Former Commander, US Navy

Mary Kelly is a graduate of the United States Naval Academy and spent over twenty years on active duty in intelligence and logistics. She retired from the Navy as a commander. She has master’s degrees in history and economics, and a PhD in economics. Mary has more than twenty years combined teaching experience at the Naval Academy, Air Force Academy, and Hawaii Pacific University. She has extensive experience in business coaching, management, economics, government, organizational leadership, communication, organizational growth, teamwork, strategic planning, human resources, customer service, time management, and project development. Mary has written thirteen books on leadership, productivity, business planning, and personal finance to help people and organizations at all levels. Mary Kelly has published more than 500 articles and is a frequent guest on media programs. She was inducted into the Speaker Hall of Fame in 2020.

Lee Cockerell is the former Executive Vice President of Operations for the Walt Disney World® Resort. As the Senior Operating Executive for ten years Lee led a team of 40,000 Cast Members and was responsible for the operations of 20 resort hotels, 4 theme parks, 2 water parks, a shopping and entertainment village and the ESPN sports and recreation complex in addition to the ancillary operations which supported the number one vacation destination in the world. One of Lee’s major and lasting legacies was the creation of Disney Great Leader Strategies which was used to train and develop the 7000 leaders at Walt Disney World. Lee has held various executive positions in the hospitality and entertainment business with Hilton Hotels for 8 years and the Marriott Corporation for 17 years before joining Disney in 1990 to open the Disneyland Paris project. Lee has served as Chairman of the Board of Heart of Florida United Way, the Board of Trustees for The Culinary Institute of America (CIA), and the board of the Production and Operations Management Society. In 2005, Governor Bush appointed Lee to the Governor’s Commission on Volunteerism and Public Service for the state of Florida, and he served as Chairman of the Board. Lee has written multiple books and numerous articles. He regularly delivers leadership and service excellence workshops and consults for organizations around the world as well as for the Disney Institute.

Chief Information Officer, Office of Technology, State of Indiana

Indiana Office of Technology, Chief Information Officer Tracy Barnes was appointed by Gov. Eric J. Holcomb in March 2020. In this role, Tracy oversees the Indiana Office of Technology and provides strategic oversight of the State’s technology portfolio, as well as leadership on technology and cybersecurity policy.
Tracy brings significant business leadership and information technology experience to his role, having previously served as Chief of Staff for the Lieutenant Governor, Deputy Auditor and IT Director for the Indiana Auditor of State. Additionally, he was president and chief executive officer for ENTAP, Inc. which designed and delivered effective enterprise focused information technology solutions to organizations in various industries across the globe.
Tracy has been recognized as Inc. Magazine's 9th Fastest Growing Black Entrepreneur and has received accolades from Top 50 Indiana Companies to Watch, the TechPoint MIRA awards and the IBE Governor's Award for Achievement in Technology.
Tracy holds a B.S. in Computer Science from Butler University, a certificate from the Tuck School of Business at Dartmouth and a M.S. in Cybersecurity Law from University of Maryland, Baltimore.

Chief Information Officer, Department of Health, State of Indiana

Mohan joined the Indiana Department of Health in July 1998, where he has held several roles ranging from Senior Developer to IT Manager. He was named CIO in 2018 by Commissioner Kristina M. Box, MD, FACOG. As CIO, Mohan is responsible for the oversight and direction of the agency's IT Infrastructure and delivery of critical services to agency staff and the public. He helps research technology solutions and project implementations to support agency goals and new initiatives.
Mohan played a major role in the IT initiatives during COVID-19 Pandemic. His major achievements include implementation of the contract tracing, internal call center, 12 operational portal applications for business needs, infrastructure upgrades, vaccination certification and testing certification portals.
Mohan received his degree in Electronic and Communications Engineering in 1991 from CBIT, Osmania University in India. He is a member of the CISO & CIO Indiana Community and ASTHO Informatics Champion for the year 2022. He recently received award from IBJ and Tech Point as Tech Executive of the Year 2022 (Top Honoree) for Not-for-Profit/Government.. He was university champion in long distance running back in India and he continues that passion today. He has completed the Great Wall of China and the Antarctica Half Marathons as part of his quest to complete half marathons on all seven continents.

Chief Information Officer, Department of Child Services, State of Indiana

Anushree (Anu) M Bag is the new Chief Information Officer at the Department of Child Services at the State of Indiana. In that role, she will be responsible for overseeing the technological infrastructure and modernization of two major Indiana DCS systems that enable services provided by the central office and 96 offices across the State of Indiana
Immediately prior to that, Anu served as an Executive Director at the Indiana Office of Technology. State of Indiana. In that capacity she managed IT Governance, Risk, Compliance, Business Continuity, and Disaster Recovery. Anu has over 20 years industry experience with leading and managing large and complex IT transformational initiatives across multiple industries, such as energy, e-commerce, healthcare, insurance, education, non-profit, and government. An electrical engineer by education, she holds certifications in Risk Management, Lean, Six Sigma, and Project Management. Anu is an expert in technology and associated operating model transformation, enterprise risk management, business process management, analytics, large program management, IT governance, and compliance.
Anu is passionate about women’s empowerment issues, especially the equitable participation and advancement of capable women in technology. In March 2020 she founded the Government Women in Technology (GWIT) group at the State of Indiana and served as the First Chairperson of the GWIT Board of Directors for the first two years.
During her time at IOT, Anu has won several awards- Top 25 Doers, Dreamers and Drivers 2022, by Government Technology, Woman of Influence 2021, by the Indianapolis Business Journal, Mira Award for Community Impact 2021, by TechPoint.org, and Top 50 award, State Leadership 2020, by StateScoop.

