Indiana Office of Technology, Chief Information Officer Tracy Barnes was appointed by Gov. Eric J. Holcomb in March 2020. In this role, Tracy oversees the Indiana Office of Technology and provides strategic oversight of the State’s technology portfolio, as well as leadership on technology and cybersecurity policy.
Tracy brings significant business leadership and information technology experience to his role, having previously served as Chief of Staff for the Lieutenant Governor, Deputy Auditor and IT Director for the Indiana Auditor of State. Additionally, he was president and chief executive officer for ENTAP, Inc. which designed and delivered effective enterprise focused information technology solutions to organizations in various industries across the globe.
Tracy has been recognized as Inc. Magazine's 9th Fastest Growing Black Entrepreneur and has received accolades from Top 50 Indiana Companies to Watch, the TechPoint MIRA awards and the IBE Governor's Award for Achievement in Technology.
Tracy holds a B.S. in Computer Science from Butler University, a certificate from the Tuck School of Business at Dartmouth and a M.S. in Cybersecurity Law from University of Maryland, Baltimore.

Joel Bultmeier is the Cybersecurity Engineer for City of Fort Wayne and Allen County. Joel started in cyber security in 2012 in the Indiana Air National Guard. He worked helpdesk and system administrator full time at the 122d Fighter Wing in Fort Wayne and transitioned from military to civilian work in 2021. Joel still serves in the Air National Guard at the 122d Fighter Wing, part time, filling the Information System Security Manager role and supervising the Cyber Security office.

She also works to ensure all projects support the larger future goals of the organization of ensuring Low Code/No Code solutions and interoperability with existing and future development.

Greg Crohn is the Chief Technology Officer for Monroe County Government currently living in Bloomington Indiana. His area of focus is the development and maintenance of IT infrastructure for government and public use.
As an IT professional, he has spent twenty years working in partnership with such entities as Indiana University, the City of Bloomington, Monroe County School Corporation, the Indiana State Office of Technology, and multiple other counties and municipalities around the state of Indiana to help devise and implement solutions to improve government operations, educational and governmental partnerships, and public accessibility.
When he isn’t working on system improvements, cyber security or continuing education, Greg enjoys the outdoors with his wife and grandchildren, and playing local venues as an amateur musician!

Recently named a Top 25 Doer, Dreamer & Driver by GovTech, Ted Cotterill serves as Indiana Chief Privacy Officer and as General Counsel for the Indiana Management Performance Hub, where he designed and implemented Indiana’s legal framework for ethical data-driven innovation. Ted’s practice focuses on governance, ethics, compliance, licensing, and privacy issues presented by AI, complex digital infrastructure partnerships, cloud services, and product development across various standards and regulatory frameworks. He serves as a founding officer of StateRAMP, co-chair of the NASCIO Privacy & Data Protection Forum, and in his community as VP of the Greater Allisonville Community Council. Ted earned his JD from the Indiana University McKinney School of Law, is recognized as a Fellow of Information Privacy by the International Association of Privacy Professionals, and was honored by the Indiana Lawyer with a Leadership in Law Award in 2022.

Senior Director, Digital Transformation, Department of Transportation, State of Indiana

Jannson joined INDOT as its first Senior Director of Digital Transformation in the Summer of 2023.
As the head of Digital Transformation, Jannson’s teams are responsible for working directly with IT and data experts to meet agency needs through strategic software and technology hardware selection, development, and implementation. The Digital Transformation department includes systems analysts, project managers, tech hardware support specialists, and quality assurance analysts.
Prior to joining INDOT, Jannson spent most of his career in management consulting, serving both the public and private sectors. A skilled program manager, experienced strategic planner, and staunch proponent of design thinking, Jannson has earned the role of trusted advisor to leaders and decision-makers across the nation.
Jannson’s private sector client experience includes advising some of the world’s largest private equity firms, publicly traded enterprises, and rapidly-growing SaaS companies. The focus of his work was how to best leverage technology and intellectual property to meet current and emerging market needs to the end of increased growth, improved efficiency, and deepened customer loyalty.
In the public sector, Jannson has consulted agency leaders of several states, including the State of Indiana, the State of Georgia, and the State of Michigan. Some of Jannson’s most visible successes include leading the launch of first-of-its-kind public portals, developing COVID relief funding strategies and execution plans, and creating tailored plans for state agencies across the nation to close the digital divide.
Prior to his consulting career, Jannson was Product Manager and eventual Director of Business Intelligence and Director of Strategic Planning for a leading third-party logistics firm in Chicago.
Jannson is Hoosier born and raised and is a proud alumnus of Indiana University’s Kelley School of Business. Along with his wife, Marnie, and two kids, Jannson lives in Zionsville, IN. Away from the office, Jannson volunteers with his kids’ activities, serves as a church leader, and enjoys traveling, running, cycling, and attending Hoosiers games.

Jeff is currently the Director of Applications for the City of South Bend. There he leads a team of developers who primarily work to craft home grown web apps; force third party applications that don’t like to socialize and communicate with others, learn to share more about what’s inside them; and try to clean and manipulate data from a variety of sources for our Business Analytics team. Fortunately for Jeff and his team, he’s supported by a very innovative CIO and department that has allowed for the exploration of AI related technologies and use cases. He and his team have been working primarily with Azure AI Services to explore ways to work with prebuilt and customized models to create more comprehensive tools to allow residents to communicate issues and request services.
As a current municipal tech manager, Jeff has a desire to help others in local government determine which AI products are hype, which ones are helpful, and which ones are horrendous. As a former lawyer, Jeff has a deep interest in understanding the issues around data privacy and ethics as it relates to AI.

Deputy Commissioner and Chief Legal Counsel, Department of Transportation, State of Indiana

Kate Shelby joined INDOT as Chief Legal Counsel and Deputy Commissioner in June 2022.
Kate is responsible for the day-to-day operations of INDOT’s Litigation, Legal Services, Policy, Compliance, Information Technology, Digital Transformation, Audit, Contract Administration departments.
Before joining INDOT, Kate served as the first General Counsel for a tech and data consulting firm that serves government and private industry. Her work to build a legal team, mature contracting and procurement processes, implement an enterprise contract and legal matter management solution, and guide the company through significant regulatory issues earned her recognition from the international Association of Corporate Counsel as one of the 2022 Top 10 In-House Counsel in Their 30s.
Kate also managed a $15 billion contract portfolio for Eli Lilly & Company and has worked as a corporate litigator.
Her government experience includes serving as the Indiana Department of Workforce Development’s Chief Operating Officer for Workforce Programs and Unemployment Insurance, where she led teams to implement key pieces of the Governor’s Next Level Jobs initiative and enterprise-wide unemployment insurance fraud and operations improvements, which led to the United States Department of Labor recognizing Indiana for its program integrity leadership.
Kate has worked as a major felony Deputy Prosecutor in Marion County and a Deputy Attorney General in the Civil Litigation Division at the Office of the Indiana Attorney General from 2010 through 2014.
She and her husband, Doug, are Purdue University graduates and have two children. In her free time, Kate enjoys volunteering in Brownsburg as a recreational soccer coach and with various community organizations, hiking, and painting with acrylics.
