Overview

Government Technology’s passion is helping spread best practices and spurring innovation in the public sector. The Indiana Digital Government Summit is designed to do just that. The summit has an advisory board that gathers public sector and private sector leaders to create an agenda designed to make that passion relevant and actionable to the state and local government organizations attending the summit. The Indiana Digital Government Summit is a great opportunity to meet and collaborate with fellow government employees, whether they work on the state or local level. The panel discussions and keynote speakers from industry leaders and those outside of traditional IT lead to a feeling of reinvigoration and offer a great learning experience. The best part of the Digital Government Summit though, is meeting and exchanging ideas. All of us face similar problems and we can turn to each other to look for solutions, instead of re-inventing the wheel. Each year I learn new things from the industry partners and from local government representatives and look how it can be applied for the state. I look forward to seeing you there!

Michael Hakkarinen specializes in helping teachers engage students in the classroom with technology such as Mac Tools, Google Apps for Educators, iPads and more. He earned a Bachelor’s in English from the University of Maryland at College Park and a Master’s in Elementary Education at Mount Saint Mary’s University, where he also taught Instructional Technology at the undergraduate and graduate levels. He was a Technology Resource Teacher in Frederick County, Maryland, where he taught elementary school, and an EdTech for Canyons School District in Utah before joining the UEN PD team in 2014. He currently serves as an elected member of the UCET Board.

A native Hoosier, he lives in Yorktown, Indiana, with his wife, two dogs and two children.

Rob Lowden leads multi-campus software projects at IU, partnering with academic and administrative offices to further the university's leading role in academic excellence. Beginning his career at UITS in 1998, Lowden has worked at every level of IU's IT organization. Lowden oversees IU’s enterprise resource planning systems in support of human resources, payroll, finance, student information, research administration, learning management, parking systems, CrimsonCard and other academic and administrative systems. Lowden is also responsible for IU’s data centers and physical hardware infrastructure.
During the Persian Gulf War, Lowden interrupted his college career to enlist in the armed forces. While serving in the Navy, he earned his Surface Warfare qualification and served as a Search and Rescue swimmer. After earning an Honorable Discharge from the Navy, Lowden completed his Bachelor’s degree, as well as a Master’s degree from Purdue University.

Cybersecurity Program Director, Office of Technology & Department of Homeland Security, State of Indiana

As Indiana’s Cybersecurity Program Director, Chetrice Mosley works collaboratively with public and private stakeholders to administer the development and implementation of the state’s cybersecurity strategy and policy through the Governor’s Executive Council on Cybersecurity. Prior to her current role, she was the Executive Director of External Affairs for the Indiana Utility Regulatory Commission where she led the public relations, policy, and consumer affairs divisions. Additionally, Mosley oversaw the Commission’s Continuity of Operations Plan and emergency management role with Indiana’s Department of Homeland Security (IDHS) Emergency Operations Center. She also served as a Steering Committee member and advisor to IDHS as the agency developed and implemented the first-of-its-kind Crit-Ex tabletop and operational exercise. Before her role at the Commission, she worked for the Indiana Department of Revenue where she was the Public Relations Manager over several strategic initiatives including the launch of Indiana’s Identity Theft Protection Program. An award-winning professional, Mosley has provided public relations and strategic consultation to a number of state agencies and organizations including the Indiana Department of Labor, St. Mary’s County Health Department, Indiana Department of Local Government Finance, Indiana Finance Authority, Indiana Office of Technology’s IN.gov Governance Council, Indianapolis Private Industry Council, Inc., and YMCA. Mosley earned her bachelor’s degrees with honors in communications studies and public relations from Indiana University.

Network Intrusion and Exploitation Investigator, Indiana State Police, Cybercrime Investigations

Ryan Myers is a Sergeant with the Indiana State Police (ISP) Cyber Crime Unit (CCU) that partners with other local, State, and Federal agencies to investigate various high tech crimes. Ryan started with ISP in 2007 and worked as a road Trooper and an undercover narcotics investigator before coming to the CCU in 2013. Ryan has completed 800+ hours of training in digital forensics, incident response, and network intrusion investigations. Ryan became an IACIS Certified Forensic Computer Examiner (CFCE) in 2016. He also has A+ certification and is working on Networking+, Security+, and CEH.
Ryan grew up in rural northwest Indiana (NOT the Region) and married his wife, Jessica, after a brief, 13 year courtship. He and his wife have one human child and three fur babies. When he’s not rebuilding an engine – because he’s too cheap to pay someone else to do it – he can be found hanging out with friends and family, tinkering in his garage, or occasionally working out. He also likes things that fly and anything that goes fast.

