Government Technology’s passion is helping spread best practices and spurring innovation in the public sector. The Indiana Digital Government Summit is designed to do just that. The summit has an advisory board that gathers public sector and private sector leaders to create an agenda designed to make that passion relevant and actionable to the state and local government organizations attending the summit. The Indiana Digital Government Summit is a fantastic place to meet with professionals in different departments and levels of government. Though the scope of work that we deal with may be different, the challenges are generally the same. Each year, I enjoy the opportunity to hear from others in government on how they are tackling and solving problems using technology, and in the process helping Hoosiers. The keynote speakers are fantastic, and I leave with a renewed energy and commitment to public service. I hope to see you there!

Named one of the "Top 100 Female Athletes of the Century" by Sports Illustrated, Lyn St. James has set 31 national and international speed records and succeeded in the sport of auto racing at levels unparalleled by any other woman. As a competitor in the world’s largest sporting event - the Indianapolis 500 - St. James masterfully drove her way to earn Rookie of the Year honors in 1992. Over the course of her impressive career, St. James has set the bar for women in the male-dominated sport of auto racing.
Bringing the excitement from the track to the podium, St. James inspires audiences to find their passion and break their personal speed limits. She has addressed some of the nation’s top corporations, sharing her own unique and proven methods for personal development, performance improvement, goal setting, team building and achieving balance in life. As recipient of the "Guiding Woman in Sports Award" and the "Office Depot Visionary Sportswoman of the Year" she is also an ideal speaker on women’s issues, gender and diversity.

Director of Cyber Intelligence, Multi-State Information Sharing and Analysis Center (MS-ISAC), Elections Infrastructure Information Sharing and Analysis Center (EI-ISAC), Center for Internet Security (CIS)

Stacey A. Wright is the Director of Cyber Intelligence at CIS, where she runs the Intel Team for the Multi-State Information Sharing and Analysis Center (MS-ISAC) and Elections Infrastructure ISAC (EI-ISAC). The team publishes more than 200 intelligence products per year providing timely, actionable insight on cyber risks, actors, trends, and vulnerabilities, to improve recipients’ cybersecurity posture, visibility and detection of threats, and aid in strategically aligning resources. In addition, Stacey teaches graduate cybersecurity classes at the State University of New York. Prior to her employment at CIS, Stacey worked for the Federal Bureau of Investigation (FBI) and she began her career as an Information Systems Specialist for the Cambridge, MA, Emergency Communications and Fire Departments. She is a formally trained Intelligence Analyst and a national speaker on cybercrime.

Lyles Family Professor of Civil Engineering and Joint Transportation Research Program Director, Purdue University

Dr. Darcy Bullock is the Lyles Family Professor of Civil Engineering at Purdue University and serves as the director of the Joint Transportation Research Program (JTRP). Bullock is a Registered Professional Engineer in Indiana and has 25 years of experience in the industry working closely with airports, transportation agencies, and private sector partners. Bullock’s teaching, research and consulting interests have been in the general area of transportation systems and implementation of advanced technology. He received a B.S. in Civil Engineering from the University of Vermont, and a M.S. and a Ph.D. in Civil Engineering from Carnegie Mellon University.

Chief Privacy Officer, State of Indiana

Working in and around Indiana Government for the past decade in the regulatory, healthcare, and technology sectors, Ted Cotterill now serves as Chief Privacy Officer for the State of Indiana and as General Counsel for the Indiana Management Performance Hub. In that capacity, Ted’s role is to facilitate the flow of information between state agencies and non-governmental partners to enhance data-driven decision making and data-informed policymaking efforts for the benefit of Hoosiers. Ted earned his JD from the Indiana University McKinney School of Law and a BS in Political Science from Ball State University. He lives in Indianapolis with his beautiful wife, Sarai.

Network Engineer, Department of Transportation, State of Indiana

Ben Fischer has been with INDOT for a little over 6 years and is currently the lead Network/Systems Engineer for INDOT’s ITS program. In this role, Ben designs and implements the backbone network for connecting INDOT’s devices that monitor the roadways and inform the motoring public. Additionally, Ben works with internal and external software developers, and vendors to oversee the implementation of the systems required to run those devices. Ben has a degree in Computer Information Systems from Indiana Wesleyan University. Ben has two wonderful children.

Global Head of IoT Strategy, ServiceNow

Tasker Generes is the Global Head of ServiceNow’s Connected Universe Strategy in the Chief Innovation Office. Currently authored 12 patents around ConnectedOperations, ConnectedHuman, ConnectedSecurity and ConnectedService. In this role, Tasker crafts ServiceNow’s strategy for the Connected Universe leveraging IoT, BlockChain, and AI while also providing executive level advisory to extend the value of service management across the corporate enterprise to support organizations in their efforts to transform and modernize.
Prior to joining ServiceNow in 2015 Tasker was Chief Technology Officer of Amtrak and ran his own consulting firm Silos to Service Solutions Inc. bringing business and IT together to leapfrog their competition through focused service. As Chief Technology Officer at Amtrak, Tasker was charted to transform the organization through Strategy, Audit, Strategic Vendor Management, Business Intelligence, Service Management, and Enterprise Architecture. Using his years of healthcare, distribution, and global financial services industry experience, he transformed services to provide tremendous value, defined by efficiency, revenue, customer satisfaction and speed of quality delivery while reducing risk.
Additionally as Chief Technologist for Service Management Solutions with IBM, Tasker has a deep depth of knowledge and experience in leading global service management delivery across process, technology, organization and information and also holds patents in Service and IT Financial Management methods.