Geographic Information Officer, Office of Technology, State of Indiana

Megan Compton serves as the Geographic Information Officer for Indiana, appointed by Governor Eric Holcomb in April 2018. In this role, she oversees the State’s spatial data and technology portfolio and supports teams to build efficient, innovative solutions that benefit our communities and the state. After earning her MPA from Indiana University in 2008, Compton has supported GIS and public safety graduate and undergraduate course as an adjunct professor. She lives in the Indianapolis area with her husband and two young daughters, with whom she enjoys life and outdoor adventures. She also loves on and off-road cycling, obstacle races and traveling.

Senior Fellow, Center for Digital Government

Matt Federoff served as the Chief Information Officer for the Vail School District in Vail, Arizona for 22 years. He helped open 18 new schools, and was first in his state to provide comprehensive wifi, 1-1 student laptops, and all digital content for instruction. Before Vail, Matt taught high school science for eight years, where he was named an Apple Distinguished Educator in 1997. Matt was the 2005 Arizona Technology Director of the Year, a 2007 National School Board Association "20 to Watch”, a 2010 Tech & Learning “100 Future Technology Leaders to Watch”, 2013 Center for Digital Education “40 Top Innovators”, and in 2015 received ISTE’s “Making IT Happen” award. Matt served on Intel’s Education Board of Advisors from 2015-16. From 2018-19 Matt assisted the Tucson Police Department in digitizing their police academy curriculum, earning an “Award of Merit” in 2019. Retired in 2021 after 30 years in public education, Matt lives with his wife and children in the wilds of the Empire Mountains south of Vail.

Tommy Gardner is HP’s Chief Technology Officer for HP Federal, spanning the US Federal Agencies, Higher Education, K-12 Education, State and Local government customer segments, as well as Federal Systems Integrators. His current responsibilities include technology leadership, strategic technology plans, product and technology strategies, sales force technical support, and customer and partner relationships.
Previously, Tommy has served as the Chief Technology Officer for Jacobs Engineering, Scitor, and ManTech. Earlier in his career he was a senior technical executive at Raytheon. In the U.S. Navy he served as the Deputy for Science and Technology for the Chief of Naval Research. He oversaw the Navy’s Deep Submergence Program as well as its Advanced Technology Program. He also commanded the nuclear submarine, USS San Juan (SSN 751).
Tommy’s educational background covers multiple disciplines and fields of interest including: cybersecurity, data science, blockchain, quantum information science, artificial intelligence, high performance computing and systems integration.
Tommy holds a B.S. in Mechanical Engineering from the U.S. Naval Academy, a Masters in Public Administration from Harvard University, an M.S. in Management of Technology from MIT and a Ph. D. in Energy Economics from George Washington University. He is a Professional Engineer, an ASME Fellow, and serves on the ASME Board of Governors, the ANSI Board of Directors and the U. S. Council on Competitiveness as the Co-chair of the Advanced Computer Roundtable.

Chris Henderson is a career public servant and technologist. He holds a bachelor’s degree in economics from Indiana University and a master’s degree in information and communication sciences from Ball State University. Chris began his service with the State of Indiana with the Department of Natural Resources (DNR) in 2003 supporting Indiana State Parks and has both contributed to and led teams for the Department of Education (DOE), Indiana Housing and Community Development Authority (IHCDA), and the Office of Technology (IOT). His most recent appointment is to the role of CIO for the Department of Workforce Development which began in September of 2022. Chris is respected for his approach to enterprise architecture and helping to facilitate mission outcome focused technology strategy. He volunteers and contributes to technology education and gifted education through his support of the Center for Information and Communication Sciences at Ball State University; the Indiana Academy for Science, Mathematics, and Humanities; and Rooted School Indy.

In 2018 he became Chief Information Officer and successfully kept the county running through COVID. He is currently a contributing member of Indiana Executive Council on Cybersecurity and a member of GMIS Indiana.

From there, Lindsey went on to Theoris as their Recruiting Manager, then Sondhi Solutions as their Director of Staffing to build a staffing department from the ground up.
Lindsey is thrilled to be with the State of Indiana and work with an excellent TA team, that is striving to meet some challenging goals centered around staffing the state. Lindsey is a graduate of Indiana University, majoring in Criminal Justice. She currently lives in New Palestine with her husband and 3 sons, ages 17, 14, and 1. In his current role, he has the privilege of augmenting IOT’s organization through his passion for hiring, recruiting, and developing public-service talent. Of note, he launched the first agency-based State Earn and Learn (SEAL) IT program in coordination with the Indiana Department of Workforce Development. Deputy Chief Technology Officer, Office of Technology, State of Indiana

Mike White serves as the Indiana Office of Technology’s (IOT) Deputy Chief Technology Officer responsible for the management of the IN.gov and payment processing programs. He oversees the operations of the state’s web portal as well as over two billion dollars a year in payment processing transactions.
Mike has served the state since 1994 and retired from the Indiana State Police (ISP) after twenty-five years and eleven days before joining the Indiana Office of Technology. During his time with ISP, he served in various command capacities related to technology management. During his last seven years he was the Assistant Chief of Staff for Communication and Information Systems as well as serving as the agency’s Chief Information Officer.
Mike earned an undergrad from Indiana University and an MBA in IT management from WGU-Indiana. He is a graduate of the 51st Class of the Indiana State Police Academy and the 248th Session of the FBI National Academy in Quantico VA.
Mike enjoys his spare time participating in various hobbies along with family and friends.
