Adam Brown is the Director of the Office of Technology Services at the Legislative Services Agency, State of Indiana. He has over 20 years of experience with the Indiana General Assembly and 8 years as an IT leader. Adam leads a team of 40 staff members who maintain more than 15 custom applications and provide infrastructure, security, and device support for over 500 users within the Indiana General Assembly.

Named a Top 25 Doer, Dreamer & Driver by GovTech, Ted Cotterill serves as Indiana Chief Privacy Officer and as General Counsel for the Indiana Management Performance Hub, where he designed and implemented Indiana’s legal framework for responsible data-driven innovation. Ted’s practice focuses on governance, ethics, compliance, licensing, and privacy issues presented by AI, complex digital infrastructure partnerships, cloud services, and product development across various standards and regulatory frameworks. He serves as a founding officer of StateRAMP, co-chair of the NASCIO Privacy & Data Protection Forum, appointee to the Indiana General Assembly’s AI Task Force, and in his community as VP of the Greater Allisonville Community Council. Ted earned his JD from the Indiana University McKinney School of Law, is recognized as a Fellow of Information Privacy by the International Association of Privacy Professionals, and was honored by the Indiana Lawyer with a Leadership in Law Award in 2022.

Stephen Cox is currently serving as the Chief Broadband Officer for the State of Indiana. In his previous posting, he was appointed by Governor Holcomb to serve as the Executive Director of the Indiana Department of Homeland Security. He served in this position from the beginning of 2020 through June of 2022. Prior to that, he was appointed as State Fire Marshal in 2019 after serving 27 years as a firefighter/paramedic with the South Bend Fire Department. There, he served as Fire Chief for the final 8 years of his career. Steve is a veteran of the US Army and has a bachelor’s degree from Indiana University.

Greg Crohn is the Chief Technology Officer for Monroe County Government currently living in Bloomington Indiana. His area of focus is the development and maintenance of IT infrastructure for government and public use.
As an IT professional, he has spent twenty years working in partnership with such entities as Indiana University, the City of Bloomington, Monroe County School Corporation, the Indiana State Office of Technology, and multiple other counties and municipalities around the state of Indiana to help devise and implement solutions to improve government operations, educational and governmental partnerships, and public accessibility.
When he isn’t working on system improvements, cyber security or continuing education, Greg enjoys the outdoors with his wife and grandchildren, and playing local venues as an amateur musician!

Chief Technology Officer Dave Fox began his CTO role in November 2020. In this role, Fox leads enterprise technology vision and strategy for the State of Indiana, ensuring technology and innovation are aligned with agency business outcomes. In previous roles with IOT, Fox served as the Deputy Chief Technology Officer and an Enterprise Architect. Dave was responsible for evaluating emerging technology, developing standards, mentoring, and advising on major IT procurements. Before joining Indiana Office of Technology in July 2013, Fox served in many different IT roles for 13 years with the Indiana State Lottery, gaining a wide breadth of IT knowledge. Fox started his career in desktop support, but transitioned into system administration, application development and eventually into IT management. He was instrumental in leading State IT consolidation and privatizing IT operations. Fox holds an Associate Degree in Computer Technology from Vincennes University, along with a combination of 29 years of IT experience and more than 24 years of serving state government.

Tommy Gardner is HP’s Chief Technology Officer for HP Federal, spanning the US Federal Agencies, Higher Education, K-12 Education, State and Local government customer segments, as well as Federal Systems Integrators. His current responsibilities include technology leadership, strategic technology plans, product and technology strategies, sales force technical support, and customer and partner relationships.
Previously, Tommy has served as the Chief Technology Officer for Jacobs Engineering, Scitor, and ManTech. Earlier in his career he was a senior technical executive at Raytheon. In the U.S. Navy he served as the Deputy for Science and Technology for the Chief of Naval Research. He oversaw the Navy’s Deep Submergence Program as well as its Advanced Technology Program. He also commanded the nuclear submarine, USS San Juan (SSN 751).
Tommy’s educational background covers multiple disciplines and fields of interest including: cybersecurity, data science, blockchain, quantum information science, artificial intelligence, high performance computing and systems integration.
Tommy holds a B.S. in Mechanical Engineering from the U.S. Naval Academy, a Masters in Public Administration from Harvard University, an M.S. in Management of Technology from MIT and a Ph. D. in Energy Economics from George Washington University. He is a Professional Engineer, an ASME Fellow, and serves on the ASME Board of Governors, the ANSI Board of Directors and the U. S. Council on Competitiveness as the Co-chair of the Advanced Computer Roundtable.

