Government Technology's passion is helping spread best practices and spurring innovation in the public sector. The Indiana Digital Government Summit is designed to do just that. The summit has an advisory board that gathers public sector and private sector leaders to create an agenda that is relevant and actionable to the state and local government organizations attending the summit. Participants tell us they use the inspirational keynotes, leadership discussions, networking breaks, and timely topics discussed in the numerous breakout sessions to help advance the goals of their organizations and their own career paths

Steve Uzzell

Renowned Photographer

Steve Uzzell is one of the top advertising and corporate photographers in the United States. He started in the photography business 40 years ago as the assistant to the editor of National Geographic and a member of their photographic staff. His assignments have taken him to all 50 United States and 30 foreign countries. His work has garnered international acclaim and won numerous awards, including ten from Communication Arts. Along the way he has photographed two books, Maryland, and The View From Sterling Bluff, and had editorial work published in over 100 publications.

Teri Takai - Featured Speaker

Executive Director, Center for Digital Government, and Former CIO of U.S. Department of Defense, State of California and State of Michigan

Teri Takai is the Executive Director of the Center for Digital Government, a national research and advisory institute on information technology policies and best practices in state and local government. She worked for Ford Motor Company for 30 years in global application development and information technology strategic planning. From Ford, she moved to EDS in support of General Motors. A long-time interest in public service led her to the government sector, first as CIO of the State of Michigan, then as CIO of the State of California and, subsequently, the CIO of the U.S. Department of Defense, the first woman appointed to this role. She then served as the CIO for Meridian Health Plan. She is a member of the FirstNet Board and several industry advisory boards. Teri has won numerous awards including Governing Magazine’s Public Official of the Year, CIO Magazine’s CIO Hall of Fame, Government Technology Magazine’s Top 25 Doers, Dreamers & Drivers, the Women in Defense Excellence in Leadership Award, and the Department of Defense Medal for Distinguished Public Service.

Author, CNN Contributor on Public Safety, Former Chief of Police

Dr. Cedric Alexander has spent nearly four decades in search of a better way to police our nation. He’s the author of The New Guardians, and he has served as a law enforcement analyst on ABC, CBS, NBC and CNN. In 2015 he was appointed to the President’s Task Force on 21st Century Policing. He has served at every level of government: as a Federal Security Director in the US Department of Homeland Security, as a Deputy Commissioner for Criminal Justice in New York State, as Public Safety Director in a major county, and as a City Chief of Police and Deputy Mayor.

Chief Privacy Officer, State of Indiana

Working in and around Indiana Government for the past decade in the regulatory, healthcare, and technology sectors, Ted Cotterill now serves as Chief Privacy Officer for the State of Indiana and as General Counsel for the Indiana Management Performance Hub. In that capacity, Ted’s role is to facilitate the flow of information between state agencies and non-governmental partners to enhance data-driven decision making and data-informed policymaking efforts for the benefit of Hoosiers. Ted earned his JD from the Indiana University McKinney School of Law and a BS in Political Science from Ball State University. He lives in Indianapolis with his beautiful wife, Sarai.

Scott Davis

Senior Webmaster, Department of Natural Resources, State of Indiana

Since joining the agency in 2008, Scott Davis has led many innovative and customer-centric online efforts. These include harnessing social media and implementing features for dnr.IN.gov such as online calendars, video and web cams, mobile apps, low-code databases, responsive design techniques and Google My Business listings. In 2017, he spent the summer visiting state parks with Google's Trekker system to capture 360-degree views of trails. Prior to DNR, he worked for two decades in the newspaper industry. Davis holds degrees from Ball State University in journalism teaching and Digital Storytelling. He lives in Yorktown, Indiana, with wife Julie, two stepsons and two dogs.

Michael B. Hineline

Chief Information and Technology Officer, Indiana Public Retirement System

Mike Hineline currently serves as the Chief Information and Technology Officer for the Indiana Public Retirement System (INPRS) in Indianapolis, Indiana. With over $35 billion in assets under management, INPRS is among the largest 100 pension funds in the United States. The fund serves the needs of 500,000 members and retirees representing more than 1,200 employers including school corporations, municipalities, public universities, and state agencies. In his current role, Mike has responsibility for formulating and implementing the overall information technology vision. He oversees all technical aspects including IT solutions and services delivery, security and data management with an emphasis on solving strategic, management, and business operational challenges. Mr. Hineline has been involved with computers and technology in one form or another for over 40 years. He has provided technology leadership for multiple organizations in the for-profit and government sectors and has held roles in a variety of areas including operations, programming, system design and development, project management and technical management. Mike’s previous positions include technology leadership roles at One America Financial Partners (American United Life Insurance Co), Quest Information Systems, serving as the Chief Information Officer for the City of Indianapolis and Marion County Indiana as well as Anthem Alliance Health Insurance Company, a startup division of Anthem Blue Cross Blue Shield. He also has prior experience with Macmillan Publishing, a division of Simon and Schuster, with Citicorp spending 7 years in the banking industry, and 7 years with Purdue University.
Mike completed significant coursework at Purdue University and received a Bachelor of Science degree in Business Administration with distinction from Indiana Wesleyan University. Mike currently chairs the Industrial Advisory Board for the Computer Information Technology (CIT) School at Indiana University Purdue University Indianapolis (IUPUI) and is a long term member having twice served as President and 10 years as Treasurer for the Indianapolis chapter of the Society of Information Management (SIM). He also serves on the Advisory Board of the Eleven Fifty Academy. He is a member of Indiana’s Women and Hi Tech organization, a growing group focused on empowering women in the technology field and encouraging the next generation to join.

Chief Communications Officer, Indiana Public Retirement System

For more than three decades, Jeff Hutson has helped organizations make a meaningful and measurable difference in the lives of those they serve.
At the Indiana Public Retirement System (INPRS), he is responsible for retirement financial education, counseling, communication, and voice of the customer research.
INPRS serves the needs of more than 400,000 members representing more than 1,200 employers. The system includes both defined benefit and defined contribution plans, ranging in size from 200 members to more than 200,000.
Hutson holds a bachelor’s degree in journalism with an emphasis in economics from Butler University, a master’s degree in public relations from Ball State University, and a certificate in market research from the University of Georgia.
He is accredited by the International Association of Business Communicators and holds a Professional Researcher Certification through the Insights Association, the nation’s leading professional organization for market research and data analytics. In addition, he is a Certified Retirement Counselor® through the International Foundation for Retirement Education (InFRE).
Hutson has served Indiana’s pension system since 2006. His 30-year career includes leadership in marketing, benefits communication, financial wellness and health education initiatives for consultants and private-sector firms in retirement services, manufacturing, healthcare, and retail.

In addition to his current domestic role, Tim has worked across the country and around the globe supporting both private and public sector entities and was responsible as Regional Manager for the EMEA of a global managed service provider organization.
