Overview

Cyber-attacks have increased dramatically over the last few years. The 2024 Indiana Public Sector Cybersecurity Summit provides an opportunity for government technology professionals to learn about the latest efforts to defend, respond and recover from cyber criminals who wish to do harm. The Summit will include cybersecurity leaders from state and local government throughout Indiana.

A message from our Keynote Speaker

The first Indiana Public Sector Cybersecurity Summit was extremely successful, and I'm excited to continue this series. The Summit stands as a pivotal gathering for both security experts and programmatic business owners from the private and public sectors. This now annual event plays a crucial role in our ongoing efforts to protect Hoosiers from cyber threats capable of interrupting everyday life and hindering service provision. Additionally, it serves as a platform to expose and educate our future workforce about the cybersecurity industry. I am looking forward to the chance to meet everyone face-to-face at the 2024 event, where we can share insights on the newest trends, training, and strategies to strengthen our state's defense against cyber threats.

Senator Liz Brown

Senator Liz Brown

Indiana General Assembly

State Sen. Liz Brown has served Hoosiers since 2014 as a member of the State Senate. She represents Senate District 15, which includes portions of Allen County.
Brown serves as Assistant Majority Floor Leader, Communications, and is chair of the Senate Committee on Judiciary and serves as a member of the Senate Committees on Appropriations; Corrections and Criminal Law; Ethics; and Health and Provider Services. She is also a member of the Senate School Funding Subcommittee and advisory member to the Distressed Unit Appeals Board.
Outside of the General Assembly, Brown is the legislative representative on the Northeast Indiana Regional Partnership’s Regional Opportunities Council and has served on the Indiana School for the Blind and Visually Impaired Board since 2016.
Brown holds a Bachelor of Science from the University of Notre Dame and a Juris Doctor from the University of Iowa.
Brown and her husband, Steve, reside in Fort Wayne. They are the proud parents of seven children and have three grandchildren, two cats named Walker and Texas Ranger, and two dogs named Corby and Minnie.

Chief Information Officer, Office of Technology, State of Indiana

Indiana Office of Technology, Chief Information Officer Tracy Barnes was appointed by Gov. Eric J. Holcomb in March 2020. In this role, Tracy oversees the Indiana Office of Technology and provides strategic oversight of the State’s technology portfolio, as well as leadership on technology and cybersecurity policy.
Tracy brings significant business leadership and information technology experience to his role, having previously served as Chief of Staff for the Lieutenant Governor, Deputy Auditor and IT Director for the Indiana Auditor of State. Additionally, he was president and chief executive officer for ENTAP, Inc. which designed and delivered effective enterprise focused information technology solutions to organizations in various industries across the globe.
Tracy has been recognized as Inc. Magazine's 9th Fastest Growing Black Entrepreneur and has received accolades from Top 50 Indiana Companies to Watch, the TechPoint MIRA awards and the IBE Governor's Award for Achievement in Technology.
Tracy holds a B.S. in Computer Science from Butler University, a certificate from the Tuck School of Business at Dartmouth and a M.S. in Cybersecurity Law from University of Maryland, Baltimore.

Mr. Appleby is an information technology executive focused on Cybersecurity with over 20 years of progressive experience in information security and large-scale project/program management. Mr. Appleby has worked for various commercial companies, US government agencies, law enforcement organizations and consultancies such as Citibank, Mandiant, FireEye, Iridium, USF&G Insurance, and Fujitsu. Tim also has extensive experience speaking at conferences and events, has published articles for numerous professional journals and magazines, and has participated in many industries round table events. 
Tim is currently accountable for the delivery of the Strategic Portfolio of Professional Services at Global Public Sector. As such, he is responsible for the management and oversight of more than 46 strategically aligned professional services. Further, Tim has led internal focus areas such as Supply Chain Risk Management, Election Support, Cloud Services, Zero Trust architecture and Framework development, Significant Event Coordination, Large scale National capacity and capability planning, and Long-Term Strategic and Operational Development. 
Tim has maintained thought leadership in all of these subject areas through various industry and global writings, presentations, and research projects. Joe is a Lead Information Security Analyst with the Purdue University Technical Assistance Program cyberTAP group. He holds degrees from IU-Bloomington, Valparaiso University and Purdue University and has cybersecurity experience in various industry segments. He is currently working with Indiana’s local governments and K-12 districts to provide cybersecurity technical assistance and to build and fund a cybersecurity assistance program for that audience.