Latasha Hayes has over twelve years of progressive leadership experience and has consistently demonstrated an exceptional ability to drive positive change across diverse sectors, from healthcare and higher education to her extensive involvement in the non-profit arena. Latasha has a passion for people, health equity and social impact. believing that each day is an opportunity to effect transformative change through education, information, and customized attention.
Before her current role as Deputy Director with the State of Indiana, Latasha played a pivotal role at the Institute for Health Equity, a part of one of the largest healthcare systems in Louisville, Kentucky. Here, she pioneered and executed a groundbreaking Community Health Worker program from inception to operational excellence. Her program has had a lasting impact on underserved, disenfranchised, and marginalized communities in Kentucky and Southern Indiana.

Chris Henderson serves as the Chief Information Officer (CIO) for the Department of Workforce Development. He joined DWD in September of 2022 after serving the Indiana Office of Technology (IOT) as the Deputy CTO for Enterprise Architecture, Business Relationship Management, and Public Cloud Operations. He began his public service in 2002 and started his career with the State of Indiana in October of 2003.
During his time at IOT, Chris helped build out and formalize the State’s approach to adopting public cloud technology services from both Amazon Web Services (AWS) and Microsoft Azure, advocating for and supporting transitions to cloud-native development. He built out the business relationship management (BRM) program that engaged technology and business leaders from across the largest state agencies to foster strategic planning and collaborative decision-making. Prior to joining IOT, Chris served as the IT Director for both the Indiana State Park Inns and the Indiana Housing and Community Development Authority as well as systems analyst and systems administrator roles for the Indiana Department of Natural Resources and the Indiana Department of Education.
Chris Henderson was born in Beech Grove and raised in Morgan County. He is an alumnus of the Indiana Academy for Science, Mathematics, and Humanities in Muncie. Chris earned a bachelor’s degree in economics from Indiana University and a Master of Science from the Center for Information and Communications Sciences at Ball State University. His wife, Rachael, also serves in state government as the Webmaster for the Indiana Bureau of Motor Vehicles and they reside in Lawrence on Indy’s Northeast side. In his free time, Chris enjoys reading, tabletop gaming, and exploring Indiana’s State Parks. Chris volunteers and supports both technology and gifted education, supporting both Rooted School Indy and the Indiana Academy for Science, Mathematics, and Humanities.

Collin Hill is the Chief Information Officer (CIO) for the Information Services Agency (ISA), a division of the Consolidated City of Indianapolis-Marion County (City-County). As CIO, Hill ensures that more than 45 local government agencies and departments have access to secure information technology, which enables them to deliver reliable, user-friendly digital services to Indianapolis and Marion County residents, businesses, and visitors.
Hill began serving as Chief Information Officer in January 2023, first as interim and officially appointed in February. Hill also served as ISA’s Chief Technology Officer after his promotion from Application Services Manager and held a trusted role during the technology planning and build-out phases of the Community Justice Campus.
Before joining the City-County, Hill worked in multiple roles with Indiana University - Indianapolis, IUPUI and private sector Managed Services and Logistics companies. Hill has over 20 years’ experience in the IT industry and holds several certifications including CISSP, CISM and CDPSE.

Kerry Joseph has worked for 7 years in the Innovation & Technology (I&T) department for the City of South Bend. He started as a developer on I&T’s Applications team eventually taking over as the Director.  After a brief stint at a private gov-tech consulting firm he returned to the City to lead I&T’s Digital efforts as its first Chief Digital Officer at the beginning of 2024. As CDO he oversees low-code, web solutions, system integrations, ETL, custom solutions including City’s AI efforts: Internal Department Chatbot (Ida), AI Translations tools, and an AI assisted Knowledge article writing tool. 