Tarek Rashed is a geospatial information technologies research scientist with more than 23 years of experience in GIS and spatial decision making and their applications. He possesses international GIS and remote sensing project and technical development and management experience in Egypt, Ghana, Jordan, Kuwait, Saudi Arabia, Oman, Emirates, Qatar, Afghanistan, Croatia, UK and USA. He has published and presented extensively in leading GIS and remote sensing journals and conferences. He variously served as business development consultant, technical advisor, associate director, director, and president at academic, non-for-profit, and private business organizations. Rashed served for two years as a Secretary of the Consortium of Geographic Information Science (UCGIS), and four years as a Board Director in the Central Region of the American Society for Photogrammetric Engineering and Remote Sensing (ASPRS)

Jim Sparks has spent most of his career working with geospatial information. His experience has come through positions as construction surveyor, cartographer, parcel mapper, and consultant. Jim has worked in county government, state government, higher education, and the private sector.
In October 2007, Jim was appointed as Indiana’s first Geographic Information Officer with a mission to facilitate the development, maintenance, and distribution of comprehensive statewide geographic data.
Jim has a B.A. in Business Administration and a M.S. in Management.

Tad Stahl is the recently named Executive Director of the Indiana Information Sharing and Analysis Center (IN-ISAC). Prior to his present duties Tad served as CISO for the State of Indiana for 12 years. In total, Tad has worked as a state employee for 28 years. Contrary to widely accepted beliefs, he cannot share personal memories of the Capitol’s move from Corydon to Indianapolis.

Assistant Chief of Staff, Communications and Information Systems, Indiana State Police

The Assistant Chief of Staff / Communications and Information Systems coordinates for the Superintendent all matters regarding the electronic communications and information technology needs of the Department.
With delegated authority from the Superintendent over Communications and Information Systems, among several other responsibilities the Assistant Chief of Staff / Communications and Information Systems develops communications system plans, orders, and SOPs, and identifies communications requirements and priorities through close and continual coordination with the Assistant Chief of Staff / Operations. He analyzes courses of action to determine supportability from a communications and information systems perspective, and advises the staff on the technical and operational aspects of communications system employment.
He also plans and supervises the installation, operation, and maintenance of communications networks, overseeing the management of radio frequency assignments, and provides local and wide area network (LAN/WAN) management, including Internet protocol address and routing management. He coordinates with the Assistant Chief of Staff / Logistics for the supply and maintenance of communications system.
Additionally, the Assistant Chief of Staff / Communications and Information Systems implements system security procedures in coordination with the other staff sections. He establishes liaison with other local, state, and Federal agencies regarding communication and information systems, and ensures compliance with interoperability and security standards, in particular the FBI's Criminal Justice Information Systems (CJIS) Security Policy. In this capacity, he serves as the State's representative on the FBI CJIS Advisory Policy Board (APB), and as the chairman of the Indiana Data and Communication System (IDACS) Committee.
Major White is a graduate of the Federal Bureau of Investigation’s National Academy and has earned a Bachelor’s Degree and a MBA in Information Technology Management. He has a family who he loves and puts up with him.

Bob Zapotocky is an Application Sales Manager with AT&T’s Global Public Sector- Government, Education Solutions organization. Bob is responsible for AT&T’s Unified Communications, Cloud Collaboration and IP Transformation Strategy and Technical Support for our State and Local Government, and Education customers in states east of the Mississippi River. In his years supporting this market, Bob has shared industry trends, critical analysis and strategic insights in presentations for a number of organizations including the International Telecommunications Professional Exchange (IPTX), Tennessee Educational Technology Association (TETA), Ohio Higher Education Computing Council (OHECC) and The University System of Georgia Board of Regents, and Pennsylvania/New Jersey/Delaware Association for Distance Learning (PADLA). He has also participated in and provided content for podcasts, whitepapers and articles published by various industry trade and media outlets.
Bob has 19 years of experience with AT&T in a variety of positions supporting enterprise and public sector clients in their efforts to lead IP transformation within their organizations. He holds an MBA from Suffolk University and is an Alumnus of The Emerging Leaders Program with the Center for Collaborative Leadership at the University of Massachusetts, Boston.