Hemant most recently was named a Top Global CISO for 2023 by Cyber Defense Magazine and was recognized by StateScoop as State Cybersecurity Leader of the Year in 2019 and with a State Leadership Award in 2023. The StateSoop 50 awards honor the projects and people driving state government technology and cybersecurity across the country.

Mark Krenz is the Chief Security Analyst at the Indiana University Center for Applied Cybersecurity Research. He has published a paper on cloud platform security usability issues on cloud platforms titled "Google Drive security considerations in an academic and research space" (https://scholarworks.iu.edu/dspace/items/97134544-3db6-4cbe-b7b8-243295ff428a). For the past two years he has participated in the Cybertrack project, Indiana’s local government cybersecurity assessment program. For the past 8 years he has also worked with Trusted CI, which is the National Science Foundation's Cybersecurity Center of Excellence, focusing on engaging with NSF science research projects to help secure their infrastructure and provide security resources, such as the Trusted CI Framework. He has over 20 years of system administration and security experience in a variety of organizations.

Daniel J. Lohrmann is an internationally recognized cybersecurity leader, technologist, keynote speaker and author. He led Michigan government’s cybersecurity and technology infrastructure teams from May 2002 to August 2014, including as enterprise-wide chief security officer (CSO), chief technology officer (CTO) and chief information security officer (CISO). During his distinguished career, he has served both the public and private sectors in a variety of executive leadership capacities including advising senior leaders at the White House, National Governors Association (NGA) and the U.S. Department of Homeland Security (DHS). Throughout his career he has received numerous national awards including CSO of the Year, Public Official of the Year and Computerworld Premier 100 IT Leader.

Chief Legal Officer and Chief Information Officer, Indiana Department of Transportation

Kate Shelby joined INDOT as Chief Legal Counsel and Deputy Commissioner in June 2022. Kate is responsible for the day-to-day operations of INDOT’s Litigation, Legal Services, Policy, Prequalification, Audit, and Contract Administration business units. She also manages INDOT’s Information Technology unit, leading its evolution into an IT department housing traditional IT, GIS, and Data Science and Architecture, and a new Digital Transformation department, which is charged with working with program leaders to improve agency data and technology services. Before joining INDOT, Kate served as the first General Counsel for a tech and data consulting firm that serves government and private industry. Her work to build a legal team, mature contracting and procurement processes, implement an enterprise contract and legal matter management solution, and guide the company through significant regulatory issues earned her recognition from the international Association of Corporate Counsel as one of the 2022 Top 10 In-House Counsel in Their 30s. Kate also managed a $15 billion contract portfolio for Eli Lilly & Company and has worked as a corporate litigator. Her government experience includes serving as the Indiana Department of Workforce Development’s Chief Operating Officer for Workforce Programs and Unemployment Insurance, where she led teams to implement key pieces of the Governor’s Next Level Jobs initiative and enterprise-wide unemployment insurance fraud and operations improvements, which led to the United States Department of Labor recognizing Indiana for its program integrity leadership. Kate has worked as a major felony Deputy Prosecutor in Marion County and a Deputy Attorney General in the Civil Litigation Division at the Office of the Indiana Attorney General from 2010 through 2014. She and her husband, Doug, are Purdue University graduates and have two children. In her free time, Kate enjoys volunteering in Brownsburg as a recreational soccer coach and with various community organizations, hiking, and painting with acrylics.

As the CIFR North American lead, Eric has led Crisis and Incident Response engagements for some of Accenture’s largest clients.  He brings over 30 years of state and federal law enforcement experience to help Accenture clients prevent and recover from cyber critical incidents, including criminal and advanced persistent threat attacks, fraud, insider threats, and enterprise failures. ​
Prior to joining Accenture, Eric spent nearly 24 years as a Special Agent at the Federal Bureau of Investigation (FBI), rising to his final position as the Deputy Assistant Director of Operations in the Bureau’s Cyber Division where he led global efforts to disrupt malicious operations and enforce consequences for illicit cyber activities.  Eric regularly advised senior FBI leadership, congressional officials domestically and globally, and partnered with like-minded nations to secure the on-line ecosystem.  During his time at the FBI, Eric gathered extensive knowledge of threats facing the public, and how to effectively discover, understand and resolve the risks at hand. He led operational investigative, auditing, and review teams around the world.​
Before the FBI, Eric served as a Special Agent with the United States Secret Service.  In addition to becoming experienced in the well-known protective and anti-counterfeiting missions, Eric was a digital forensic examiner countering electronic crimes and developing investigative processes for prosecuting cyber criminals.  Eric started his law enforcement career as a police officer.