Jamia McDonald is a highly experienced government leader in Deloitte's Human Services Transformation practice, where she leads our national program and policy team serving our Government and Public Services industry. Her team supports HHS leaders around the country, both state and federal, with policy and program transformation, service delivery transformation, and thought leadership. She had deep expertise in Child Welfare, as well as deep understanding of Child Support and Early Learning, Medicaid, CHIP, SNAP, TANF, Unemployment Insurance, LIHEAP, WIC, and other human service programs. Her career has focused on driving change to improve programmatic outcomes, identifying efficiencies, and optimizing financial resources to achieve objectives. Jamia serves as a leader for Deloitte’s State, Local and Higher Ed Artificial Intelligence (AI) practice and is paving the way for Generative AI throughout state and local governments and higher education institutions. These organizations benefit greatly from the innovative opportunities provided by AI and Jamia and her team are thought leaders in the space. Jamia is a regular speaker at national conferences, and frequently publishes industry-leading points of view.

Assaph has over two decades of experience building knowledge management solutions for governments and regulated industries. He has built and launched multiple products enhanced by AI capabilities for several years, and has always balanced customer need, technical innovation, and ethical boundaries.
He is now applying this knowledge to Squiz's DXP, driving AI adoption in ways that suit service organizations. He builds tools that solve real-world digital experience needs and applies rigorous guardrails of ethics and governance.

Christine is a Principal Director in Accenture’s Talent & Organization Strategy practice where she helps organizations design effective strategies to attract, retain, and develop their talent. Her work focuses on workforce development, people analytics, and research. She currently serves as a collaborating partner with the Next Level Lab at the Harvard Graduate School of Education, supporting research and outreach centered on addressing emerging and urgent issues in workforce development and lifelong learning. She has also co-authored numerous white papers with the World Economic Forum’s Centre for the New Economy and Society, most recently a two-part series titled Jobs of Tomorrow: Large Language Models and Jobs.
Prior to joining Accenture, Christine was a high school physics and economics teacher. She holds a Bachelor of Science in Business Administration from the University of Miami, a Master of Education from the University of Missouri-St. Louis, and a Master of Business Administration from Washington University in St. Louis.

Andy is an accomplished data scientist with more than 15 years of experience in data analytics, statistical analysis, and machine learning. His expertise spans across diverse sectors including healthcare payment systems, grant application data, banking, financial data, and security and defense data. He has a strong track record of developing predictive machine learning models that leverage natural language processing and computer vision frameworks to provide his clients with data-driven insights.

Jason is an Advisory Systems Engineer for Cyber Resilience and Compliance as a member of Dell Technologies’ Global Technology Office. With over 20 years of experience spanning operational, financial, and technical domains, he specializes in helping organizations develop comprehensive cyber resilience strategies and effective solutions.
Throughout his career, Jason has engaged with hundreds of organizations worldwide, guiding them in navigating complex challenges in cybersecurity. He has also been a featured speaker at major industry conferences, including Dell Technologies World, VMworld, and IBM Think, where he shares insights and best practices on cyber resilience.
Based in Chicago, Illinois, Jason enjoys spending quality time with his family, exploring the vibrant live music scene, and indulging in the diverse culinary offerings of the city. He is a proud graduate of Holy Cross College (Notre Dame) and has completed additional coursework at Northwestern University.

Denise Linn Riedl is the Chief Innovation Officer (CIO) for the City of South Bend and Head of the City's Department of Innovation & Technology (I&T) which houses information technology, data, digital services, and customer experience functions. Under her leadership, I&T earned multiple state and national recognitions including What Works Cities Gold Certification, the NDIA's Visionary Digital Equity Trailblazer Designation, and a Techpoint Mira Award. Before joining the City of South Bend in 2019, Riedl led smart city and civic technology projects in Chicago at the Smart Chicago Collaborative and City Tech Collaborative. Riedl started her career in the Spectrum Auction Division of the Federal Communications Commission. Writings include The Next Generation Network Connectivity Handbook (2016), The Chicago School of Data (2018), and Toward Inclusive Urban Technology (2020). Riedl is a board member of the Benton Institute for Broadband & Society and a member of the National League of Cities AI Advisory Committee. Riedl received her B.A. from the University of Virginia and her M.P.P from the Harvard Kennedy School of Government. 