Eugene Kipniss, Sr.

Program Specialist, Center for Internet Security (CIS), Multi-State Information Sharing and Analysis Center (MS-ISAC)

The MS-ISAC has been designated and funded by DHS as the key resource for cyber threat prevention, protection, response, and recovery for the nation’s state, local, tribal and territorial (SLTT) governments. Through its state-of-the-art 24/7 Security Operations Center, the MS-ISAC serves as a central resource for situational awareness and incident response for SLTT governments. There is no cost to be a member.
Eugene Kipniss is a Senior Program Specialist for the MS-ISAC. He works on the Stakeholder Engagement team with our nation’s State, Local, Territorial, and Tribal (SLTT) governments in order to provide them with access to the many MS-ISAC services and information products which support organizational security posture and awareness. Eugene focuses on managing the accounts of hundreds of MS-ISAC member governments and organizations across the Northeastern and Midwestern U.S. Additionally, he co-chairs the MS-ISAC’s Education and Awareness working group that focuses on bringing cybersecurity knowledge to both end-users and IT staff alike.

Lead Business Development Director, Internet of Things Smart Cities, AT&T

Brad presently serves as a Lead Business Development Director in the Internet of Things Smart Cities organization. He leads Business development and go to market efforts for this emerging business unit inside of AT&T’s Internet of Things (IoT) Division. This business unit is responsible for AT&T's Smarter Cities solutions that Cities, Government, Campuses and Metro Region's will implement to drive sustainability, process improvements, public safety, citizen engagement, innovation, and economic development.
Prior to joining the Smart Cities team, Brad was responsible for all technical sales and engineering for Government and Education clients in Illlinois, Michigan, and Ohio within AT&T’s Government and Education segment. His organization had the lead role in designing and selling IT infrastructure and application solutions. He also had responsibility for the organization’s technical sales strategy and training.
Brad began his tenure with AT&T in 2003 as a SBC technical sales consultant in the Chicagoland area. His varied background includes a number of sales, technical sales, engineering, and supervisory positions.
Brad was born in Cleveland, OH and has spent the last 15 years in the Bucktown neighborhood of Chicago, IL. He holds a B.S. in Communication Systems Management and a Business Minor from Ohio University.
He and his wife, Stephany, have 3 kids, Dean(11), Helen(9), and Hazel(7). He enjoys spending time and raising his kids in an urban environment, coaching and playing hockey, philanthropy, and boating.

Chief Information Officer, E911/Sheriff's Department, LaPorte County

Jonathon Meyers was born and raised in Michigan City, Indiana
A graduate from Purdue University and a US Army Veteran, having served 12 years and 3 tours in Iraq.
Jon has been working with LaPorte County for 6 years, 4 of them now working for E911/Sheriff Department. Recently had assisted the State of Indiana to become NIBRS Certified and successfully Certifying LaPorte County, being the first County to be NIBRS Certified.
At LaPorte County, he has been working on bringing Network Security Awareness to the forefront as well as advancing network capabilities.
As an agency that deals with confidential material and large data, security is a nonstop fight and we try to continuously educate users of spam email and phishing emails.
Jonathon Meyers continues to strive in making all agencies a more safe and secure infrastructure for the future and will continue to do so throughout his career for the betterment of LaPorte County E911 and Sheriff’s Department.

Sgt. J. Ryan Myers

Cyber Crime Unit, Indiana State Police

J. Ryan Myers is a Sergeant with the Indiana State Police (ISP) Cyber Crime Unit (CCU) that partners with other local, State, and Federal agencies to investigate various high tech crimes. Primarily, Ryan investigates criminal incidents across the north half of Indiana involving high technology and assists other agencies in their investigations. He also assists the CCU forensic examiners with their case load. He started with ISP in 2007 and worked as a road Trooper and an undercover narcotics investigator before coming to the CCU in 2013. Ryan has completed 800+ hours of training in digital forensics, incident response, and network intrusion investigations. Ryan became an IACIS Certified Forensic Computer Examiner (CFCE) in 2016.

He currently serves as Director of Creative Services for Indiana Interactive / NIC and manages the team responsible for the state of Indiana’s website, IN.gov.

Eric Westfall

Enterprise Software Architect, Indiana University

Eric Westfall is an Enterprise Software Architect at Indiana University and manages the university’s Enterprise Systems Integration team. His portfolio includes an enterprise portal, events calendar, IU’s mobile application, notifications infrastructure, classifieds, application deployment automation, and Kuali Rice middleware. In this role he has helped to design, develop, and implement applications that include integration with numerous mission-critical enterprise systems (including HR, student, financial, and research systems). He was also an active participant in the Kuali community for a number of years, serving as a project manager and technical architect for the Kuali Rice project.

Accelerate with Lyn as she shares the life lessons she’s learned through her journey as a race car driver. Find your passion; believe in yourself; motivate others; make a declaration (more than a commitment); have a strategy but be willing to adjust it; learn to communicate with a team; get results then be sure to share them; learn from failure – it will happen; and be dedicated to preparation, just to name a few.
