDLC transformation, as well as delivery and management of new technologies; oversee the actions of a team encompassing web design, help desk technical support, and software development. Kevin coordinated all technology issues with all divisions of the organization. Traditional department management functions including IT governance, fiscal responsibility, resource management, project management, and administrative detail. Kevin designed, implemented, provided project support, provided project leadership on projects.

Connor W. Norwood, PhD, MHA

Chief Data Officer, FSSA, Division of Strategy and Technology, Family and Social Services Administration, State of Indiana

As the Chief Data Officer for Indiana Family Social Services Administration, Dr. Norwood oversees the enterprise data warehouse (EDW) for FSSA, which houses the data required to support reporting and data analytics for Indiana’s health and human services including such programs as Medicaid, SNAP, and TANF. Most recently, he serves as the lead of Indiana’s multi-agency COVID19 data response. Prior to working for the State, he completed his PhD in Health Policy and Management. Dr. Norwood’s vision is to apply enterprise-wide governance, build a culture of inquiry, and utilize data as an asset to inform policy decisions that have the power improve the lives of the people served by the State of Indiana.

Angy Peterson is the Vice President for the Granicus Experience Group. Granicus only works with government agencies. Our technology and services are designed to empower government to meet the needs and expectations of today’s public. The Granicus Experience Group works hand-in-hand with our government clients to develop human-centered, multichannel programs that inform, educate and compel constituents to take action.
Angy has spent the past two decades focused on experience strategy and audience engagement across a variety of digital, video, and print environments. Prior to Granicus, Angy built and led the digital strategy practice at a communications firm, working closely with multiple nonprofit and government organizations. And prior to that, Angy worked at a media company for 14 years, leading the design, graphics, copy editing, photography, and multimedia content delivery teams. That media company owned Federal Times, Defense News, and the Military Times suite of brands, so Angy has been working with government organizations for close to 20 years.

Jon Rogers is the Director of Strategic Workforce Planning for the Indiana Office of Technology (IOT) – the state’s enterprise provider of IT services and resources. Jon has served in a number of roles at the local, state, and Federal levels, including over ten years split between the United States Senate and Central Intelligence Agency. In his current role, he has the privilege of augmenting IOT’s organization through his passion for hiring, recruiting, and developing public-service talent. Previously, as the Director of IOT’s Technology Adoption Center, he launched the first agency-based State Earn and Learn program in coordination with the Indiana Department of Workforce Development. Jon enjoys finding solutions through coaching and mentoring, and he was twice nominated for the Director/Central Intelligence Agency Mentor of the Year award. Outside of his career achievements, he has earned MBA and Master of Public Affairs degrees from the University of Texas at Austin and a BA in Government from The College of William and Mary.