Jon Rogers is the Director of Strategic Workforce Planning for the Indiana Office of Technology (IOT) – the state’s enterprise provider of IT services and resources. Jon has served in a number of roles at the local, state, and federal levels. In his current role, he has the privilege of augmenting IOT’s organization through his passion for hiring, recruiting, and developing public-service talent. Of note, he launched the first agency-based State Earn and Learn (SEAL) IT program -- a work-based learning adult reskilling effort -- in coordination with the Indiana Department of Workforce Development. Jon earned his MBA and M.Public Affairs from the University of Texas at Austin, and he earned a BA in Government from the College of William & Mary.

As the Director of Civic Innovation for the City of South Bend, Madi’s portfolio includes digital equity programming, in-demand technology workforce development, university and coalition relationship management, federal grant strategy, and smart city solutions. Before joining the City, she completed a fellowship at enFocus, Inc, a not-for-profit serving northeast Indiana that engages talent with local organizations, where she worked alongside not-for-profit organizations, healthcare entities, higher education, and local government to develop talent, optimize processes, and design technology solutions. Madi is a graduate of Purdue University with a Bachelor of Science in Biomedical Engineering with minors in Engineering Leadership and a Certificate in Entrepreneurship and Innovation and continues to practice engineering principals through human-centered design thinking, team relations management, and project execution and delivery.

Kate Shelby joined INDOT as Chief Legal Counsel and Deputy Commissioner in June 2022. Kate is responsible for the day-to-day operations of INDOT’s Litigation, Legal Services, Policy, Prequalification, Audit, and Contract Administration business units. She also manages INDOT’s Information Technology unit, leading its evolution into an IT department housing traditional IT, GIS, and Data Science and Architecture, and a new Digital Transformation department, which is charged with working with program leaders to improve agency data and technology services. Before joining INDOT, Kate served as the first General Counsel for a tech and data consulting firm that serves government and private industry. Her work to build a legal team, mature contracting and procurement processes, implement an enterprise contract and legal matter management solution, and guide the company through significant regulatory issues earned her recognition from the international Association of Corporate Counsel as one of the 2022 Top 10 In-House Counsel in Their 30s. Kate also managed a $15 billion contract portfolio for Eli Lilly & Company and has worked as a corporate litigator. Her government experience includes serving as the Indiana Department of Workforce Development’s Chief Operating Officer for Workforce Programs and Unemployment Insurance, where she led teams to implement key pieces of the Governor’s Next Level Jobs initiative and enterprise-wide unemployment insurance fraud and operations improvements, which led to the United States Department of Labor recognizing Indiana for its program integrity leadership. Kate has worked as a major felony Deputy Prosecutor in Marion County and a Deputy Attorney General in the Civil Litigation Division at the Office of the Indiana Attorney General from 2010 through 2014. She and her husband, Doug, are Purdue University graduates and have two children. In her free time, Kate enjoys volunteering in Brownsburg as a recreational soccer coach and with various community organizations, hiking, and painting with acrylics.

His experience spans complex, global identity and access projects across diverse organizations and industries. Jeff has crafted IAM strategies and led global IAM security operations teams for multiple Fortune 100 companies. Beyond his professional realm, he is the creator, host, and producer of the world’s leading IAM podcast "Identity at the Center”, which can be found at idacpodcast.com. This vendor-neutral, weekly series engages a worldwide audience and is ranked in the top 3% for listenership of all podcasts globally.

As National Conference Director for Government Technology magazine, Jackie produces, manages, and emcees government IT conferences throughout the country. With over 20 years in the SaaS and Tech arena, Jackie proudly brings strategy, project management, operational excellence, and production together to streamline the efforts of live national events. For 15 years Jackie has worked within the greater Chicago market, while also planning and producing events throughout the US, Canada and Europe.
