Warren Lenard

Chief Information Officer, Indiana Office of Technology

Warren Lenard was appointed by Governor Mike Braun in March 2025. Lenard is a senior IT executive who has worked for organizations of all sizes in vertical markets such as retail, entertainment and media, legal and, most recently, automotive financial services. He serves as a mentor for up-and-coming leaders, is a major supporter of women’s leadership organizations and is active in various councils and charitable causes.
Prior to joining IOT, Lenard served as the Chief Information Officer for the Byrider automotive dealerships. During his time at Byrider, Lenard led the IT organization through organizational, technological and cultural change touching all aspects of the business as well as company culture.
In addition to corporate IT roles, Lenard serves as the President and SIM Enclave Chair of the Indianapolis Chapter of The Society for Information Management. He also is a member of the City of Carmel IT Advisory Committee and has worked with Butler  University in advisory and coaching capacities.

Indiana Office of Technology, Chief Information Security Officer Hemant Jain started at IOT in May 2018 and brings over 25 years of IT, Security, Portfolio/Project Management and Customer Service delivery experience from various industries and sectors. This breadth of experience serving in various roles across numerous industries brings significant value to the always important task of protecting our state through technology solutions as well as through effective policy. Hemant and his security team work with agency partners, the Indiana Executive Council on Cybersecurity and other elected official offices to help enable the state's digital transformation and innovation while ensuring the security, resilience, and trustworthiness of its data and systems. Hemant most recently was named a Top Global CISO for 2023 by Cyber Defense Magazine and was recognized by StateScoop as State Cybersecurity Leader of the Year in 2019 and with a State Leadership Award in 2023. The StateSoop 50 awards honor the projects and people driving state government technology and cybersecurity across the country.

Shawnee Delaney

Founder and CEO, Vaillance Group

Shawnee Delaney is the founder and CEO of Vaillance Group and a globally recognized expert in human risk management, insider threat, and security investigations. As a decorated former Clandestine Services Officer with nearly a decade at the Defense Intelligence Agency (DIA), she conducted human intelligence (HUMINT) operations worldwide, including four combat zone tours in Iraq and Afghanistan, ultimately serving as both Detachment Chief and Supervisory Branch Chief. After leaving DIA, Shawnee supported the Department of Homeland Security (DHS) in protecting U.S. critical infrastructure with the Industrial Control Systems Cyber Emergency Response Team (ICS-CERT) before leading the creation of insider threat programs at Fortune 500 companies such as Uber and Merck Pharmaceuticals. Shawnee has advised nation-states, multinational corporations, and startups alike on preventing, detecting, and managing insider threats and continues to be a highly sought-after keynote speaker and consultant on insider threat, cybersecurity, and risk management. Her insights have been featured by The Financial Times, Fox Business, The Hill, USA Today, The Cipher Brief, Business Insider, Yahoo Finance and numerous international outlets. She holds master’s degrees in Counter-Terrorism & Counter-Proliferation and Cybersecurity and is currently completing a third in Industrial-Organizational Psychology.

Public Sector Advisor, Google Cloud Security

Enrique Alvarez is a Public Sector Advisor in Google Cloud’s Office of the Chief Information Security Officer (OCISO). He specializes in assisting State, Local, and Educational partners, – including the US Government and Department of Defense – in adopting cloud and AI-enabled transformational goals. Prior to joining Google, Enrique retired from the Federal Bureau of Investigation (FBI) after serving as a special agent and supervisor, where he led a cyber investigative squad focused on state-sponsored threat actors. Enrique also served as a commissioned officer in the US Navy, retiring from the reserve component in 2013.

Venoth Lal is a Director in the KPMG Cyber Security service network with more than 17 years of experience delivering complex Data Protection, Data Loss Prevention, Information Security, and Privacy implementations within stringent timelines. His work spans the public sector and Fortune 500 companies in the telecom, healthcare, and financial services industries. Venoth helps ensure data protection-related assessments and implementations and to conform to significant laws and regulations, such as the California Consumer Privacy Act (CCPA) and the Health Insurance Portability and Accountability Act (HIPAA). He has also leveraged his experience in both cloud and privacy to help ensure cloud implementations include privacy and security-related considerations.

Bryan Langley

Bryan Langley

Senior Fellow, Center for Digital Government 

Bryan J. Langley was appointed as the Senior Advisor at Cyber Florida to lead and coordinate public and private efforts developing Florida’s critical infrastructure risk assessment, to include writing a report to the Governor, Legislator, and the Cybersecurity Advisory Council with recommendations to protect FL’s critical infrastructure from major cybersecurity incidents and events.
Previously, Bryan served as the senior vice president of defense development at the Indiana Economic Development Corporation, where he implemented the strategic plan for long-term state investment in the defense marketspace, with the goal of tripling federal defense investments by December 2024.
Bryan served as executive director of the Indiana Department of Homeland Security and the Homeland Security Advisory (HSA) for US DHS, where he oversaw the State Fire Marshalls Office, Emergency Management, State Building Commissioner and chaired Indiana’s School Safety and Cybersecurity Boards.
He served as global security manager at Columbus-based Cummins Inc. (NYSE: CMI) and as a senior consultant at Booz Allen Hamilton Consulting. He also worked in the White House as the U.S. assistant chief of protocol under the George W. Bush administration.

Ken Morris

Senior Security Advisor, RAMPxchange

Ken Morris, Senior Security Advisor for RAMPxchange, provides technical expertise and guidance to customers as they address their cybersecurity posture and navigate the procurement of necessary products and services within our platform. Currently, Ken is also Army Commander of Headquarters and Headquarters Company, 127th Cyber Protection Battalion, HHC Commander, 127th CPB.
Previously, he has worked for the United States Cyber Command, and at the Indiana National Guard Signals Directorate as a Contract Officer, Purchase Officer, and Production Lead; later becoming the Lead Information Systems Security Officer (ISSO) and Information Systems Security Manager. Most recently, Ken implemented a risk management framework and executed continuous monitoring on classified systems as an Information Systems Security Manager (ISSM) for a Rolls-Royce North American Technologies subsidiary. 
Ken holds nationally recognized cybersecurity credentials and experience across both enterprise and public sector. Key certifications include: CISSP, CompTia SEC+, ISC CC

Detecting potential risks from within the "house" requires an understanding of behavioral patterns, as well as the right tools and controls.
